General Information

Abstract

This document specifies references to the methods for the determination of the following parameters in organic and organo-mineral fertilizers:
—   Determination of the total organic carbon content;
—   Determination of the dry matter content.
The method for the determination of the total organic carbon is not applicable to products containing urea-formaldehyde polymers or urea as long as there is no method available to assess carbon in urea-formaldehyde polymers or urea. The carbon contained in these compounds is not considered organic [1].
The scope of the standards referenced in this document specifies in which cases the method is also applicable to fertilizing product blends.

Overview

FprEN 17772 is a draft European Standard developed by CEN, focused on the determination of specific parameters in organic and organo-mineral fertilizers. This standard sets out references to recognized analytical methods for measuring two fundamental characteristics:

  • Total organic carbon content
  • Dry matter content

The document plays a crucial role in supporting compliance with Regulation (EU) 2019/1009 related to the marketing of EU fertilizing products. By specifying standardized methods, FprEN 17772 helps manufacturers and laboratories ensure the reliability and comparability of results within the fertilizer sector.

Key Topics

Parameter Determination

  • Total Organic Carbon Content: Measurement of carbon originating from organic materials in fertilizers. This excludes carbon present in urea or urea-formaldehyde polymers, as these are not classed as organic carbon for this method.
  • Dry Matter Content: Determination of non-volatile material present in the fertilizer sample, providing essential information about its composition and quality.
  • Appropriate sampling and sample preparation procedures are referenced from the analytical methods themselves, ensuring consistency in results across laboratories.

Regulatory Alignment

  • The standard addresses requirements set out by Regulation (EU) 2019/1009, which governs the availability and quality of fertilizing products in the European Union.
  • By following the referenced methods, manufacturers can demonstrate conformity with EU legislation for both organic fertilizers (PFC 1(A)) and organo-mineral fertilizers (PFC 1(B)).

Applications

FprEN 17772 is applicable to a range of fertilizer producers, testing laboratories, and regulatory authorities. Key applications include:

  • Quality Control: Laboratories use the standard methods to monitor and verify the composition of organic and organo-mineral fertilizers, ensuring they meet regulatory and market requirements.
  • Product Certification: Enables manufacturers to obtain certification for fertilizers intended for the EU market by demonstrating compliance with prescribed safety and quality standards.
  • Research and Product Development: Facilitates the comparison of formulations and ingredients during new fertilizer development.
  • Blended Fertilizer Assessment: Some referenced methods can also be applied to blended fertilizers, depending on their scope.
  • Regulatory Inspections: Government and third-party inspectors rely on these standardized procedures for market surveillance and enforcement.

Related Standards

Several related standards are referenced within and support the application of FprEN 17772:

  • prEN 12944-1:2026 - Fertilizers, liming materials and inhibitors - Vocabulary - Part 1: General terms
  • prEN 12944-2:2026 - Fertilizers, liming materials and inhibitors - Vocabulary - Part 2: Terms relating to fertilizers
  • prEN 17773:2026 - Organic and organo-mineral fertilizers - Determination of the dry matter content
  • prEN 17776:2026 - Organic and organo-mineral fertilizers - Determination of total organic carbon (TOC) content by dry combustion

These harmonized standards ensure consistent terminology and uniform methods across the fertilizer industry, supporting traceability, transparency, and efficient regulatory compliance.

FprEN 17772 provides a framework for reliable measurement and reporting of essential fertilizer parameters, directly supporting regulatory compliance, product quality, and transparent market practices in the EU’s fertilizer sector.
