This document (EN 13631-1:2025) has been prepared by Technical Committee CEN/TC 321 “Explosives
for civil uses”, the secretariat of which is held by UNE.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by April 2026, and conflicting national standards shall be
withdrawn at the latest by April 2026.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This supersedes EN 13631-1:2005.
Together with EN 13630-1:2025, EN 13763-1:2025 and EN 13938-1:2025 this document supersedes
EN 13857-3:2002.
EN 13631-1:2005:
a) the document title has been changed from “Explosives for civil uses — High explosives — Part 1:
Requirements” to “Explosives for civil uses — Explosives for blasting, boosters and explosive
substances — Part 1: Requirements”;
b) the Scope has been revised completely so that the document now refers to explosives for blasting
including black powder used for blasting as well as boosters and explosive substances;
c) the normative references have been updated;
d) the Clause 4 “Requirements” has been completely revised and is now called “Requirements for
explosives for blasting”;
e) a new Clause 5 “Requirements on black powder used for blasting”, a new Clause 6 “Requirements on
boosters” and a new Clause 7 “Requirements on explosive substances” have been added;
f) the requirements on information to be provided for explosives for blasting have been moved from
EN 13857-3:2002 to the 4.1, 5.1, 6.1 and 7.1 in revised form;
g) the former subclauses 4.6 “Safety at extreme temperatures”, 4.7 “Safety at loading” and 4.12
“Thermodynamic properties” and the corresponding requirements have been removed;
h) the former Clause 5 “Other tests” including subclauses 5.1 “Toxic gases” and 5.2 “Explosives for use
in hazardous environments” has been removed;
i) the Annex ZA has been updated;
j) the Bibliography has been added.
This document has been prepared under a standardization request addressed to CEN by the European
Commission. The Standing Committee of the EFTA States subsequently approves these requests for its
Member States.

1 Scope
This document specifies requirements for explosives for blasting, boosters and explosive substances.
This document also applies to black powder when used for blasting.
NOTE This document does not apply to black powder when used as propellant, for pyrotechnics or for safety
fuses; for requirements for black powder used as propellant, for pyrotechnics or for safety fuses see EN 13938-

3 Terms and definitions
For the purposes of this document, the terms and definitions given in EN 13857-1:2025 apply.

4 Requirements for explosives for blasting
4.1 Information to be provided for explosives for blasting
4.1.1 Temperature of use
The temperature range in which the explosive for blasting may be used shall be given as minimum and
as maximum temperature expressed in °C.
4.1.2 Storage conditions
4.1.2.1 Temperature
The temperature range for storage of the explosive for blasting shall be given as minimum and as
maximum temperature expressed in °C.
4.1.2.2 Relative humidity
The range of relative humidity for storage of the explosive for blasting shall be given as minimum and as
maximum value expressed in % of relative humidity.
4.1.3 Mechanical loading
It shall be specified whether or not the explosives for blasting may be loaded mechanically.
NOTE For example, pneumatic loading of dry bulk or small diameter cartridged explosives.
4.1.4 Means of initiation
The means of initiation for the explosive for blasting shall be specified. The method of attachment of the
means of initiation to the blasting explosive shall be specified.
In case of a detonator being specified as means of initiation, the equivalent reference detonator in
accordance with EN 13763-1:2025, Table A.1, shall be specified.
In case of a detonating cord being specified as means of initiation, the quantity of explosive material in
the core of the detonating cord (i.e. the core loading) shall be specified expressed in g/m.
In case of a booster being specified as means of initiation, the explosive material and its mass in g shall
be specified.
4.1.5 Use in wet or humid conditions
It shall be specified whether or not the explosive for blasting may be used in wet or humid conditions.
NOTE Wet or humid conditions refer to situations where the explosive is subjected to high humidity, rain,
surface water or complete immersion into water.
4.1.6 Use in situations with hydrostatic pressure
It shall be specified whether or not the explosive for blasting may be used in situations where it will be
subjected to hydrostatic pressure.
In case that the explosive for blasting may be used in such situations, the maximum value of hydrostatic
pressure that the explosive for blasting may be subjected to shall be specified in MPa.
4.1.7 Density
For bulk explosives for blasting, the density shall be specified. It shall be specified either as single value
or as a range of maximum and minimum value, expressed in g/cm .
For cartridged explosives for blasting, the density of the explosive material together with the cartridge
casing shall be specified. It shall be specified either as single value or as a range of maximum and
minimum value, expressed in g/cm .
4.1.8 Velocity of detonation
The velocity of detonation for the explosive for blasting shall be specified expressed in m/s. The velocity
of detonation shall be specified at least for the minimum diameter specified in accordance with 4.1.9.
