This document gives guidance for requirements for the assessment of conformity of materials (compounds/formulations), products, joints and assemblies in accordance with the applicable part(s) of EN 13598-1 and EN 13598-2 intended to be included in the manufacturer’s quality plan as part of the quality management system and for the establishment of certification procedures.
NOTE 1   The quality management system is expected to conform to or be no less stringent than the relevant requirements of EN ISO 9001 [1].
NOTE 2   If certification is involved, the certification body is expected to be compliant with EN ISO/IEC 17065 [5].
NOTE 3   A basic test matrix provides an overview of the testing scheme in Annex A.
In conjunction with EN 13598-1 and EN 13598-2 (see Foreword) this document is applicable to ancillary fittings including shallow chambers and manholes and inspection chambers.

Dieses Dokument enthält einen Leitfaden für Anforderungen für die Beurteilung der Konformität von Werkstoffen (Formmassen/Zusammensetzungen), Erzeugnissen, Verbindungen und Bauteilkombinationen nach dem/den jeweils anwendbaren Teil(en) von EN 13598 1 und EN 13598 2, die als Bestandteil des Qualitätsmanagementsystems im Qualitätssicherungsplan des Herstellers und für die Ein¬führung von Zertifizierungsverfahren vorgesehen sind.
ANMERKUNG 1   Es wird davon ausgegangen, dass das Qualitätsmanagementsystem EN ISO 9001 [1] oder mindestens ebenso strengen Anforderungen entspricht.
ANMERKUNG 2   Wenn eine Zertifizierung enthalten ist, wird davon ausgegangen, dass die Zertifizierungsstelle nach EN ISO/IEC 17065 [5] zugelassen ist.
ANMERKUNG 3   Anhang A enthält in Form einer Matrix der grundlegenden Prüfungen einen Überblick über das Prüfschema.
In Verbindung mit EN 13598 1 und EN 13598 2 (siehe Vorwort) ist dieses Dokument anwendbar für Zubehörteile einschließlich Schächte mit geringer Einbautiefe, Einsteigschächte und Kontrollschächte.

Ta tehnična specifikacija vsebuje navodila za ugotavljanje skladnosti spojin/formulacij, izdelkov in sestavov s 1. in 2. delom standarda EN 13598, pri čemer naj bi se te informacije vključile v poslovnik kakovosti proizvajalca kot del sistema vodenja kakovosti in za vzpostavitev postopka certificiranja, ki ga izvajajo tretje osebe.
OPOMBA:   V pomoč bralcem dodatka A in B vsebujeta osnovno preskusno matriko.
Ta tehnična specifikacija se v povezavi s standardoma EN 13598-1 in EN 13598-2 uporablja za pomožne fitinge za odvodnjavanje, ki so položeni v zemljo, vključno z jaški in revizijskimi komorami:
–   za odpadno vodo in kanalizacijo, ki delujejo po težnostnem principu in so položeni v zemljo zunaj stavbne konstrukcije (koda območja uporabe »U«), kar je na izdelkih označeno z »U«; in

This Technical Specification (CEN/TS) was approved by CEN on 17 October 2021 for provisional application.

The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested to
submit their comments, particularly on the question whether the CEN/TS can be converted into a European Standard.

This document (CEN/TS 13598-3:2021) has been prepared by Technical Committee CEN/TC 155
“Plastics piping systems and ducting systems”, the secretariat of which is held by NEN.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes CEN/TS 13598-3:2012.
Compared with CEN/TS 13598-3:2012, the following changes have been made:
— this document has been updated to comply with the latest CEN/TC 155 internal guide – Plastics
piping systems – Template for documents for the assessment of conformity;
— type testing clauses have been updated to clarify what constitutes a change of material. Examples of
a change of design, production processing method, extension of product range and system are also
given;
— the applicable characteristics for assessment of conformity testing are now listed under separate
Clauses 6 and 7 for EN 13598 parts 1 and 2 respectively;
— the tables in Clauses 6 and 7 have been updated to align the content and references with
EN 13598-1:2020 and EN 13598-2:2020.
EN 13598 consists of the following Parts under the general title Plastics piping systems for non-pressure
underground drainage and sewerage — Unplasticized poly(vinyl chloride) (PVC-U), polypropylene (PP) and
polyethylene (PE):
— Part 1: Specifications for ancillary fittings and shallow chambers;
— Part 2: Specifications for manholes and inspection chambers;
— Part 3: Guidance for assessment of conformity (the present document).

Introduction
This document details the applicable characteristics to be assessed for type testing (TT), batch release
test (BRT), process verification test (PVT), and audit test (AT), as well as the frequency and sampling for
testing.
This document has been prepared using the latest CEN/TC155/WG21 assessment of conformity template
N1089.
The concept of testing and organization of those tests used for the assessment of conformity is shown,
without or with certification, in Figures 1 and 2.
