Firefighting and rescue service vehicles - Part 3: Permanently installed equipment - Safety and performance
1.1 This document specifies the minimum requirements for safety and performance of some optional specific permanently installed equipment on firefighting and rescue service vehicles, operated by trained persons, as designated in EN 1846 1:2011 and specified in EN 1846 2:2024.
NOTE 1 Categories and mass classes of these vehicles are given in EN 1846 1:2011.
NOTE 2 Vehicle means ground vehicles which can also drive on rails and amphibious vehicles.
The permanently installed equipment covered by this document is given below:
— water installation;
— additive installation;
— monitor;
— equipment gantries;
— demountable systems.
This document covers also the use of wireless control systems.
NOTE This document is assumed to be read in conjunction with any national regulations in force for vehicles using the public roads and with any EU Directives and associated EFTA regulations in force relevant to vehicles and their equipment.
For the purposes of this document, the normal ambient temperature range is - 15 °C to + 40 °C.
For equipment to be used at temperature outside this temperature range, the particular temperature range is specified by the user. A risk assessment determines any need for additional precautions.
1.2 This document does not deal with the following types of equipment:
— all control systems outside of the cabin related to hook arm system;
— provisions for non-firefighting removable equipment driven by PTO.
1.3 This document deals with the technical requirements to minimize the hazards listed in Annex A which can arise during operational use, routine checking and maintenance of firefighting and rescue service vehicles.
It does not cover the hazards generated by:
— non-permanently installed equipment i.e. portable equipment carried on the vehicle;
— use in potentially explosive atmospheres;
— commissioning and decommissioning;
— noise (as permanently installed equipment cannot be operated separately from the vehicle, this hazard is covered in EN 1846 2:2024);
— electromagnetic compatibility;
— cyber security;
— cyber safety.
Additional measures not dealt with in this document can be necessary for specific use (e.g. fire in natural environment, flooding, etc.).
1.4 This document is not applicable to the equipment which is manufactured before its date of publication by CEN.
Feuerwehrfahrzeuge - Teil 3: Fest eingebaute Ausrüstung - Sicherheits- und Leistungsanforderungen
1.1 Dieses Dokument legt die nach EN 1846 1:2011 und EN 1846 2:2024 geltenden Mindestanforderungen an Sicherheit und Leistung bestimmter optionaler, fest eingebauter und durch geschultes Personal betriebener Ausrüstung in Feuerwehrfahrzeugen fest.
ANMERKUNG 1 Die für diese Fahrzeuge geltenden Kategorien und Gewichtsklassen sind in EN 1846 1:2011 festgelegt.
ANMERKUNG 2 Fahrzeug bedeutet Landfahrzeuge, die auch auf Schienen fahren können, und Amphibienfahrzeuge.
Folgende fest eingebaute Ausrüstung wird im vorliegenden Dokument behandelt:
löschtechnische Einrichtung für Wasser;
löschtechnische Einrichtung für Löschmittelzusatz;
Werfer;
Entnahmehilfen für Geräte (Aufnahmeeinrichtung);
Abrollbehältersysteme.
Dieses Dokument deckt auch die Nutzung von drahtlosen Steuerungssystemen ab.
ANMERKUNG Es wird angenommen, dass zusätzlich zum vorliegenden Dokument einerseits diejenigen nationalen Verordnungen beachtet werden, die für auf öffentlichen Straßen eingesetzte Fahrzeuge gelten, sowie andererseits jegliche auf Fahrzeuge und deren Ausrüstung zutreffende EU-Richtlinien und damit im Zusammenhang stehende EFTA-Regelungen.
Für die Anwendung dieses Dokuments gilt als normaler Umgebungstemperaturbereich –15 °C bis +40 °C.
Bei Ausrüstung zum Einsatz außerhalb dieses Temperaturbereichs wird der spezielle Temperaturbereich vom Anwender vorgegeben. Mittels einer Risikobewertung wird jegliche Notwendigkeit zusätzlicher Vorkehrungen bestimmt.
1.2 Dieses Dokument behandelt nicht die folgenden Ausrüstungstypen:
alle Steuerungssysteme außerhalb der Kabine, die auf das Hakenauslegersystem bezogen sind;
Einrichtungen für abnehmbare Ausrüstung, die nicht der Brandbekämpfung dient und über einen Nebenabtrieb (NA) angetrieben wird.
1.3 Dieses Dokument enthält die technischen Anforderungen zur Minimierung der in Anhang A aufgeführten Gefährdungen, die im Einsatz, bei routinemäßigen Überprüfungen und Instandhaltung von Feuerwehrfahrzeugen auftreten können.
Nicht behandelt werden Gefährdungen, die hervorgerufen werden durch:
nicht fest eingebaute Ausrüstung, d. h. tragbare Ausrüstung, die auf dem Fahrzeug mitgeführt wird;
Einsatz in explosionsgefährdeten Bereichen;
Inbetrieb- und Außerbetriebnahme;
Lärm (da fest eingebaute Ausrüstung nicht unabhängig vom Fahrzeug betrieben werden kann, wird diese Gefährdung durch EN 1846 2:2024 abgedeckt);
elektromagnetische Verträglichkeit;
Cybersicherheit für Mensch und Umwelt;
Cybersicherheit für Systeme und Daten.
Zusätzliche Maßnahmen, die nicht in diesem Dokument behandelt werden, können für besondere Anwendungen (z. B. Brand in natürlicher Umgebung, Hochwasser usw.) erforderlich sein.
1.4 Dieses Dokument gilt nicht für Ausrüstung, die vor dem Datum seiner Veröffentlichung durch das CEN hergestellt wurde.

1.1 Le présent document spécifie les exigences minimales de sécurité et de performances de certains équipements optionnels spécifiques installés à demeure sur les véhicules des services de secours et de lutte contre l'incendie, mis en oeuvre par des personnels qualifiés, tels que définis dans l’EN 1846 1:2011 et spécifiés dans l’EN 1846 2:2024.
NOTE 1 Les catégories et les classes de masse de ces véhicules sont définies dans l’EN 1846 1:2011.
NOTE 2 Véhicule désigne les véhicules terrestres qui peuvent également circuler sur des rails et les véhicules amphibies.
Les équipements installés à demeure couverts par le présent document sont donnés ci-dessous :
— installation d'eau ;
— installation d'additif ;
— lance monitor ;
— supports d'équipement ;
— systèmes pour berce.
Le présent document couvre également l’utilisation de systèmes de commande sans fil.
NOTE Il est supposé que le présent document est lu conjointement avec tout règlement national en vigueur pour les véhicules utilisant les voies publiques, ainsi que toute Directive UE et toute réglementation de l'AELE qui y est associée, concernant les véhicules et leurs équipements.
Pour les besoins du présent document, la plage de température ambiante normale s’étend de - 15 °C à + 40 °C.
Dans le cas d'utilisation d’équipements à l'extérieur de cette plage de température, la plage de température particulière est spécifiée par l’utilisateur. Une appréciation des risques détermine les précautions supplémentaires nécessaires.
1.2 Le présent document ne traite pas les types d’équipements suivants :
— tous les systèmes de commande situés à l’extérieur de la cabine en relation avec le système de bras à crochet ;
— les dispositifs pour équipements amovibles ne se rapportant pas à la lutte contre les incendies utilisant la prise de mouvement.
1.3 Le présent document traite des exigences techniques destinées à réduire au maximum les phénomènes dangereux énumérés à l'Annexe A qui peuvent intervenir pendant l'utilisation opérationnelle, la vérification de routine et la maintenance des véhicules des services de secours et de lutte contre l'incendie.
Il ne couvre pas les phénomènes dangereux créés par :
— les équipements non installés à demeure, c'est-à-dire les équipements portables transportés par le véhicule ;
— les utilisations en atmosphère explosible ;
— la construction et la mise au rebut ;
— le bruit (les équipements installés à demeure ne pouvant être utilisés séparément du véhicule, ce phénomène dangereux est couvert par l’EN 1846 2:2024) ;
— la compatibilité électromagnétique ;
— la sécurité informatique ;
— la sureté informatique.
Des dispositions complémentaires, non définies dans le présent document, peuvent être nécessaires pour certaines utilisations (par exemple : feux d'espaces naturels, inondations, etc.).

Rescue Service Equipment”, the secretariat of which is held by BSI.
This document is currently submitted to the CEN Enquiry.
This document will supersede EN 1846-3:2013.
FprEN 1846-3:2025 includes the following significant technical changes with respect to EN 1846-3:2013:

Introduction
This document is a type-C standard as stated in EN ISO 12100.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in the case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or type-B
standards, the requirements of this type-C standard take precedence over the requirements of the other
standards for machines that have been designed and built according to the requirements of this type-C
standard.
While producing this document it was assumed that, due to the European regulations on the approval of
vehicles for use on public roads, fire fighting vehicles still comply with:
— EMC requirements;
— cyber security requirements.
Therefore, EMC and cyber security are not further considered in this document.
