Overview

EN IEC 62841-2-23:2026/A11:2026 is a key amendment to the European Standard for electric motor-operated hand-held tools, transportable tools, and lawn and garden machinery, specifically focusing on safety requirements for hand-held die grinders and small rotary tools. Published by the CLC (European Committee for Electrotechnical Standardization), this standard introduces important modifications and clarifications to enhance occupational safety, supporting compliance with the EU Machinery Directive 2006/42/EC.

This amendment, handled by CLC/TC 116, incorporates common modifications to EN IEC 62841-2-23 to address technological advances, user safety, and harmonization across European markets. It is a vital document for manufacturers, importers, and users of electric hand-held die grinders and small rotary tools seeking to demonstrate conformity with EU regulations.

Key Topics

  • Safety Enhancements: Updated provisions for the prevention of mechanical hazards, especially during servicing and maintenance, by introducing requirements for isolation and disabling devices.
  • Abnormal Operation: Specifications to restrict output speed to safe limits, minimizing risks in case of malfunction.
  • Noise & Vibration Measurement: Revised guidelines for measuring noise and vibration emissions to ensure compliance with safety and health standards.
  • Battery Tools and Battery Packs: Detailed requirements for tools with integral batteries, emphasizing user protection with isolation and disabling mechanisms.
  • Harmonization and Legislation: Clear relationships to the essential safety requirements of the EU Machinery Directive, ensuring that compliance with this standard presumes conformity with relevant legal obligations.
  • Normative References: Updated references to international and European standards, ensuring compatibility and clarity in application.
  • Testing and Inspection: Defined methods for verifying compliance, including manual inspections and practical tests.

Applications

The provisions of EN IEC 62841-2-23:2026/A11:2026 are critical for:

  • Manufacturers: Supporting the design, production, and CE marking of electric hand-held die grinders and small rotary tools for the European market. Ensures products meet essential safety requirements, reducing liability and facilitating market access.
  • Importers and Distributors: Demonstrating due diligence by supplying only compliant equipment, mitigating potential legal and safety issues.
  • End Users: Enhancing user safety by requiring robust safety features, particularly for tools used in industrial, construction, woodworking, metalworking, and DIY applications.
  • Testing Laboratories: Providing clear criteria and reference methodologies for conformity assessment, especially concerning emission of noise, vibration, and the reliability of disabling devices.
  • Regulatory Authorities: Enabling effective market surveillance and enforcement by referencing harmonized safety requirements.
  • Maintenance and Service Providers: Ensuring safe procedures for servicing battery-powered equipment and secure operation during maintenance.

Related Standards

EN IEC 62841-2-23:2026/A11:2026 is part of the broader EN IEC 62841 series, which addresses safety for electric tools and related machinery. Key related standards include:

  • EN 62841-1:2015: General requirements for electric motor-operated tools - forms the foundation for Part 2-23.
  • IEC 62841-2-23:2024: International technical basis for this European adoption.
  • EN 62841-1:2015/A11:2022 and EN 62841-1:2015/A1:2025: Relevant amendments addressing general and specific safety aspects.
  • EN ISO 12100: General principles for risk assessment and risk reduction, referenced for overall safety alignment.
  • Directive 2006/42/EC: European Machinery Directive, providing the legal framework for safety compliance.

By aligning with these standards, organizations ensure best practices in product safety and regulatory conformity for electric hand-held and rotary tools across Europe.
