Safety requirements for electrical equipment for measurement, control, and laboratory use - Part 1: General requirements

IEC 61010-1:2010 specifies general safety requirements for the following types of electrical equipment and their accessories, wherever they are intended to be used. a) Electrical test and measurement equipment b) Electrical industrial process-control equipment c) Electrical laboratory equipment This third edition cancels and replaces the second edition published in 2001. It constitutes a technical revision. This edition includes the following significant changes from the second edition, as well as numerous other changes. - The scope of the standard has been expanded to include all locations where these products may be used, so that both professional and non-professional versions of these products are within the scope. - The requirements for testing and measuring circuits (in various subclauses and the entirety of Clause 16) have been removed and included in a particular standard IEC 61010-2-030. - Insulation requirements (6.7) have been completely rewritten. - Additional requirements for protection against mechanical HAZARDS (Clause 7) have been included. - Surface temperature limits (Clause 10) have been modified to conform to the limits of EN 563. - Radiation requirements (Clause 12) have been modified, and take into account a distinction between intended emission and unintended emission. - Requirements for reasonably foreseeable misuse and ergonomic aspects have been added (Clause 16). - A new clause (Clause 17) has been added to deal with HAZARDS and environments not covered by the standard, along with a new informative annex (Annex J) dealing with RISK assessment. - A new informative annex (Annex E) addresses methods of reducing the POLLUTION DEGREE of a micro-environment. - Requirements for the qualification of coatings for protection against POLLUTION have been added (Annex H). - A new informative annex (Annex I) has been added to further explain how to determine the WORKING VOLTAGE of a MAINS CIRCUIT. It has the status of a group safety publication, as specified in IEC Guide 104. The contents of the corrigendum 1 of May 2011, the interpretation sheet 1 of February 2013 and the corrigendum 2 of October 2013 have been included in this copy.

La CEI 61010-1:2010 spécifie les exigences générales de sécurité pour les types suivants d'appareils électriques et leurs accessoires où qu'ils soient destinés à être utilisés. a) Appareils électriques d'essai et de mesurage b) Appareils électriques de contrôle de procédés industriels c) Appareils électriques de laboratoire Cette troisième édition annule et remplace la seconde édition parue en 2001. Elle constitue une révision technique. Les principales modifications, parmi de nombreuses autres modifications, de cette troisième édition par rapport à la seconde édition sont les suivantes: - Le domaine d'application de la présente norme a été élargi à tous les usages de ces appareils, y compris les appareils destinés aux non professionnels. - Les exigences pour les circuits de test et de mesure (présents dans différents paragraphes ainsi que dans l'Article 16 en entier) ont été supprimées de la présente norme et intégrées dans la norme CEI 61010-2-030. - Les exigences d'isolation (6.7) ont été complètement réécrites. - Des exigences supplémentaires pour la protection contre les RISQUES mécaniques (Article 7) ont été ajoutées. - Les limites de température des surfaces (Article 10) ont été modifiées afin d'être conformes aux limites de la norme EN 563. - Les exigences contre les radiations (Article 12) ont été modifiées et distinguent désormais les émissions prévues des émissions involontaires. - Les exigences liées aux MAUVAIS USAGES RAISONNABLEMENT PREVISIBLES et aux aspects ergonomiques ont été ajoutées (Article 16). - Un nouvel article (Article 17) a été ajouté pour faire face aux DANGERS et environnements non couverts par la présente norme ainsi qu'une nouvelle annexe informative (Annexe J) traitant de l'appréciation du RISQUE. - Une nouvelle annexe informative (Annexe E) traite des méthodes de réduction du DEGRE DE POLLUTION d'un microenvironnement. - Les exigences pour la qualification des revêtements enrobant pour la protection contre la POLLUTION ont été ajoutées (Annexe H). - Une nouvelle annexe informative (Annexe I) informative a été ajoutée afin de mieux expliquer comment connaître la TENSION DE SERVICE d'un CIRCUIT RESEAU. Cette norme a le statut de publication groupée de sécurité, conformément au Guide 104 de la CEI. Le contenu du corrigendum de mai 2011, la feuille d'interprétation 1 de février 2013 et du corrigendum 2 d'octobre 2013 a été pris en considération dans cet exemplaire.

Ta del IEC 61010 določa splošne varnostne zahteve za naslednje tipe električne opreme in njenih dodatkov, kadar se jih namerava uporabiti:
a) Električni preskus in oprema za merjenje
To je oprema, ki na elektromagnetni način preskuša, meri, navaja in beleži eno ali več električnih ali fizičnih količin, prav tako pa tudi oprema, ki ni merilna, kot so generatorji signalov, meritveni standardi, napajalniki za laboratorijsko uporabo, pretvorniki, oddajniki itd. OPOMBA 1: Vsebuje namizne napajalnike, namenjene za pomoč pri preskušanju ali merjenju delovanja na drugem kosu opreme. Napajalniki, namenjeni za napajanje opreme, so znotraj področja uporabe IEC 61558 (glej 1.1.2 (h)). Ta standard prav tako velja za preskusno opremo, vgrajeno v proizvodni proces in namenjeno za preskušanje proizvedenih naprav. OPOMBA 2: Preskusna oprema za proizvodnjo je verjetno vgrajena v bližini in povezana z industrijskimi stroji, ki se tako uporabljajo.
b) Električna oprema za nadzor industrijskih procesov

Foreword

The text of document 66/414/FDIS, future edition 3 of IEC 61010-1, prepared by IEC TC 66, Safety of

measuring, control and laboratory equipment, was submitted to the IEC-CENELEC parallel vote and was

approved by CENELEC as EN 61010-1 on 2010-10-01.
This European Standard supersedes EN 61010-1:2001.

This edition includes the following significant changes from EN 61010-1:2001, as well as numerous other

changes.

− The scope of the standard has been expanded to include all locations where these products may be

used, so that both professional and non-professional versions of these products are within the scope.

− The requirements for testing and measuring circuits (in various subclauses and the entirety of

Clause 16) have been removed and included in a particular standard EN 61010-2-030.

− Insulation requirements (6.7) have been completely rewritten.

− Specific requirements have been added for solid insulation and thin-film insulation.

− Subclause 6.7 now contains only the insulation requirements for MAINS CIRCUITS of OVERVOLTAGE

CATEGORY II up to 300 V, and for secondary circuits.

− The insulation requirements for all other circuits have been moved to a new Annex K.

− Additional requirements for protection against mechanical HAZARDS (Clause 7) have been included.

− Surface temperature limits (Clause 10) have been modified to conform to the limits of EN 563.

− Radiation requirements (Clause 12) have been modified, and take into account a distinction between

intended emission and unintended emission.

− Requirements for reasonably foreseeable misuse and ergonomic aspects have been added

(Clause 16).

− A new clause (Clause 17) has been added to deal with HAZARDS and environments not covered by the

Foreword

The text of document 66/414/FDIS, future edition 3 of IEC 61010-1, prepared by IEC TC 66, Safety of

measuring, control and laboratory equipment, was submitted to the IEC-CENELEC parallel vote and was

approved by CENELEC as EN 61010-1 on 2010-10-01.
This European Standard supersedes EN 61010-1:2001.

This edition includes the following significant changes from EN 61010-1:2001, as well as numerous other

changes.

− The scope of the standard has been expanded to include all locations where these products may be

used, so that both professional and non-professional versions of these products are within the scope.

− The requirements for testing and measuring circuits (in various subclauses and the entirety of

Clause 16) have been removed and included in a particular standard EN 61010-2-030.

− Insulation requirements (6.7) have been completely rewritten.

− Specific requirements have been added for solid insulation and thin-film insulation.

− Subclause 6.7 now contains only the insulation requirements for MAINS CIRCUITS of OVERVOLTAGE

CATEGORY II up to 300 V, and for secondary circuits.

− The insulation requirements for all other circuits have been moved to a new Annex K.

− Additional requirements for protection against mechanical HAZARDS (Clause 7) have been included.

− Surface temperature limits (Clause 10) have been modified to conform to the limits of EN 563.

− Radiation requirements (Clause 12) have been modified, and take into account a distinction between

intended emission and unintended emission.

− Requirements for reasonably foreseeable misuse and ergonomic aspects have been added

(Clause 16).

− A new clause (Clause 17) has been added to deal with HAZARDS and environments not covered by the

standard, along with a new informative annex (Annex J) dealing with RISK assessment.

− A new informative annex (Annex E) addresses methods of reducing the POLLUTION DEGREE of a micro-

environment.

− Requirements for the qualification of coatings for protection against POLLUTION have been added

(Annex H).

− A new informative annex (Annex I) has been added to further explain how to determine the WORKING

VOLTAGE of a MAINS CIRCUIT.

NACIONALNI UVOD

Standard SIST EN 61010-1 (sl), Varnostne zahteve za električno opremo za meritve, nadzor in

laboratorijsko uporabo – 1. del: Splošne zahteve (IEC 61010-1:2010), 2010, ima status slovenskega

standarda in je istoveten evropskemu standardu EN 61010-1, Safety requirements for electrical

equipment for measurement, control and laboratory use – Part 1: General requirements (IEC 61010-

1:2010), 2010.
Ta standard nadomešča SIST EN 61010-1:2002.
NACIONALNI PREDGOVOR

Mednarodni standard IEC 61010-1:2010 je pripravil tehnični pododbor Mednarodne elektrotehniške

komisije IEC/TC 66 Varnost meritev, nadzora in laboratorijske opreme. Vzporedno je standard potrdil

tehnični odbor Evropskega komiteja za standardizacijo v elektrotehniki CLC/TC 66X Varnost meritev,

nadzora in laboratorijske opreme, katerega tajništvo vodi BSI.

Slovenski standard SIST EN 61010-1:2010 je prevod evropskega standarda EN 61010-1:2010. V

primeru spora glede besedila slovenskega prevoda v tem standardu je odločilen izvirni evropski

standard v angleškem jeziku. Slovensko izdajo standarda je pripravil tehnični odbor SIST/TC MOV

Merilna oprema za elektromagnetne veličine.

Odločitev za privzem tega standarda je 11. novembra 2010 sprejel tehnični odbor SIST/TC MOV Merilna

oprema za elektromagnetne veličine.

Mednarodni standard IEC 61010-1:2010 je bil v času od izdaje dopolnjen s dvema popravkoma: IEC

61010-1:2010/COR1:2011 (za angleško in francosko verzijo) in IEC 61010-1:2010/COR2:2013 (za

francosko verzijo). Ta dva popravka nista bila privzeta v evropsko standardizacijo, zato ju ta dokument,

ki je privzeti evropski standard, ne vsebuje.

Popravka k mednarodnemu standardu v informacijo objavljamo v tem nacionalnem predgovoru.

Ta evropski standard je CENELEC sprejel 1. oktobra 2010. Člani CENELEC morajo izpolnjevati notranje

predpise CEN/CENELEC, s katerimi so predpisani pogoji za privzem tega evropskega standarda na

nacionalno raven brez kakršnihkoli sprememb.

Najnovejši seznami teh nacionalnih standardov z njihovimi bibliografskimi podatki se na zahtevo lahko

Predgovor k evropskemu standardu

Besedilo dokumenta 66/414/FDIS, prihodnje 3. izdaje IEC 61010-1, ki ga je pripravil IEC/TC 66 Varnost

opreme za merjenje, nadzor in laboratorijsko uporabo, je bilo predloženo v vzporedno glasovanje IEC-

CENELEC in ga je CENELEC 1. oktobra 2010 sprejel kot EN 61010-1.
Ta evropski standard nadomešča EN 61010-1:2001.

Ta izdaja vključuje naslednje znatne spremembe glede na EN 61010-1:2001 in tudi številne druge

spremembe.

– Področje uporabe standarda je razširjeno, da zajema vse lokacije, kjer se ti izdelki lahko

uporabljajo, tako da so v področje uporabe zajete tako profesionalne kot neprofesionalne izvedbe

teh izdelkov.

– Zahteve za preskusne in merilne tokokroge (v različnih podtočkah in celotnem poglavju 16) so

prestavljene in so del posebnega standarda EN 61010-2-030.
– Zahteve za izolacijo (6.7) so v celoti napisane na novo.
– Posebne zahteve so dodane za trdne in tankoplastne izolacijske materiale.

– Podtočka 6.7 vsebuje sedaj samo zahteve za izolacijo za OMREŽNE TOKOKROGE PRENAPETOSTNE

KATEGORIJE II do 300 V in za sekundarne tokokroge.
– Zahteve za izolacijo za druge tokokroge so prestavljene v nov dodatek K.

– Vključene so dodatne zahteve za zaščito pred mehansko OGROŽENOSTJO (poglavje 7).

– Meje za temperature površin (poglavje 10) so spremenjene, da ustrezajo mejam iz EN 563.

– Spremenjene so zahteve za sevanje (poglavje 12) ter upoštevajo razliko med namenskim in

nenamenskim oddajanjem.

– Dodane so zahteve za razumno predvidljivo napačno uporabo in ergonomske vidike (poglavje 16).

– Dodano je novo poglavje (poglavje 17), ki obravnava OGROŽENOST in okolja, ki niso zajeta s tem

standardom skupaj z novim informativnim dodatkom (dodatek J), ki obravnava oceno TVEGANJA.

– Nov informativni dodatek (dodatek E) obravnava metode za znižanje STOPNJE ONESNAŽENJA

mikrookolja.

– Dodane so zahteve za sposobnost prevlek za površinsko zaščito pred ONESNAŽENJEM (dodatek H).

– Dodan je nov informativni dodatek (dodatek I) za dodatno razlago, kako določiti DELOVNO NAPETOST

OMREŽNEGA TOKOKROGA.

Opozoriti je treba na možnost, da so nekateri elementi tega dokumenta predmet patentnih pravic. CEN

in CENELEC nista odgovorna za ugotavljanje nobene od teh patentnih pravic.
Naslednja datuma sta bila določena:

Besedilo mednarodnega standarda IEC 61010-1:2010 je odobril CENELEC kot dodatek k temu
