Safety in installations for electroheating and electromagnetic processing - Part 4: Particular requirements for arc furnace installations
This part of IEC 60519 provides particular safety requirements for arc furnace installations. This document deals with the significant hazards, hazardous situations or hazardous events relevant to industrial arc furnace installations, as listed in Annex A, for normal operation and for single fault condition as well as under conditions of reasonably foreseeable misuse. This document specifies the requirements intended to be met by the manufacturer to ensure the safety of persons and property during the complete life cycle of the equipment from design through commissioning, operation, maintenance, inspection, to decommissioning, as well as in the event of foreseeable single fault condition that can occur in the equipment. The rated voltage of arc furnace installation can be in the range of low voltage or high voltage, details are given in 4.2. This standard is applicable to arc furnace installations such as: a) furnaces for direct arc heating, forming arcs between the electrode and metal such as the electric arc furnace using alternating current (EAF AC) or direct current (EAF DC), and the ladle furnace (LF); b) furnaces for arc-resistance heating forming arcs between the electrode and the charge material or heating the charge material by the Joule effect, such as the submerged arc resistance furnace using alternating current (SAF AC), or direct current (SAF DC). NOTE In some documents the terms smelter or electrical reduction furnace are used. Furnace installation for unattended operation is not covered by this standard. This document does not provide requirements for type testing. NOTE Industrial equipment covered by this document is typically produced as a single unit or a very small number of units; such unit usually has a very high value and can cause severe harm at disintegration. This document does not address data security and hazards arising from neglect of security. With respect to noise of electrical an arc furnace, ISO 13578:2017, 6.1.23 applies.

L'IEC 60519-4:2021 fournit des exigences de sécurité particulières pour les installations de fours à arc. Le présent document traite des dangers significatifs, des situations dangereuses ou des événements dangereux liés aux installations industrielles de fours à arc, répertoriés à l'Annexe A, en fonctionnement normal et en condition de premier défaut, ainsi qu'en cas de mauvais usage raisonnablement prévisible. Cette cinquième édition annule et remplace la quatrième édition parue en 2013. Cette édition constitue une révision technique. Cette édition inclut les modifications techniques majeures suivantes par rapport à l'édition précédente:
la structure a été remaniée sur la base de l'IEC 60519-1:2020;
le domaine d'application et l'objet ont été reformulés;
les termes et définitions, les références normatives et la bibliographie ont été mis à jour et complétés;
les exigences ont été remaniées sur la base de l'IEC 60519-1:2020;
toutes les dispositions ont été reformulées et le texte relatif aux installations de fours à arc submergé est plus concis;
les annexes ont été restructurées, en ce qui concerne les détails relatifs aux conceptions haute tension et aux problèmes non électriques, mais dont il faut tenir compte dans le cadre de ces installations;
l'aspect relatif au bruit a été retiré du domaine d'application;
les exigences de CEM ont été clarifiées;
la classification des risques et des dangers a été établie en fonction des émissions;
les limites ont été clarifiées selon l'ISO 13577 (toutes les parties) et l'ISO 13578.

Ta del standarda IEC 60519 podaja posebne varnostne zahteve za inštalacije obločnih peči. Ta dokument opisuje vsa večja tveganja, nevarne situacije ali dogodke v zvezi z inštalacijami industrijskih obločnih peči, kot je navedeno v dodatku A, pri običajnem obratovanju in v razmerah posamične okvare ter pod pogoji razumno predvidljive nepravilne uporabe. Ta dokument določa zahteve, ki naj bi jih izpolnjeval proizvajalec za zagotovitev varnosti oseb in premoženja v celotnem življenjskem ciklu opreme od načrtovanja in začetka obratovanja, obratovanja, vzdrževanja, pregleda do prenehanja obratovanja ter v primeru predvidljivih razmer posamične okvare, do katerih lahko pride pri opremi. Nazivna napetost inštalacije obločnih peči je lahko v razponu nizke ali visoke napetosti (podrobnosti so podane v točki 4.2). Ta standard se uporablja za inštalacije obločnih peči, kot so: a) peči za neposredno obločno gretje, ki tvorijo obloke med elektrodo in kovino, npr. električna obločna peč, ki uporablja izmenični tok (EAF AC) ali enosmerni tok (EAF DC), in ponovčna peč (LF); b) peči za obločno uporovno gretje, ki tvorijo obloke med elektrodo in materialom naboja ali segrevajo material naboja z Joulovim učinkom, npr. obločna uporovna peč z zakritim oblokom, ki uporablja izmenični tok (SAF AC) ali enosmerni tok (SAF DC). OPOMBA 1: V nekaterih dokumentih se uporablja izraz »talilnica« ali »električna redukcijska peč«. Inštalacija peči za nenadzorovano obratovanje v tem dokumentu ni zajeta. Ta dokument ne podaja zahtev za tipsko preskušanje. OPOMBA 2: Industrijska oprema, ki jo zajema ta dokument, je običajno proizvedena kot samostojna enota ali kot zelo majhno število enot. Takšna enota ima običajno zelo visoko vrednost in lahko pri razpadu povzroči resno škodo. Ta dokument ne obravnava varnosti podatkov in tveganj, povezanih z zanemarjanjem varnosti. “Industrial electroheating and electromagnetic processing” was submitted to the IEC-CENELEC
parallel vote and approved by CENELEC as EN IEC 60519-4:2022.
The following dates are fixed:
• latest date by which the document has to be implemented at national (dop) 2022–10–19
level by publication of an identical national standard or by endorsement
• latest date by which the national standards conflicting with the (dow) 2025–01–19
document have to be withdrawn
This document supersedes EN 60519-4:2013 and all of its amendments and corrigenda (if any).
