Household and similar electrical appliances - Safety - Part 2-30: Particular requirements for room heaters

IEC 60336-2-13:2009(E) Deals with the safety of electric room heaters for household and similar purposes, their rated voltage being not more than 250 V for single-phase appliances and 480 V for other appliances. Examples of appliances that are included are: - convection heaters; - fan heaters; - heaters for greenhouses; - liquid-filled radiators; - panel heaters; - radiant heaters; - tubular heaters; - ceiling mounted heat lamp appliances. The principal changes in this edition as compared with the fourth edition of IEC 60335-2-30 are as follows: - some additional instructions are introduced for heaters without a built-in thermostat, - or those installed in the floor or in a bathroom (7.12 and 7.12.1); - a spillage test is introduced for appliances having a grille and - that are built into the floor (15.2). The attention of National Committees is drawn to the fact that equipment manufacturers and testing organizations may need a transitional period following publication of a new, amended or revised IEC publication in which to make products in accordance with the new requirements and to equip themselves for conducting new or revised tests. It is the recommendation of the committee that the content of this publication be adopted for implementation nationally not earlier than 12 months or later than 36 months from the date of publication.

La CEI 60335-2-30:2009 traite de la sécurité des appareils de chauffage électriques pour usages domestiques et analogues, dont la tension assignée n'est pas supérieure à 250 V pour les appareils monophasés et à 480 V pour les autres appareils. Comme exemples d'appareils entrant dans le domaine d'application de la présente norme, on peut citer: - les convecteurs; - les appareils de chauffage soufflants; - les appareils de chauffage utilisés dans les serres; - les radiateurs à circulation de liquide; - les panneaux chauffants; - les appareils de chauffage rayonnants; - les appareils de chauffage à éléments tubulaires chauffants; - les appareils de chauffage à lampe montés au plafond. Les principaux modifications dans cette édition par rapport à la quatrième édition de la CEI 60335-2-30 sont les suivantes: - certaines instructions supplémentaires sont introduites pour les appareils de chauffage sans thermostat intégré, ou ceux installés au sol ou dans une salle de bains (7.12 et 7.12.1); - un essai de débordement est introduit pour les appareils comportant une grille et qui sont encastrés dans le sol (15.2). L'attention des Comités Nationaux est attirée sur le fait que les fabricants d'appareils et les organismes d'essai peuvent avoir besoin d'une période transitoire après la publication d'une nouvelle publication CEI, ou d'une publication amendée ou révisée, pour fabriquer des produits conformes aux nouvelles exigences et pour adapter leurs équipements aux nouveaux essais ou aux essais révisés. Le comité recommande que le contenu de cette publication soit entériné au niveau national au plus tôt 12 mois et au plus tard 36 mois après la date de publication. Cette publication doit être lue conjointement avec la CEI 60335-1:2010.

Ta mednarodni standard obravnava varnost električnih sobnih grelnikov za gospodinjstvo in podobne namene, katerih napetost je manjša od 250 V za enofazne aparate in od 480 V za ostale aparate. Kolikor je smiselno, velja za ekstrakcijske ventilatorje aparatov z grelno žarnico, nameščene na stropu, IEC 60335-2-80. Aparati, ki niso namenjeni za običajno rabo v gospodinjstvu, vendar so kljub temu lahko vir nevarnosti za javnost, kot naprave namenjene uporabi laikov v trgovinah, v lahki industriji in na kmetijah, so zajeti v tem standardu. V kolikor je izvedljivo, se ta standard ukvarja s splošnimi nevarnostmi, ki jih predstavljajo aparati, in na katere so naletele osebe doma ali v okolici doma. Foreword
The text of document 61/3910/FDIS, future edition 5 of IEC 60335-2-30, prepared by IEC TC 61, Safety
of household and similar electrical appliances, was submitted to the IEC-CENELEC parallel vote and was
approved by CENELEC as EN 60335-2-30 on 2009-12-01.
This European Standard supersedes EN 60335-2-30:2003 + A1:2004 + A2:2007.
The principal changes in EN 60335-2-30:2009 as compared with EN 60335-2-30:2003 are as follows
(minor changes are not listed):
– some additional instructions are introduced for heaters without a built-in thermostat, or those installed
in the floor or in a bathroom (7.12 and 7.12.1);
– a spillage test is introduced for appliances having a grille and that are built into the floor (15.2).
The following dates were fixed:
– latest date by which the EN has to be implemented
at national level by publication of an identical
national standard or by endorsement (dop) 2010-09-01
– latest date by which the national standards conflicting
with the EN have to be withdrawn (dow) 2014-12-01
This Part 2 has to be used in conjunction with EN 60335-1, Household and similar electrical appliances –
Safety – Part 1: General requirements. It was established on the basis of the 2002 edition of that
standard. Amendments and revisions of Part 1 have also to be taken into account and the dates when
such changes become applicable will be stated in the relevant amendment or revision of Part 1.
This Part 2 supplements or modifies the corresponding clauses of EN 60335-1, so as to convert it into the
European Standard: Particular requirements for room heaters.
When a particular subclause of Part 1 is not mentioned in this Part 2, that subclause applies. When this
standard states "addition", "modification" or "replacement", the relevant text of Part 1 is to be adapted
accordingly.
NOTE 1 The following numbering system is used:
– subclauses, tables and figures that are numbered starting from 101 are additional to those in Part 1;
– unless notes are in a new subclause or involve notes in Part 1, they are numbered starting from 101, including those in a
replaced clause or subclause;
– additional annexes are lettered AA, BB, etc.;
– subclauses, notes and annexes that are additional to those in the IEC standard are prefixed with the letter Z.
NOTE 2 The following print types are used:
– requirements: in roman type;
– test specifications: in italic type;
– notes: in small roman type.
Words in bold in the text are defined in Clause 3. When a definition concerns an adjective, the adjective and the associated noun
are also in bold.
There are no special national conditions causing a deviation from this European Standard, other than
those listed in Annex ZA to EN 60335-1.

An investigation by CENELEC TC 61 has shown that all risks from products within the scope of this
standard are fully covered by the Low Voltage Directive, 2006/95/EC. For products having mechanical
moving parts, a risk assessment in accordance with the Machinery Directive, 2006/42/EC, has shown that
the risks are mainly of electrical origin and consequently this directive is not applicable. However, the
relevant essential safety requirements of the Machinery Directive are covered by this standard together
with the principal objectives of the Low Voltage Directive.
