Предисловие
Международная организация по стандартизации (ISO) и Международная электротехническая комиссия (IEC)
образуют специализированную систему международной стандартизации. Национальные органы, являющиеся
членами ISO и IEC, участвуют в разработке международных стандартов через технические комитеты, созданные
соответствующей организацией для работы с конкретными областями технической деятельности. Технические
комитеты ISO и IEC сотрудничают в сферах взаимных интересов. Другие организации, правительственные и
неправительственные, также принимают участие в этой работе. Что касается оценки соответствия, за разработку
международных стандартов и Руководств отвечает комитет ISO по оценку соответствия (CASCO).
Международные стандарты разрабатываются в соответствии с правилами, установленными в
Директивах ISO/IEC, Часть 2.
Проекты международных стандартов, принятые техническими комитетами, рассылаются комитетам-
членам на голосование. Их публикация в качестве международных стандартов требует одобрения, по
меньшей мере, 75 % комитетов-членов, принявших участие в голосовании.
При других обстоятельствах, особенно когда на рынке существует настоятельная потребность в таких
документах, технический комитет может принять решение опубликовать другие типы документов:

принятые к публикации, если они одобрены более чем 50 % членов ведущего комитета,
участвовавших в голосовании;
⎯ ISO/IEC Technical Specification (ISO/IEC TS) (Технические условия), представляющие собой
соглашение между членами технического комитета и принятые к публикации, если они одобрены
более чем 2/3 членов комитета, участвовавших в голосовании.
ISO/PAS или ISO/TS пересматриваются через три года с целью принятия решения, будут ли они утверждены
на следующие три года, переработаны для выпуска в качестве международного стандарта, или отменены.
Если статус ISO/PAS или ISO/TS подтверждается, они пересматриваются через следующие три года, когда
они должны быть либо преобразованы в международный стандарт, либо отменены.
Следует учитывать возможность того, что некоторые элементы данного документа могут быть объектом

Следующий пересмотр ISO/IEC 17021:2011 должен воспроизводить различные части и стать ISO/IEC 17021-1.

Введение
Настоящие Технические условия дополняют ISO/IEC 17021. В частности они поясняют требования к
компетентности персонала, участвующего в процессе сертификации, установленном в ISO/IEC
17021:2011, Раздел 7 и Приложение A.
Органы сертификации несут ответственность перед заинтересованными сторонами, включая их
клиентов и потребителей продукции или услуг организаций, чьи системы менеджмента
сертифицируются, с тем, чтобы они были уверены, что только те аудиторы, которые демонстрируют
соответствующую компетентность, допускаются к проведению аудитов систем менеджмента качества
(QMS).
Полагается необходимым, чтобы все аудиторы QMS и другой персонал, выполняющий функции
сертификации, обладали общей компетентностью, изложенной в ISO/IEC 17021, а также знаниями в
области QMS, описанными в настоящих Технических условиях.
Органы сертификации должны определить специальную компетентность групп аудита, необходимую
для выполнения аудита в конкретной области. Выбор группы аудита QMS зависит от различных
факторов, включая техническую область и конкретные процессы клиента.
В этих Технических условиях используются следующие словесные выражения:
“должен” (“shall”) указывает на требование;
“следует” (“should”) указывает на рекомендацию;
“может” (“may”) указывает на разрешение;
“может” (“can”) указывает на возможность или способность.

Foreword
ISO (the International Organization for Standardization) and IEC (the International Electrotechnical
Commission) form the specialized system for worldwide standardization. National bodies that are
members of ISO or IEC participate in the development of International Standards through technical
committees established by the respective organization to deal with particular fields of technical
activity. ISO and IEC technical committees collaborate in fields of mutual interest. Other international
organizations, governmental and non-governmental, in liaison with ISO and IEC, also take part in the
work. In the field of conformity assessment, the ISO Committee on conformity assessment (CASCO) is
responsible for the development of International Standards and Guides.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
Draft International Standards adopted by the technical committees are circulated to the member bodies
for voting. Publication as an International Standard requires approval by at least 75 % of the member
bodies casting a vote.
In other circumstances, particularly when there is an urgent market requirement for such documents, a
technical committee may decide to publish other types of document:
— an ISO/IEC Publicly Available Specification (ISO/IEC PAS) represents an agreement between
technical experts in an ISO working group and is accepted for publication if it is approved by more
than 50 % of the members of the parent committee casting a vote;
— an ISO/IEC Technical Specification (ISO/IEC TS) represents an agreement between the members of
a technical committee and is accepted for publication if it is approved by 2/3 of the members of the
committee casting a vote.
An ISO/PAS or ISO/TS is reviewed after three years in order to decide whether it will be confirmed for
a further three years, revised to become an International Standard, or withdrawn. If the ISO/PAS or
ISO/TS is confirmed, it is reviewed again after a further three years, at which time it must either be
transformed into an International Standard or be withdrawn.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. ISO shall not be held responsible for identifying any or all such patent rights.
ISO/IEC/TS 17021-3 was prepared by Technical Committee ISO/TC 176, Quality management and
quality assurance, Subcommittee SC 3, Supporting technologies, and the ISO Committee on conformity
assessment (CASCO).
It was circulated for voting to the national bodies of both ISO and IEC, and was approved by both
organizations.

Introduction
This Technical Specification complements ISO/IEC 17021. In particular, it clarifies the requirements
for the competence of personnel involved in the certification process set out in ISO/IEC 17021:2011,
Clause 7 and Annex A.
Certification bodies have a responsibility to interested parties, including their clients and the customers
of the organizations whose management systems are certified, to ensure that only those auditors who
demonstrate the relevant competence are allowed to conduct quality management system (QMS) audits.
It is intended that all QMS auditors and other personnel involved in certification functions possess the
generic competence described in ISO/IEC 17021, as well as the specific QMS knowledge described in this
Technical Specification.
Certification bodies will need to identify the specific audit team competence needed for the scope of each
QMS audit. The selection of a QMS audit team will depend upon various factors, including the client’s
technical area and specific processes.
In this Technical Specification, the following verbal forms are used:
— “shall” indicates a requirement;
— “should” indicates a recommendation;
— “may” indicates a permission;
— “can” indicates a possibility or a capability.

Avant-propos
L’ISO (Organisation internationale de normalisation) est une fédération mondiale d’organismes
nationaux de normalisation (comités membres de l’ISO). L’élaboration des Normes internationales est
en général confiée aux comités techniques de l’ISO. Chaque comité membre intéressé par une étude
a le droit de faire partie du comité technique créé à cet effet. Les organisations internationales,
gouvernementales et non gouvernementales, en liaison avec l’ISO participent également aux travaux.
L’ISO collabore étroitement avec la Commission électrotechnique internationale (CEI) en ce qui concerne
la normalisation électrotechnique.
Les Normes internationales sont rédigées conformément aux règles données dans les Directives
ISO/CEI, Partie 2.
La tâche principale des comités techniques est d’élaborer les Normes internationales. Les projets de
Normes internationales adoptés par les comités techniques sont soumis aux comités membres pour vote.
Leur publication comme Normes internationales requiert l’approbation de 75 % au moins des comités
membres votants.
Dans d’autres circonstances, en particulier lorsqu’il existe une demande urgente du marché, un comité
technique peut décider de publier d’autres types de documents normatifs:
— une Spécification publiquement disponible ISO (ISO/PAS) représente un accord entre les experts
dans un groupe de travail ISO et est acceptée pour publication si elle est approuvée par plus de 50 %
des membres votants du comité dont relève le groupe de travail;
— une Spécification technique ISO (ISO/TS) représente un accord entre les membres d’un comité technique
et est acceptée pour publication si elle est approuvée par 2/3 des membres votants du comité.
Une ISO/PAS ou ISO/TS fait l’objet d’un examen après trois ans afin de décider si elle est confirmée pour
trois nouvelles années, révisée pour devenir une Norme internationale, ou annulée. Lorsqu’une ISO/PAS
ou ISO/TS a été confirmée, elle fait l’objet d’un nouvel examen après trois ans qui décidera soit de sa
transformation en Norme internationale soit de son annulation.
L’attention est appelée sur le fait que certains des éléments du présent document peuvent faire l’objet de
droits de propriété intellectuelle ou de droits analogues. L’ISO ne saurait être tenue pour responsable de
ne pas avoir identifié de tels droits de propriété et averti de leur existence.
L’ISO/CEI/TS 17021-3 a été élaborée par le comité technique ISO/TC 176, Management et assurance de la
qualité, sous-comité SC 3, Techniques de soutien et par le Comité ISO pour l’évaluation de la conformité (CASCO).
Le projet a été soumis aux organismes nationaux de l’ISO et de la CEI pour vote et a été approuvé par les
deux organisations.
L’ISO/CEI 17021 comprend les parties suivantes, présentées sous le titre général Évaluation de la conformité —
Exigences pour les organismes procédant à l’audit et à la certification des systèmes de management:
— Partie 2: Exigences de compétence pour l’audit et la certification des systèmes de management

Introduction
La présente Spécification technique vient compléter l’ISO/CEI 17021. En particulier, elle clarifie les
exigences concernant les compétences du personnel intervenant dans le processus de certification,
établies dans l’ISO/CEI 17021:2011, Article 7 et Annexe A.
Les organismes de certification ont la responsabilité envers les parties intéressées, notamment leurs
clients et les clients des organismes dont les systèmes de management sont certifiés, de faire en sorte
que seuls des auditeurs faisant preuve des compétences appropriées soient autorisés à réaliser des
audits de systèmes de management de la qualité (SMQ).
Il convient que tous les auditeurs de SMQ et les autres personnels impliqués dans des fonctions
de certification possèdent les compétences génériques décrites dans l’ISO/CEI 17021 ainsi que les
connaissances spécifiques relatives aux SMQ décrites dans la présente Spécification technique.
Les organismes de certification auront à identifier les compétences spécifiques de l’équipe d’audit
nécessaires pour le domaine d’application de chaque audit de SMQ. Le choix d’une équipe d’audit de SMQ
dépendra de différents facteurs, dont le secteur technique du client et les processus spécifiques.
Dans la présente Spécification technique, les formes verbales suivantes sont utilisées:
— “doit” indique une exigence;
— l’expression “il convient de” une recommandation;
— en anglais, l’auxiliaire “may” exprime une autorisation;
— l’auxiliaire “can” une possibilité ou une éventualité (“pouvoir” en français).

Prólogo
ISO (Organización Internacional de Normalización) e IEC (la Comisión Electrotécnica Internacional)
constituyen el sistema especializado para la normalización a nivel mundial. Los organismos nacionales
que son miembros de ISO o IEC participan en el desarrollo de normas internacionales a través de comités
técnicos establecidos por las organizaciones respectivas para realizar acuerdos en los campos específicos
de la actividad técnica. Los comités técnicos de ISO e IEC colaboran en campos de interés mutuo. Otras
organizaciones internacionales, públicas y privadas, en coordinación con ISO e IEC, también participan
en el trabajo. En el campo de la evaluación de la conformidad, el Comité de ISO para la evaluación de la
conformidad (CASCO) es responsable del desarrollo de Normas y Guías Internacionales.
Las Normas Internacionales se redactan de acuerdo con las reglas establecidas en la Parte 2 de las
Directivas ISO/IEC.
Los proyectos de Normas Internacionales adoptados por los comités técnicos se envían a los organismos
miembros para votación. La publicación como Norma Internacional requiere la aprobación por al menos
el 75% de los organismos miembros que emiten voto.
En otras circunstancias, particularmente cuando existe una demanda urgente del mercado, un comité
técnico puede decidir publicar otros tipos de documentos normativos:

será objeto de una nueva revisión tras tres años, momento en el que se debe decidir si se transformará
en una Norma Internacional o se anulará.
Se llama la atención sobre la posibilidad de que algunos de los elementos de este documento puedan
estar sujetos a derechos de patente. ISO no asume la responsabilidad por la identificación de cualquiera

Introducción
Esta Especificación Técnica complementa a la Norma ISO/IEC 17021. En particular, aclara los requisitos
de competencia del personal involucrado en el proceso de certificación establecido en el Capítulo 7 y en
el Anexo A de la Norma ISO/IEC 17021:2011.
Los organismos de certificación tienen la responsabilidad con las partes interesadas, incluyendo a sus
clientes y a los clientes de las organizaciones cuyos sistemas de gestión están certificados, de asegurar
que solo aquellos auditores que demuestren la competencia pertinente se les permite llevar a cabo las
auditorías del sistema de gestión de la calidad (SGC).
Se pretende que todos los auditores de SGC y demás personal involucrado en las funciones de certificación
posean la competencia genérica descrita en la Norma ISO/IEC 17021, así como los conocimientos
específicos de SGC descritos en esta Especificación Técnica.
Los organismos de certificación tendrán que identificar la competencia específica del equipo auditor
necesaria para el alcance de cada auditoría de SGC. La selección de un equipo auditor de SGC dependerá
