ISO/IEEE FDIS 11073-10442 is an international standard developed by ISO and IEEE, focusing on health informatics and device interoperability for personal health devices. Specifically, this standard provides a normative definition for the communication between personal strength fitness equipment and managers such as smartphones, personal computers, health appliances, and set-top boxes. Part of the reputable ISO/IEEE 11073 family, this standard enables true plug-and-play interoperability in telehealth environments by leveraging established information models and standardized terminology.

The primary objective of ISO/IEEE 11073-10442 is to define a consistent, interoperable way for musculo-skeletal strength-conditioning devices (like strength fitness equipment) to exchange data with health management systems. This document restricts the optionality found in foundational frameworks and specifies core functionalities to achieve seamless medical device communication in personal health contexts.

Key Topics

The standard covers several critical topics for implementers and stakeholders in personal health technology:

  • Interoperable Communication: Establishes requirements for data exchange between strength fitness equipment and management systems using standardized codes and formats.
  • Device Specialization: Details a device specialization profile tailored to musculo-skeletal strength-conditioning activities and the related data.
  • Use of Existing Standards: Adopts relevant elements from the broader ISO/IEEE 11073 series, ensuring compatibility and extending established models.
  • Information Model and Terminology: Specifies the structure and semantics of data exchanged, including term codes, behaviors, and object models.
  • Plug-and-Play Functionality: Defines communication protocols and behaviors that enable automatic recognition and configuration of devices, facilitating easy setup for users and service providers.
  • Telehealth Application Focus: Addresses requirements and constraints prevalent in telehealth scenarios, promoting reliable data capture in remote health and fitness monitoring.
  • Conformance Levels: Provides frameworks for vendors to demonstrate compliance by specifying different levels of conformance and necessary implementation statements.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards ISO
(the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has
been established has the right to be represented on that committee. International organizations,
governmental and non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely
with the International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
The procedures used to develop this document and those intended for its further maintenance are described
in the ISO/IEC Directives, Part 1. In particular, the different approval criteria needed for the different types of
ISO document should be noted (see www.iso.org/directives).
IEEE Standards documents are developed within IEEE Societies and subcommittees of IEEE Standards
Association (IEEE SA) Board of Governors. IEEE develops its standards through an accredited consensus
development process, which brings together volunteers representing varied viewpoints and interests to
achieve the final product. IEEE standards are documents developed by volunteers with scientific, academic,
and industry-based expertise in technical working groups. Volunteers are not necessarily members of IEEE or
IEEE SA and participate without compensation from IEEE. While IEEE administers the process
and establishes rules to promote fairness in the consensus development process, IEEE does not independently
evaluate, test, or verify the accuracy of any of the information or the soundness of any judgments contained in
its standards.
ISO draws attention to the possibility that the implementation of this document may involve the use of (a)
patent(s). ISO takes no position concerning the evidence, validity or applicability of any claimed patent rights
in respect thereof. As of the date of publication of this document, ISO had received notice of (a) patent(s) which
may be required to implement this document. However, implementers are cautioned that this may
not represent the latest information, which may be obtained from the patent database available
at www.iso.org/patents. ISO shall not be held responsible for identifying any or all such patent rights.

Health Informatics—Device Interoperability
Part 10442: Personal Health Device
Communication—Device
Specialization—Strength Fitness
Equipment
1. Overview
1.1 Scope
Within the context of the ISO/IEEE 11073 family of standards for device communication, this standard
establishes a normative definition of the communication between personal strength fitness devices and
managers (e.g., cell phones, personal computers [PCs], personal health appliances, and set top boxes)
in a manner that enables plug-and-play interoperability. It leverages appropriate portions of existing
standards, including ISO/IEEE 11073 terminology and information models. It specifies the use of
specific term codes, formats, and behaviors in telehealth environments restricting optionality in base
frameworks in favor of interoperability. This standard defines a common core of communication
functionality for personal telehealth strength fitness devices. In this context, strength fitness devices are
being used broadly to cover strength fitness devices that measure musculo-skeletal strength-
conditioning activities.
1.2 Purpose
This standard addresses a need for an openly defined, independent standard for controlling information
exchange to and from personal health devices and managers (e.g., cell phones, PCs, personal health
appliances, and set top boxes). Interoperability is the key to growing the potential market for these
devices and to enable people to be better-informed participants in the management of their health.
See IEEE Std 11073-20601™ for an overview of the environment within which this standard is written.
This document defines the device specialization for the strength fitness device, being a specific agent
type, and it provides a description of the device concepts, its capabilities, and its implementation
according to this standard.
This standard is based on IEEE Std 11073-20601, which in turn draws information from both
ISO/IEEE11073-10201 [B6] and ISO/IEEE 11073-20101 [B7]. The medical device encoding rules
(MDER) used within this standard are fully described in IEEE Std 11073-20601.
This standard defines specialized nomenclature codes that will be collected in IEEE Std 11073-10101.
Between this standard, IEEE Std 11073-10101, IEEE Std 11073-20601, and other IEEE Std 11073-
104xx, all required nomenclature codes for implementation are documented. New codes may be

defined in newer versions/revisions of each of these documents. In the case of a conflict, where one
term code has been assigned to two separate semantic concepts with different reference identifiers
(RefIDs), in general the oldest definition that is in actual use should take precedence. The same policy
applies when one RefID has two different code values assigned in different specifications. The
resolution of such conflicts will be determined through joint action by the responsible workgroups and
other stakeholders, and any corrective action will be published as corrigenda.
NOTE—In this standard, IEEE Std 11073-104xx is used to refer to the collection of device specialization
standards that utilize IEEE Std 11073-20601, where xx can be any number from 01 to 99, inclusive.
1.3 Word usage
The word shall indicates mandatory requirements strictly to be followed in order to conform to the
8, 9
standard and from which no deviation is permitted (shall equals is required to).
The word should indicates that among several possibilities one is recommended as particularly suitable,
without mentioning or excluding others; or that a certain course of action is preferred but not
necessarily required (should equals is recommended that).
The word may is used to indicate a course of action permissible within the limits of the standard (may
equals is permitted to).
The word can is used for statements of possibility and capability, whether material, physical, or causal
(can equals is able to).
2. Normative references
The following referenced documents are indispensable for the application of this document (i.e., they
must be understood and used, so each referenced document is cited in text and its relationship to this
document is explained). For dated references, only the edition cited applies. For undated references, the
latest edition of the referenced document (including any amendments or corrigenda) applies.

https://standards.ieee.org/about/sasb/patcom/patents.html.
