(2) Unless otherwise specified, prEN 1990-1 applies.
(3) This document covers general principles regarding actions for assessment, complementing EN 1991 (all parts).
NOTE Provisions for seismic actions due to earthquake are provided in EN 1998-3.
(4) This document does not cover the design of new structural parts that will be integrated into an existing structure.
NOTE For the design of new structural parts, see prEN 1990-1.
(5) This document does not provide:
— specific rules for initiation of assessment;

SIST EN 1990-2:2026/oprA1:2026 is the Slovenian draft amendment to EN 1990-2:2026 in the Eurocode system. It updates the part on assessment of existing structures, including geotechnical structures, and adds guidance on assessment assisted by numerical methods for use with the Eurocode basis document for new structures.
What does SIST EN 1990-2:2026/oprA1:2026 specify?
SIST EN 1990-2:2026/oprA1:2026 specifies changes to the document that governs assessment of existing structures and the general principles for interventions. It keeps the focus on existing structures and on assessment actions that complement EN 1991 (all parts), while excluding new structural parts, seismic assessment and retrofitting, and rules for starting assessments or carrying out interventions.
The amendment is organized as modifications to Clauses 0 to 6, changes to Annex A and Annex G, and the addition of a new Annex J.
| Annex | What it covers |
|---|---|
| A | Application rules |
| G | Basis of assessment for bearings |
| J | Assessment assisted by numerical methods |
What are the key requirements of SIST EN 1990-2:2026/oprA1:2026?
SIST EN 1990-2:2026/oprA1:2026 mainly tightens the links between assessment work and the rest of the Eurocode suite, and it adds a new route for numerical modelling. In practice, this means an assessor must read this part together with the relevant action and material Eurocodes, then decide whether an informative annex is allowed by the National Annex.
Assessment basis and scope
Clause 1 keeps the document centred on existing structures, including geotechnical structures, and on interventions that follow an assessment. It also points users to EN 1990-1 as the default basis unless the document says otherwise, so assessment work starts from the general Eurocode reliability framework rather than from a separate rule set.
Clause 4 now explicitly ties assessment within the scope of the document to EN 1991, EN 1992, EN 1993, EN 1994, EN 1995, EN 1996, EN 1997, EN 1998, EN 1999 and EN 19100. In practice, this tells the reader to use the Eurocode parts that match the structure and the action type being checked.
Principles of assessment and updating
Clause 5 keeps the general principles for assessment but revises the wording of the application rule and removes notes. This matters because it reinforces that the assessment rules apply by default unless stated otherwise, so project teams need to check any exception before relying on it.
Clause 6 retains the topic of basic variables and updating. That is important in practice because existing structures are often assessed with updated information from inspection, testing, use changes or other evidence.
Annex changes and numerical methods
Annex A receives wording corrections, including a note that refers to service lives and a note that replaces bridges with towers, masts and chimneys in one application case. Annex G adds a note on National Annex choice, which means users must check national provisions before using that informative annex.
New Annex J is the main technical addition. It gives supplementary guidance for assessment assisted by numerical methods, including finite element (FE) methods and other numerical modelling techniques for structural and geotechnical applications. It also states that it does not cover software validation, so model use and software qualification remain separate concerns.
What terms does SIST EN 1990-2:2026/oprA1:2026 define?
- Assessment - checking an existing structure to judge its condition or adequacy for continued use or intervention.
- Existing structures - structures already in place, including geotechnical structures.
- Interventions - actions taken after assessment to address the findings.
- Actions - loads and other influences considered in assessment, linked to EN 1991.
- National Annex - the national document that decides how informative annexes are applied.
- FE (finite element) - a numerical modelling method used to analyse structural and geotechnical behaviour.
- Informative annex - guidance that supports the document and may be subject to national choice.
Who uses SIST EN 1990-2:2026/oprA1:2026?
SIST EN 1990-2:2026/oprA1:2026 is used by structural engineers, geotechnical engineers, assessment specialists, checking engineers, and consultants working on existing buildings and infrastructure. It also matters to asset owners, maintainers, and buyers who need to decide how an existing structure should be assessed and whether numerical methods or national annex choices are involved.
What changed in SIST EN 1990-2:2026/oprA1:2026 from the previous edition?
SIST EN 1990-2:2026/oprA1:2026 amends EN 1990-2:2026. The stated changes are:
- updates the scope note to refer to EN 1990-1;
- updates normative references to EN 1990-1:2023+A1:2026 and adds EN 1991, EN 1992 to EN 1999, and EN 19100;
- revises a term example to refer to load testing;
- clarifies Clause 4 general rules and adds the list of Eurocode parts to use;
- revises Clause 5 wording and notes;
- adjusts Clause 6 formatting on basic variables and updating;
- corrects wording in Annex A;
- adds a note on National Annex choice in Annex G;
- adds new Annex J on assessment assisted by numerical methods.
Some of these changes are editorial corrections intended to improve the document text.
Which standards are used with SIST EN 1990-2:2026/oprA1:2026?
- EN 1990-1:2023+A1:2026 - the basis document for new structures that this part uses unless stated otherwise.
- EN 1991 (all parts) - provides actions on structures used in assessment.
- EN 1992 to EN 1999 (all parts) - provide the material and design rules that assessment may need for concrete, steel, composite, timber, masonry, geotechnical design, earthquake resistance and aluminium.
- EN 19100 (all parts) - provides the Eurocode 10 rules for glass structures.
- EN 1998-3 - provides the seismic assessment and retrofitting provisions for existing structures.
What does the SIST EN 1990-2:2026/oprA1:2026 document contain?
The document contains amendment instructions, not a full standalone Eurocode part. Its content is structured as targeted changes to the introduction, scope, normative references, terms, general rules, principles of assessment, basic variables and updating, plus Annex A and Annex G. It also adds Annex J, which introduces numerical methods for assessment, including finite element and other modelling techniques.
The annex text is written for practical use in assessment workflows, review of existing structures, and model-based checking.
