ETSIETSIEN300065-3V1.1.1(2001-05)7Thelefthandedgeofthefigure1showsthedifferentclausesofArticle3oftheR&TTEDirective[1].Forarticle3.3varioushorizontalboxesareshown.DottedlinesindicatethatatthetimeofpublicationofthisstandardessentialrequirementsintheseareashavetobeadoptedbytheCommission.Ifsuchessentialrequirementsareadopted,andasfarandaslongastheyareapplicable,theywilljustifyindividualstandardswhosescopeislikelytobespecifiedbyfunctionorinterfacetype.Theverticalboxesshowthestandardsunderarticle3.2fortheuseoftheradiospectrumbyradioequipment.Thescopesofthesestandardsarespecifiedeitherbyfrequency(normallyinthecasewherefrequencybandsareharmonized)orbyradioequipmenttype.Forarticle3.1bthediagramshowsthenewsinglemulti-partproductEMCstandardforradio,andtheexistingcollectionofgenericandproductstandardscurrentlyusedundertheEMCDirective[2].Thepartsofthisnewstandardwillbecomeavailableinthesecondhalfof2000,andtheexistingseparateproductEMCstandardswillbeuseduntilitisavailable.Forarticle3.1athediagramshowstheexistingsafetystandardscurrentlyusedundertheLVDirective[3]andnewstandardscoveringhumanexposuretoelectromagneticfields.Newstandardscoveringacousticsafetymayalsoberequired.Thebottomofthefigureshowstherelationshipofthestandardstoradioequipmentandtelecommunicationsterminalequipment.Aparticularequipmentmayberadioequipment,telecommunicationsterminalequipmentorboth.Aradiospectrumstandardwillapplyifitisradioequipment.Anarticle3.3standardwillapplyaswellonlyiftherelevantessentialrequirementundertheR&TTEDirective[1]isadoptedbytheCommissionandiftheequipmentinquestioniscoveredbythescopeofthecorrespondingstandard.Thus,dependingonthenatureoftheequipment,theessentialrequirementsundertheR&TTEDirective[1]maybecoveredinasetofstandards.Themodularityprinciplehasbeentakenbecause:• itminimizesthenumberofstandardsneeded.Becauseequipmentmay,infact,havemultipleinterfacesandfunctionsitisnotpracticabletoproduceasinglestandardforeachpossiblecombinationoffunctionsthatmayoccurinanequipment;• itprovidesscopeforstandardstobeadded:-underarticle3.2whennewfrequencybandsareagreed;or-underarticle3.3shouldtheCommissiontakethenecessarydecisions,withoutrequiringalterationofstandardsthatarealreadypublished;• itclarifies,simplifiesandpromotestheusageofHarmonizedStandardsastherelevantmeansofconformityassessment.SIST EN 300 065-3:2001
