kSIST FprEN 1651:2026 is a draft European Standard from CEN for paragliding harnesses. It specifies safety requirements and strength test methods for harnesses used with paragliders, including attachment points, emergency parachute integration, impact pads, user information, manufacturing records and marking. It is aimed at manufacturers, test laboratories, quality teams and buyers who need to check whether a harness model is suitable for flight use.

What does kSIST FprEN 1651:2026 specify?

kSIST FprEN 1651:2026 applies only to harnesses for paragliders. The intermediate attachment system between the harness and the paraglider or the emergency parachute is outside its scope, so the document focuses on the harness itself and the parts built into it.

The document is organized into 9 clauses and 4 annexes. Clause 4 gives the safety requirements, Clause 5 gives the test methods, and Clauses 6 to 9 cover test files, the user manual, the manufacturing record and marking.

AnnexWhat it covers
Annex AExample of manufacturer’s attestation for emergency parachute deployment
Annex BNormative examples of inner container types
Annex CExample wording for the user manual on emergency parachute installation
Annex DSpine Injury Criterion (SIC) calculation

What are the key requirements of kSIST FprEN 1651:2026?

kSIST FprEN 1651:2026 sets out both construction rules and test conditions for harnesses, then ties them to documentation and marking. In practice, a harness model has to pass the defined strength tests, support safe emergency parachute use, and be supplied with the records and instructions needed for traceability and correct use.

Construction, attachment points and load paths

Clause 4.1 requires free ends of straps to be finished so they cannot pass back through adjustable buckles. It also requires attachment points that may be used for the paraglider or emergency parachute to be clearly marked in a contrasting colour, with emergency parachute attachment points positioned symmetrically and not lower than the paraglider attachment points. This matters because correct rigging and clear identification reduce the chance of misuse.

Clause 4.2.1 to 4.2.7 requires the harness to withstand positive and negative loading at the paraglider riser attachment points, emergency parachute attachment points, tow attachment points and in the upright position. The tests look for rupture, stitching failure, dangerous deformation and excessive slippage of adjustable parts, with slippage limited to 10 mm where the document calls for the adjustable component slipping test. For harnesses above a 100 kg clip-in weight, the specified loads are scaled by a factor based on the clip-in weight.

Emergency parachute systems and anti slipping-out protection

Clause 4.2.8 checks the emergency parachute connecting element for structural failure. Clause 4.2.9 adds tests for anti slipping-out systems in ready-for-flight configurations, including the version used with additional closure systems. This is important because these parts help keep the pilot in the harness and must still work when the harness is adjusted for flight.

Clause 4.2.10 to 4.2.12 addresses harnesses with integrated emergency parachute outer containers and deployment systems. The document requires a static extraction test for the outer container, a strength test for the deployment system, and, for partially opening inner containers, an opening test showing that the emergency parachute is released fully and without delay. In practice, this section checks that a rescue system can be pulled out and deployed smoothly when it is needed.

Impact pads and impact performance

Clause 4.3 applies when the manufacturer claims an impact pad. The pad is tested by the vertical impact pad procedure, and the design must not depend on manual activation before impact. The document also requires the pad design to avoid bending or point loads that could injure the back, neck or head.

Clause 5.5.2 defines the drop test set-up and the acceptance limits, including the peak and duration criteria and the calculation of Spine Injury Criterion (SIC) in Annex D. If the harness has integrated emergency parachute outer containers, the impact test is repeated with the containers empty and with dummy emergency parachutes fitted. This means the impact protection has to remain valid in realistic flight configurations.

Emergency parachute deployment verification and reporting

Clause 4.4 and 5.5.3 require test deployments from integrated container locations and an attestation from the manufacturer that the deployment test was completed successfully. The test is performed under at least 4 g with an operator of at least 80 kg, using the largest suitable emergency parachute system for the container. That gives the test house evidence that the rescue system can actually be extracted under flight-like conditions.

Documentation, user information and marking

Clauses 6 to 9 require a test file, a user manual, a manufacturing record and a fixed marking on the harness. The test file has to identify the model, the tests performed, the laboratory and the manufacturer, and the records must be kept for long-term traceability. The user manual has to give instructions for attachment, emergency parachute installation, compatibility checks, fitting, maintenance, storage and disposal, while the marking has to identify the manufacturer, model, serial number, manufacture date, size, maximum clip-in weight and reference to the document.

What terms does kSIST FprEN 1651:2026 define?

  • Harness - the paraglider sub-assembly that supports the pilot in a seated, semi-recumbent or standing position.
  • Emergency parachute - a device intended to slow the pilot’s descent after an in-flight incident, deployed by an intentional manual action.
  • Closure system - the assembly that links the harness to the paraglider riser attachment points across the front of the harness.
  • Deployment system - the inner container and the extraction handle system used to deploy the emergency parachute.
  • Inner container - the container that holds the folded emergency parachute before deployment.
  • Outer container - the external container that stays attached to the harness after the emergency parachute has been deployed.
  • Durable medium - information supplied in a format that cannot be unilaterally edited and can be kept for future reference.

Who uses kSIST FprEN 1651:2026?

kSIST FprEN 1651:2026 is used by harness manufacturers who design and build paraglider harnesses, by test laboratories that perform strength and deployment tests, and by quality or conformity assessment teams that need to check product files and markings. It is also relevant to buyers, technical reviewers and product managers working with paragliding equipment, especially when they need evidence that a harness has been tested as a complete flight-ready model.

What changed in kSIST FprEN 1651:2026 from the previous edition?

kSIST FprEN 1651:2026 supersedes EN 1651:2018+A1:2020. The stated technical updates include:

  • expanded terms and definitions for closure system, additional closure system, integrated accessories, impact pad, deployment system, outer container, inner container, dummy emergency parachute and compatibility check
  • an added anatomical drawing to help identify the closure system and additional closure system
  • an added anti slipping-out test
  • added deployment system strength and opening tests for partially opening inner containers
  • revised vertical impact pad test apparatus and procedure, including the dummy angle and the vertical axis accelerometer
  • a new SIC calculation for impact pads
  • added user manual instructions for emergency parachute installation, repair and maintenance
  • added marking for SIC on impact pads and marking for emergency parachute inner containers
  • updated Annex A and added Annex B, Annex C and Annex D

Which standards are used with kSIST FprEN 1651:2026?

The document names EN 12491, Paragliding equipment - Emergency parachutes - Safety requirements and test methods. It is used for emergency parachute parts or systems that are included in the harness, so those parts have to meet EN 12491 as well as the harness requirements in kSIST FprEN 1651:2026.

What does the kSIST FprEN 1651:2026 document contain?

kSIST FprEN 1651:2026 contains load test methods with seated and upright dummy set-ups, strength test arrangements for riser, emergency parachute and tow attachment points, and a vertical impact pad drop test with measurement of acceleration. It also contains procedures for extraction and deployment from integrated containers, including checks for partially opening inner containers and integrated outer container locations.

The document uses figures to show anatomical planes, attachment points, dummy positions, loading directions and impact test geometry. Annex A provides an example attestation form, Annex B gives examples of fully opening and partially opening inner containers, Annex C gives sample user manual wording, and Annex D explains how to calculate SIC from impact test data.

parachute(s) according to EN 12491.
If the harness comprises all or parts of an emergency parachute, these parts shall comply with EN 12491.
For harnesses with integrated outer containers, test deployments shall be made from all integrated outer
container locations.
The test is to be undertaken by the harness manufacturer according to 5.5.3. The manufacturer shall
provide an attestation of completion of the test.
5 Test methods
5.1 Principles
Unless otherwise specified, times are minimum cumulative duration and load requirements are minimum
values.
5.2 Strength tests
The strength of the harness and the safety of its occupant are verified using a dummy and the application
of various forces to the attachment points (see Figure 2).
The attachment points of the harness (1, 2, 3, 4, 5, 6) shall be connected to the test equipment by metallic
connectors of a minimum of 6 mm diameter. If the sample is equipped with connectors recommended by
the manufacturer, these shall be used to connect it to the test equipment.
The equipment supplied for testing shall be identical in all aspects with the marketed model.
If the manufacturer recommends a maximum clip-in weight of more than 100 kg, unless otherwise
specifically defined, all of the specified loads shall be increased by multiplying by the factor K. K is
calculated as:
m
c
K= (1)
m

where
K is the factor for the specified load
m is the clip-in weight, in kg
c
m is the reference weight of 100 kg

5.3 Vertical impact test
Where the manufacturer claims the harness is equipped with an impact pad, the damping of the impact
pad is verified using apparatus consisting of a vertical impact dummy and various measurement tools.
The equipment supplied for testing shall be identical in all aspects with the marketed model.
oSIST prEN 1651:2026
prEN 1651:2025 (E)
The test shall be performed with a dummy installed in an apparatus to ensure a vertical guided fall (see
Figure 4).
The impact pad test shall be conducted at an ambient temperature of (20° ± 5) °C. The impact pad itself
shall be at ambient temperature prior to testing.
5.4 Apparatus
5.4.1 Apparatus for strength tests
5.4.1.1 Seated dummy
A dummy in the seated position according to Figure 3 is to be used.
A tolerance of ± 5 % is allowed to the test dummy dimensions in Figure 3.
The ring indicated at the neck of the dummy in Figure 3 is an optional force application point.

5.4.1.2 Electronic sensor for force measurement
A calibrated electronic sensor equipped with an electronic strain gauge for measuring the force (sampling
a minimum of 10 times per second) is required.
5.4.1.3 Measurement circuit
A measurement circuit with a graph clearly showing the force (N) against time (s) is required.
5.4.2 Apparatus for vertical impact test
5.4.2.1 Harness impact pad test dummy leaning position
The dummy shall be installed in a rearward leaning position at an angle alpha “α” between (22.5° ± 1°)
as illustrated in Figure 4.

5.4.2.3 Impact plate and dummy characteristics
The impact plate shall be horizontal and flat with anti-slip properties.
The damping of the system shall be checked by dropping the falling mass with no harness from 4 cm
(±2 mm) measured from the surface and shall produce a measured impact value of not less than 20 g.
5.4.2.4 Electronic device for vertical impact pad test
5.4.2.4.1 Vertical axis accelerometer
The accelerometer shall be mounted on the dummy, close to its centre of mass, to measure acceleration
in the direction of gravity within a tolerance of ± 10°.
5.4.2.4.2 A/D Converter
The acceleration during the fall should be recorded with a frequency not less than 1 000 Hz.
5.5 Procedure
5.5.1 Strength test methods
5.5.1.1 Positive symmetric load applied to the paraglider riser attachment points
The test is carried out with the dummy seated and strapped correctly in the harness and anchored by two
points (see points B1 and B2 in Figure 6).
If there are any relevant adjustable components, first carry out the adjustable component slipping test
according to 5.5.1.10 by applying a force of 4 500 N for 5 s to the two paraglider riser attachment points
