Overview
SIST EN 71-1:2006/kprA7:2008 is an amendment to the European standard on the safety of toys, specifically focusing on mechanical and physical properties. As prepared by the Slovenian Institute for Standardization (SIST), this amendment updates and clarifies requirements in Clause 7, which addresses warnings and instructions for use for various types of toys. The standard aims to protect children by ensuring that toys are properly labeled with safety warnings and instructions, in accordance with European regulations and directives.
Key Topics
- Warnings and Instructions: Amendment A7 details how and where warnings must be displayed-on toys, packaging, and instruction leaflets-to ensure they are visible and understandable at the point of sale.
- Age Suitability: Toys not intended for children under 36 months must carry clear age warnings and specify the hazard, such as choking, suffocation, or strangulation.
- Symbol Usage: The standard prescribes a specific red and white symbol for toys unsuitable for children under three years, preventing misuse for other age groups.
- Product-Specific Requirements:
- Rocking horses with seating surfaces 600 mm or higher must include clear warnings about the risk of falls.
- Toys with projectiles must warn against aiming at the face or eyes and discourage use of unapproved missiles.
- Toys like roller skates, toy scooters, and skateboards require warnings about protective equipment and indicate maximum user weight.
- Liquid-filled teethers and similar products should instruct consumers on proper cooling methods.
- Toys incorporating long monofilament fibers must caution about their unsuitability for infants under 10 months.
Applications
Manufacturers, importers, and retailers of toys must apply SIST EN 71-1:2006/kprA7:2008 to:
- Ensure all toys sold meet mechanical and physical safety requirements.
- Clearly display all required warnings and instructions on toys, packaging, or accompanying materials, enhancing consumer awareness and reducing accidents.
- Use the specified age restriction symbol only for toys not suitable for children under 36 months, aligning with European market regulations.
- Provide concise explanations of hazards (e.g., “choking hazard”) with the age warning where appropriate.
- Equip instruction manuals and labels with proper usage advice, especially for ride-on toys and toys with potential injury risks.
Adhering to these requirements helps prevent child injuries by informing caregivers of specific risks and appropriate usage, supporting legal compliance and consumer confidence in the toy market.
Related Standards
- EN 71-1: The main European standard for the mechanical and physical safety of toys, of which this amendment is a part.
- EN 71 Series: Covers additional aspects of toy safety, such as flammability (EN 71-2) and chemical properties (EN 71-3).
- EU Toy Safety Directive (2009/48/EC): Mandates the application of EN 71 standards throughout the European market.
- Other SIST Standards: As Slovenia’s national standards body, SIST aligns closely with harmonized international and European norms, ensuring consistency and safety across the market.
Practical Value
By adhering to SIST EN 71-1:2006/kprA7:2008, stakeholders in the toy industry can:
- Reduce the risk of accidents and injuries associated with toys.
- Ensure products remain marketable across the European Economic Area through regulatory compliance.
- Foster consumer trust by transparently communicating hazards and safe use instructions.
- Simplify conformity assessment procedures with clear, standardized labeling requirements.
This amendment is critical for anyone engaged in the design, manufacture, distribution, or regulation of toys in Europe, providing clear guidelines for the communication of mechanical and physical hazards through standardized warnings and instructions.
