SIST EN 300 019-2-3 V3.1.1:2027 is an ETSI European Standard for environmental engineering of telecommunications equipment. It specifies environmental test severities and test methods for equipment intended for stationary use at weatherprotected locations, so manufacturers and test labs can verify that equipment matches the environmental class it is designed for.

What does SIST EN 300 019-2-3 V3.1.1:2027 specify?

SIST EN 300 019-2-3 V3.1.1:2027 specifies how to test telecommunications equipment for stationary use at weatherprotected locations against the environmental conditions associated with that use. It is built around the environmental classes in ETSI EN 300 019-1-3 and gives the corresponding test severities and methods.

The document is organized into a general section on environmental test specifications, a section on earthquake testing, and two informative annexes. Clause 4 covers the climatic and mechanical tests for classes 3.10, 3.10E, 3.11 and 3.12, while clause 5 covers earthquake test requirements when a customer specifies them.

AnnexWhat it covers
Annex AA possible method to evaluate the impact of corrosion due to dust, including a dust test condition, a follow-up corrosion test, pass criteria, and a chamber schematic
Annex BBibliography

What are the key requirements of SIST EN 300 019-2-3 V3.1.1:2027?

SIST EN 300 019-2-3 V3.1.1:2027 requires equipment to be tested in its operational state throughout the specified conditions unless stated otherwise. It also requires the input and load conditions to be chosen for full utilization of the equipment under test, with heat dissipation maximized except in the low-temperature steady-state case.

General testing rules

  • The equipment is tested in the in-use configuration. In practice, that means the test setup should reflect how the product is actually installed and operated, not a simplified laboratory arrangement.
  • Performance criteria A, B, C and D are defined for the tests in clause 4. Criterion A requires normal function before, during and after the test. Criterion B requires normal function before and after the test, while monitoring during the test is not required. Criterion C allows temporary loss of function during the test, but the equipment must recover without replacement of components, manual rebooting or human intervention. Criterion D applies to the enclosure and requires no corrosion traces or deterioration at the end of the test.
  • The document ties each environmental class to named IEC test methods such as cold, dry heat, change of temperature, damp heat, vibration, low air pressure and water tests. This matters because it gives a shared test language for qualification and supplier agreements.

What class 3.10 covers

SIST EN 300 019-2-3 V3.1.1:2027 defines class 3.10 for temperature-controlled enclosed locations having no humidity control, and class 3.10E for exceptional operating conditions. Clause 4.3 uses climatic tests for cold, dry heat, temperature change, damp heat and low air pressure, and it also notes how solar and heat radiation are treated.

For class 3.10, the document also points out that chemically active substances are handled through design consideration rather than a specific test, and that mechanically active substances are below the level that would justify a test. In practice, designers need to consider corrosion and dust effects at the design stage even when no direct test is specified.

What class 3.11 covers

SIST EN 300 019-2-3 V3.1.1:2027 defines class 3.11 for enclosed locations having no temperature or humidity control, but where heating may be used to avoid low temperatures. Clause 4.4 adds condensation, dripping water, and wind-driven rain-related conditions to the climatic picture, and it keeps the same core vibration approach used in the other classes.

This class also uses the same general rule that certain chemically active substances are not tested directly but must be considered in design. For a reader, that means enclosure design, drainage, materials selection and corrosion protection are part of the qualification strategy, not just the chamber tests.

What class 3.12 covers

SIST EN 300 019-2-3 V3.1.1:2027 defines class 3.12 for locations having neither temperature nor humidity control. Clause 4.5 extends the environmental severity again, including lower temperature exposure and wind-driven rain in the climatic set.

Like class 3.11, class 3.12 relies on design consideration for chemically active substances and mechanically active substances rather than a separate mandatory test. The practical effect is that the equipment design has to tolerate the environment first, then the test confirms that it still works as intended.

What the mechanical tests require

SIST EN 300 019-2-3 V3.1.1:2027 uses random vibration testing for classes 3.10, 3.11 and 3.12. Clause 4 specifies the test as a broad-band random vibration method in IEC 60068-2-64, with the equipment mounted in the in-use position and its function monitored during the test.

This is important for installation and support design. Cables, fixings, brackets and enclosure mounts need to survive vibration as installed, not just as bare equipment on a bench.

What the earthquake section adds

SIST EN 300 019-2-3 V3.1.1:2027 adds an earthquake test specification in clause 5 when a customer requires it. The document calls for a preliminary vibration response investigation to find the lowest resonant frequency of the mounted specimen, using either sine sweep or random testing.

The earthquake test itself uses a time-history method with a required response spectrum (RRS) and a zero period acceleration (ZPA) profile. The test setup must represent the worst case for weight and stiffness, and the document recommends single-axis excitation while allowing multi-axis excitation if needed. In practice, this means the test result depends heavily on how the product is mounted and what support structure it uses in service.

What terms does SIST EN 300 019-2-3 V3.1.1:2027 define?

  • Acceleration Spectral Density (ASD) - A way to describe random vibration severity as acceleration level over frequency, used in the vibration tests.
  • Hydrogen Fluoride (HF) - One of the chemically active substances listed for environmental consideration.
  • Printed Circuit Board (PCB) - A board that can be affected by dust, humidity and corrosion effects discussed in the document.
  • Root Mean Square (RMS) - A statistical measure used with vibration values, including the RMS acceleration noted in the vibration clauses.
  • Required Response Spectrum (RRS) - The spectrum used in the earthquake test to define the required seismic response.
  • Zero Period Acceleration (ZPA) - A reference acceleration used in the earthquake test specification.

Who uses SIST EN 300 019-2-3 V3.1.1:2027?

SIST EN 300 019-2-3 V3.1.1:2027 is used by telecommunications equipment manufacturers, environmental test laboratories, compliance engineers, quality managers and buyers who need a common basis for environmental qualification. It is relevant when designing equipment, planning qualification testing, setting supplier requirements or checking that a product matches the intended installation environment.

It is also useful for teams that need to document operating conditions, test configuration and pass criteria for products installed in weatherprotected buildings or shelters.

What changed in SIST EN 300 019-2-3 V3.1.1:2027 from the previous edition?

The document history shows this publication as V3.1.1, following V3.1.0 in July 2026. The history also records the earlier ETS 300 019-2-3 and the later V2.x publications.

Which standards are used with SIST EN 300 019-2-3 V3.1.1:2027?

The main normative companion is ETSI EN 300 019-1-3, which classifies the environmental conditions for stationary use at weatherprotected locations. The document also relies on IEC 60068 test methods for cold, dry heat, temperature change, damp heat, vibration, low air pressure, water and time-history vibration, plus ISO 9223 for corrosivity classification.

The informative references ETSI EN 300 019-1-0 and ETSI EN 300 019-2-0 provide background and an overview of the wider ETSI environmental engineering series. ISO 9226 is cited as a helpful guide for determining corrosion losses of standard specimens.

What does the SIST EN 300 019-2-3 V3.1.1:2027 document contain?

The document contains test tables for climatic and mechanical conditions in classes 3.10, 3.10E, 3.11 and 3.12. It also contains notes that explain how to apply the methods, when a separate test is not recommended, and when design consideration is expected instead of direct testing.

Clause 5 contains the earthquake test setup, the vibration response investigation, the RRS-based test condition and a figure for the required response spectrum. Annex A provides a possible dust-corrosion method with a chamber schematic, and Annex B lists background references for further reading.

NOTE 1: (Air temperature, low).
The equipment under test shall remain operational throughout this test (without any damage or deterioration of performance, according to product specification).
If a cold start up test is performed, the characteristic severity should be used as a cold start up temperature, but it may be modified (within the class characteristic
severity range) by the product specification. In this case, the cold start up test shall commence once low temperature stability is achieved.
NOTE 2: (Air temperature, high).
The equipment under test shall remain operational throughout this test (without any damage or deterioration of performance, according to product specification).
If two test temperatures are given, the lower test temperature applies if the equipment is protected against solar and heat radiation or the equipment is ventilated
(natural or forced). The higher test temperature includes the heating effects of solar and/or heat radiation. If a high temperature start up test is performed, the
characteristic severity should be used as a high start up temperature, but it may be modified (within the class characteristic severity range) by the product
specification. In this case, the high temperature start up test shall commence once high temperature stability is achieved.
NOTE 3: (Air temperature, change).
The change of temperature test is normally used to check design tolerance. IEC 60068-2-14 [7] Test Nb shall be used. For change of temperature of 0,5 °C/min,
the cooling gradient may be reduced to 0,2 °C/min where test chamber restrictions preclude a gradient of 0,5 °C/min.
NOTE 4: (Relative humidity, low).
There is no IEC 60068-2 series test method for this parameter.
NOTE 5: (Humidity, relative, high).
IEC 60068-2-78 [8] Test Cab shall be used with test values not higher than climatogram limits for this class.
NOTE 6: Void.
NOTE 7: (Humidity, absolute, high).
This effect is considered to be partly included in the damp heat test IEC 60068-2-78 [8] Test Cab.
NOTE 8: (Air pressure, low and high).
No test is recommended for normal applications, because the effect of air pressure is evaluated at the component level. For sealed products or for products
containing liquids, test M is recommended.
NOTE 9: (Radiation, solar).
The higher test temperature as described in note 2 includes the heating effect of solar radiation. Photochemical tests can be made separately for components
and materials.
NOTE 10: (Radiation, heat).
The higher test temperature as described in note 2 includes the heating effect.
NOTE 11: (Chemically active substances).
The characteristic severities are given in ISO 9223 [16]. For the chemically active substances, no specific tests are defined but they should be considered in the
design phase. The following references provide guidance for the design:
- ISO 9223:2012 [16]: this can be used to calculate the corrosion losses of standard metals.
- ISO 9226:2012 [i.3]: this can be used to determine corrosion losses of standard specimens.
NOTE 12: (Mechanically active substances).
The characteristic severities are much lower than lowest test severity in IEC 60068-2-68 [13] Test L and therefore no test is recommended. This condition should
be considered when designing the equipment and when choosing components and materials.

8 ETSI EN 300 019-2-3 V3.1.1 (2026-10)
4 Environmental test specifications
4.0 General
The equipment shall be tested in its operational state throughout the test conditions described in the present document.
The detailed descriptions of the environmental conditions are given in clauses 4 and 5 of ETSI EN 300 019-1-3 [1].
ETSI EN 300 019-2-0 [i.2] forms a general overview of part 2 of this multi-part deliverable.
4.1 Equipment setup and configuration
The equipment shall be tested in its operational state throughout the test conditions described in the present document
unless otherwise stated. Input and load conditions of the equipment shall be chosen to obtain full utilization of the
equipment under test. The heat dissipation shall be maximized, except for the steady state, low temperature test, where
it shall be minimized.
4.2 Performance criteria
The following performance criteria shall apply in tests defined by the present document.
Performance criterion A:
The equipment shall function according to the manufacturer specifications before, during and after the tests. No
degradation of performance or loss of function is allowed below the performance level specified by the manufacturer
when the equipment is used as intended. If the minimum performance level is not specified by the manufacturer, then
this may be deduced from the product description and documentation and what the user may reasonably expect from the
equipment if used as intended.
Performance criterion B:
The equipment shall function according to the manufacturer specifications before and after the tests. During the test it is
not required to monitor the equipment functionality. No degradation of performance or loss of function is allowed
below the performance level specified by the manufacturer when the equipment is used as intended. If the minimum
performance level is not specified by the manufacturer, then this may be deduced from the product description and
documentation and what the user may reasonably expect from the equipment if used as intended.
Performance criterion C:
The equipment shall function according to the manufacturer specifications before and after the tests. No degradation of
performance or loss of function is allowed below the performance level specified by the manufacturer when the
equipment is used as intended. If the minimum performance level is not specified by the manufacturer, then this may be
deduced from the product description and documentation and what the user may reasonably expect from the equipment
if used as intended. During the application of the test, temporary loss of function is allowed but after the test the
equipment shall restore to the normal functionality without replacement of components, manual rebooting or human
intervention. The equipment shall sustain the test without permanent structural or mechanical damage.
Performance criterion D:
This performance criterion applies to the enclosure of the equipment. No corrosion traces (e.g. rust) or deterioration of
the enclosure shall occur at the end of the test.

No corrosion traces (e.g. rust) or deterioration of
the enclosure shall occur at the end of the test.

severity severity criteria
