SIST EN 300 019-1-4 V3.1.1:2026 is the Slovenian adoption of ETSI EN 300 019-1-4 V3.1.1, published by SIST. It classifies environmental conditions and severities for telecommunications equipment used for stationary service at non-weatherprotected locations, so engineers, test labs, and buyers can judge what exposure the equipment is expected to withstand. The standard focuses on severe conditions that may harm equipment and includes erection work, downtime, maintenance, and repair at the site.

What does SIST EN 300 019-1-4 V3.1.1:2026 specify?

SIST EN 300 019-1-4 V3.1.1:2026 specifies environmental classes for stationary telecommunications equipment at non-weatherprotected locations and the severities associated with those classes. It organizes the subject into class definitions in Clause 4 and environmental-condition tables in Clause 5, with supporting reference material in the annexes.

The document applies to locations exposed to open weather, contamination, dust, vibration, shocks, and, where relevant, earthquake conditions. In practice, this lets a reader choose the class that matches the installation site before planning design margins, qualification tests, or acceptance criteria.

What are the key requirements of SIST EN 300 019-1-4 V3.1.1:2026?

Clause 4 sets the environmental class structure, and Clause 5 gives the conditions that belong to each class. The practical point is that the standard is a classification framework: you select the right class first, then use the associated severities for environmental testing or site assessment.

  • Clause 4.0 defines the general application area for non-weatherprotected locations. It covers direct weather exposure, sunlight, precipitation, splashing water, mould growth, animals other than termites, urban and coastal contamination, sand and dust, transmitted vibration, and possible shocks from nearby machines or vehicles. In practice, this tells you whether a site belongs in this family of classes at all.

  • Clauses 4.1 to 4.4 divide the environments into sheltered and open-air groups. The sheltered classes are 4.10, 4.10L, and 4.10H, while the open-air classes are 4.11, 4.12, and 4.13. This matters because sheltered and open-air sites face different combinations of temperature, radiation, moisture, and contamination.

  • Clause 4.1 links class 4.10 and its variants to combinations of IEC 60721-3-4 and ISO 9223 classes. The variants separate cold climates from tropical, arid, and temperate climates, while still including solar effects where stated. For a reader, this means the standard gives different envelopes for sheltered sites instead of one generic outdoor profile.

  • Clauses 4.2 to 4.4 assign the open-air classes by climate: tropical for 4.11, arid and temperate for 4.12, and cold and polar for 4.13. These classes also point to specific combinations from IEC 60721-3-4 and ISO 9223. In practice, this helps you match the class to the climate zone of the installation.

  • Clause 5.1 defines the climatic conditions for all classes. It covers low and high air temperature, humidity, absolute humidity, rate of temperature change, pressure, solar radiation, heat radiation, movement of surrounding air, condensation, precipitation, rain intensity, driving rain, snow load, rain temperature, other water sources, and ice or frost. This is the core input for climatic qualification and for deciding whether a housing, seal, coating, or thermal design is suitable.

  • Clause 5.2 and Clause 5.3 address biological and chemically active substances. The biological table covers flora and fauna, including mould, fungus, rodents, and termites for the special class. The chemical table covers salt mist and airborne corrosive substances such as sulphur dioxide, nitrogen dioxide, nitric acid, ozone, hydrogen sulphide, chlorine, chlorine ion, ammonia, particles, dust deposits, and soot. In practice, this is the part that drives corrosion protection, material choice, and cleaning or maintenance planning.

  • Clause 5.4 and Clause 5.5 define mechanically active substances and mechanical conditions. The document distinguishes sedimentary dust, suspended dust, windblown dust, and windblown sand, then gives stationary vibration and shock conditions for the classes. This matters because airflow, filters, seals, supports, and fasteners must suit the dust load and vibration level.

  • Clause 5.6 covers earthquake conditions when earthquakes are likely. It uses Response Spectrum (RS), Zero Period Acceleration (ZPA), and related parameters to describe seismic exposure for equipment mounted at ground level or on rigid structures. If the equipment is mounted on pylons, poles, or other flexible structures, the structure itself must be considered or the RS must be corrected, and equipment on rigid building tops uses the companion part for weatherprotected locations.

What terms does SIST EN 300 019-1-4 V3.1.1:2026 define?

  • Absolute humidity - the mass of water vapour associated with one cubic metre of dry air in an air/water vapour mixture.
  • Non-weatherprotected location - a location where the equipment is not protected from direct weather influences.
  • Relative humidity - the ratio of water-vapour partial pressure in moist air to the saturation pressure at the same temperature.
  • Sheltered location - a location covered by a structure that protects the product from direct meteorological conditions such as sunlight and heavy rain.
  • Stationary use - equipment mounted firmly on a structure, on mounting devices, or permanently placed at a site; short handling during erection, downtime, maintenance, and repair is included.
  • Response Spectrum (RS) - the frequency-dependent representation of maximum response of single-degree-of-freedom oscillators under transient base motion.
  • Zero Period Acceleration (ZPA) - the high-frequency asymptotic acceleration level of the RS.
  • UltraViolet (UV) - ultraviolet radiation.

Who uses SIST EN 300 019-1-4 V3.1.1:2026?

SIST EN 300 019-1-4 V3.1.1:2026 is used by people who need to classify outdoor stationary telecom sites and translate that classification into design or test conditions. Typical users include equipment designers, environmental and reliability engineers, test laboratories, quality managers, procurement teams, and certification or conformity assessment staff.

It is especially relevant for telecommunications equipment manufacturers and for organizations installing or buying equipment for sheltered or open-air sites. In practice, they use it to choose the environmental class, plan qualification tests, and document that the chosen installation envelope matches the site.

What changed in SIST EN 300 019-1-4 V3.1.1:2026 from the previous edition?

The change history states that the environmental classes were revised on the basis of IEC 60721-3-4:2019. It also states that the new classes are not comparable with the previous classes taken from IEC 60721-3-4:1995, so the classes were given new numbers.

Which standards are used with SIST EN 300 019-1-4 V3.1.1:2026?

StandardRole in this document
ETSI EN 300 019-1-3Companion part for stationary use at weatherprotected locations; also used in Clause 5.6 for equipment on top of buildings with a rigid structure.

IEC 60068-3-3:2019Provides seismic test methods and guidance used to derive earthquake parameters and RS.

What does the SIST EN 300 019-1-4 V3.1.1:2026 document contain?

The document contains class definitions, environmental-condition tables, climatograms, and a seismic response spectrum. Clause 5 provides tables for climatic, biological, chemically active, mechanically active, mechanical, and earthquake conditions, which are the main references for test planning and site classification.

Figures 1 to 6 present climatograms for the different environmental classes, and Figure 7 with Table 7 describes the earthquake RS. Annex A adds a bibliography, and Annex B records the change history. In practice, the document is used to support equipment design, environmental testing, qualification, and audit or specification work for stationary telecommunications installations.
