ISO 15265:2004 describes a strategy for assessing and interpreting the risk of physiological constraints, or of discomfort, while working in a given climatic environment.
It is applicable in any working situation with steady or varying conditions of the climate, metabolic rate or clothing.
ISO 15265:2004 does not describe a single procedure, but a strategy in three stages that can be used successively to gain deeper insight in the working conditions, as it is needed to draw the most appropriate conclusions about the risk involved and identify the best control and prevention measures.
It is definitely oriented towards the prevention and/or control of these working problems in the heat or cold. The risk of heat or cold disorders and/or discomfort is therefore assessed only to the extent that it is required to reach this goal.

Diese Internationale Norm beschreibt eine Strategie, um das Risiko physiologischer Einschränkungen oder von Unbehagen beim Arbeiten in einem bestimmten Umgebungsklima beurteilen und deuten zu können.
Sie gilt für alle Arbeitssituationen mit gleich bleibenden oder veränderlichen Bedingungen im Hinblick auf das Klima, den Energieumsatz oder die Bekleidung.
Diese Internationale Norm beschreibt kein Einzelverfahren, sondern eine dreistufige Strategie, die schrittweise angewandt werden kann, um einen tieferen Einblick in die Arbeitsbedingungen zu bekommen. Dies ist erforderlich, um die am besten geeigneten Schlussfolgerungen hinsichtlich des hiermit verbundenen Risikos zu ziehen und um die besten Kontroll- und Vorbeugemaßnahmen zu bestimmen.
Die Norm ist auf jeden Fall auf die Vorbeugung und/oder Kontrolle dieser Arbeitsprobleme im warmen oder kalten Umgebungsklima ausgerichtet. Das Risiko von Wärme- oder Kältebeschwerden und/oder Unbehagen wird deshalb nur in dem Maße beurteilt, wie es erforderlich ist, um dieses Ziel zu erreichen.
Anwender müssen jedoch die nationale Gesetzgebung befolgen, die erfordern kann, dass die Risikobeurteilung systematischer durchzuführen ist.
Da die Strategie auf Vorbeugung und die Gestaltung der Arbeitsbedingungen ausgerichtet ist, betrifft diese eine durchschnittliche Versuchsperson. Bei dem letzten Schritt jeder Strategiestufe werden Unterschiede zwischen Einzelpersonen durch medizinische Überwachung (auf kurze Sicht) und Beobachtung (auf lange Sicht) berücksichtigt.
Die Internationalen Normen, auf denen diese Strategie beruht, schließen jedoch bereits eine gewissen Grad an Sicherheit mit ein, da deren Grenzen und/oder Empfehlungen darauf abzielen, die Mehrheit an gesunden Arbeitern zu schützen.

L'ISO 15265:2004 décrit une stratégie permettant d'évaluer et d'interpréter le risque de contraintes physiologiques ou d'inconfort pouvant survenir lors du travail réalisé dans un environnement climatique donné.
Elle est applicable dans toute situation de travail présentant des conditions stables ou variables en matière de climat, de métabolisme énergétique ou de tenue vestimentaire.
L'ISO 15265:2004 ne décrit pas un simple mode opératoire, mais spécifie une stratégie en trois étapes qu'il est possible de dérouler pour obtenir une connaissance de plus en plus approfondie des conditions de travail, préalable indispensable pour tirer les conclusions les plus appropriées sur le risque encouru et identifier les mesures de contrôle et de prévention les plus pertinentes.
Elle est expressément orientée vers la prévention et/ou le contrôle des problèmes relatifs au travail en ambiances chaudes ou froides. L'évaluation du risque de troubles et/ou d'inconfort généré par la chaleur ou le froid n'est par conséquent réalisée que dans la mesure où elle est requise pour atteindre ce but.

ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies

Introduction
This International Standard is one of a series intended for use in the estimation of the thermal environment. It
was developed by ISO/TC 159/SC 5/WG 1, Thermal environments on the basis of the results of the
BIOMED II “HEAT STRESS” research project conducted with the support of the European Union.
Other standards of this series describe how the parameters influencing human thermoregulation in a given
environment must be estimated or quantified. Others specify how these parameters must be integrated in
order to predict the degree of discomfort or the health risk in these environments. The present document was
prepared to standardize the methods that occupational health specialists should use to approach a given
problem related to stress and discomfort in thermal working conditions and progressively collect the
information needed to control or prevent the problem.

1 Scope
This International Standard describes a strategy for assessing and interpreting the risk of physiological
constraints, or of discomfort, while working in a given climatic environment.
It is applicable in any working situation with steady or varying conditions of the climate, metabolic rate or
clothing.
This International Standard does not describe a single procedure, but a strategy in three stages that can be
used successively to gain deeper insight in the working conditions, as it is needed to draw the most
appropriate conclusions about the risk involved and identify the best control and prevention measures.
It is definitely oriented towards the prevention and/or control of these working problems in the heat or cold.
The risk of heat or cold disorders and/or discomfort is therefore assessed only to the extent that it is required
to reach this goal.
However, users must comply with national legislations that may require that risk assessment be performed
more systematically.
As the strategy is oriented towards prevention and the design of the working conditions, it concerns an
average subject. At the last step of each stage of the strategy, interindividual differences are taken into
consideration through medical supervision (in the short term) and surveillance (in the long term).
The International Standards on which this strategy is based include, however, already some degree of safety,
as their limits and/or recommendations tend to protect the majority of the fit workers.

3 Philosophy of the strategy
The main objective of the assessment of the risks linked to the thermal working environment is not to quantify
the risks, but to prevent or to eliminate, or at least to reduce, the risks.
The number of working situations with thermal problems is high and it would be utopian and not practical to
require to study them all in detail. This would actually be useless, since, in the majority of cases, solutions can
be found easily, based on simple and straightforward Observations. In some cases, however, a more
detailed Analysis is necessary, including measurements, and in some particular cases, an Expertise can be
required, based on more sophisticated evaluation techniques.
The strategy is therefore based on a progressive approach in three stages with the characteristics
summarised in Table 1.
The method was prepared to determine whether, and in what circumstances, there is a problem and to collect
the information just needed to eliminate it, or at least, to improve the condition.
