(Main)Safety rules for the construction and installation of lifts - Lifts for the transport of persons and goods - Part 21: New passenger and goods passenger lifts in existing building
- Abstract
This document specifies the safety rules related to passenger and goods/passenger lifts installed in existing buildings where limitations enforced by certain building constraints mean that some requirements of EN 81-20:2020 cannot be met.
It addresses the following constraints and gives requirements for alternative solutions:
- existing perforate walls of the lift well;
- reduction in available well are leading to reduced distance between car, counterweight or balancing weight;
- counterweight or balancing weight in a separate existing well;
- reduced building dimensions and clearances leading to:
- reductions in available space for headroom and pit;
- reduced car roof balustrade dimensions;
- reduced height of sill apron;
- reduced height of machine and/or pulley room;
- reduced available area for access door/trap door;
- reduction in available height of landing doors.

oSIST prEN 81-21:2026 is the Slovenian draft adoption of prEN 81-21:2026, a CEN type-C standard for lifts. It specifies safety rules for new passenger and goods passenger lifts in existing buildings or existing wells when building constraints prevent full application of EN ISO 8100-1:2026. In practice, it tells manufacturers, installers, inspectors, and safety authorities what alternative protective measures are acceptable in retrofit situations.
What does oSIST prEN 81-21:2026 specify?
oSIST prEN 81-21:2026 covers the safety rules for lifts installed in existing buildings or existing wells where some EN ISO 8100-1:2026 requirements cannot be met because of the site. It is not applicable to lifts installed before the date of publication.
The document is organised into six clauses:
- Clause 1 Scope
- Clause 2 Normative references
- Clause 3 Terms and definitions
- Clause 4 Safety requirements and/or protective measures
- Clause 5 Verification of safety requirements and/or protective measures
- Clause 6 Information for use
It also includes:
- Annex A - normative list of electric safety devices and their SIL values
- Annex B - normative verification of the mechanical stopping means of the pre-triggered stopping system
- Annex ZA - informative relationship to EU law
The scope focuses on the constraints common in existing buildings: perforate well walls, reduced well space, reduced headroom and pit space, smaller car roof balustrades, lower sill aprons, lower machine or pulley rooms, smaller access openings, and reduced landing door height. That matters because the standard is about adapting lift safety to real building limits, not about ordinary new-build installations.
| Annex | What it covers |
|---|---|
| Annex A | SIL requirements for the electric safety devices used in the special safety functions |
| Annex B | Test method and instructions for verifying the mechanical stopping means |
| Annex ZA | Link between the standard and EU legal requirements |
What are the key requirements of oSIST prEN 81-21:2026?
oSIST prEN 81-21:2026 keeps the basic lift safety framework of EN ISO 8100-1:2026, then adds alternative measures for the parts of an installation that are constrained by the existing building. The key idea is that reduced clearances are handled by defined protective devices, monitored positions, and controlled reset logic.
Existing well conditions and moving-part clearances
Clause 4.2 requires safety distances around a perforate lift well wall to follow EN ISO 13857:2019 where an imperforate enclosure is not available. It also requires an imperforate screen around landing-door locking devices when they can be reached from outside with a straight round object. In practice, this means the installer must protect reachable moving or unlocking parts even when the shaft enclosure is not fully closed.
Clause 4.3 sets a minimum 25 mm distance between the car and the counterweight or balancing weight, and requires retaining devices if guidance fails. That matters because the lift must still avoid collision if normal guidance is lost.
Reduced headroom and refuge space on the car roof
Clause 4.4 allows two solutions for reduced top clearances: movable stops or a pre-triggered stopping system. These devices must stop the empty car from defined speeds, and the car roof refuge space and headroom clearances must still be satisfied at the car's highest position.
Clause 4.4 also requires:
- accessible inspection and maintenance arrangements
- a mechanical device when maintenance disables the stopping function
- electrical monitoring of fully extended and fully retracted positions
- a key-operated reset outside the well
- visual information before access to the car roof
For installers, this means the safety function is not just mechanical. It must also be clearly monitored, reset intentionally, and made understandable to maintenance staff.
Reduced pit clearances
Clause 4.5 uses the same concept for the pit: movable stops or a pre-triggered stopping system, together with monitored positions and controlled access. The car must be stopped safely in the lowest position, and pit refuge space and clearances must still be verified.
The pit requirements also cover:
- access to the pit
- a partition in the pit
- an extendable apron when the normal apron dimensions cannot be met
- special logic for landing doors that give access to the pit
This matters in retrofit work because pit geometry often drives the design, especially where the shaft depth is limited or access openings are tight.
Car roof balustrade, machine room, and door heights
Clause 4.4.3 requires an extendable car roof balustrade when a fixed balustrade would hit the ceiling at the highest car position. Clause 4.6 sets reduced-height conditions for machine rooms, with markings or warning signs and shock-dampening material where working headroom is limited. Clauses 4.7 and 4.8 set reduced-height rules for machine-room doors and landing doors. In practice, these clauses tell the project team how to keep access safe even when the building envelope is tight.
Electrical monitoring, SIL, verification, and use information
Clause 4.9 sends the electric safety devices to EN ISO 8100-1:2026 and Annex A for the required SIL values. Clause 5 then links each requirement to the verification method, and Clause 5.2 adds specific installed-lift tests, including dynamic tests of the stopping devices and post-test checks.
Clause 6 requires instructions, maintenance information, emergency-operation information, and notices and warnings. That means the lift cannot be handed over on hardware alone - users and maintainers must also receive the operating limits and reset procedures.
What terms does oSIST prEN 81-21:2026 define?
oSIST prEN 81-21:2026 uses the terms and definitions of EN ISO 12100:2010 and EN ISO 8100-1:2026. The following terms are especially important in this document:
- Existing building - a building already in use before the lift is installed; a fully renewed internal structure is treated as a new building.
- Movable stop(s) - a device that can extend into the path of the car or counterweight to stop movement and create the required refuge space.
- Pre-triggered stopping system - a system made of a mechanical tripping device and a mechanical stopping means acting on the car guide rails.
- Electric safety device - a safety-related electrical check used to confirm positions, prevent movement, or trigger safe states.
- Refuge space - the protected space needed on the car roof or in the pit when the car is at its extreme position.
- Extendable balustrade - a car-roof guardrail that can be extended or retracted to suit reduced headroom conditions.
- Extendable apron - a car sill apron that can be extended or retracted when the usual pit-side geometry cannot be met.
Who uses oSIST prEN 81-21:2026?
oSIST prEN 81-21:2026 is used by lift manufacturers, installation companies, maintenance providers, building owners, design engineers, inspectors, and market surveillance or safety authorities. It is especially relevant for passenger and goods passenger lift projects in existing buildings, where retrofit constraints force a choice between competing space, access, and safety requirements. The document also matters to employers and service personnel because it defines the warnings, instructions, and reset procedures they must follow.
What changed in oSIST prEN 81-21:2026 from the previous edition?
oSIST prEN 81-21:2026 will supersede EN 81-21:2022. The foreword states these significant technical changes:
- updated references and associated requirements in line with EN ISO 8100-1:2026
- removal of the chapter on counterweight or balancing weight in a separate well
- removal of the automatic extending apron
- update of Annex ZA, including a table for Machinery Regulation (EU) 2023/1230
Which standards are used with oSIST prEN 81-21:2026?
oSIST prEN 81-21:2026 is intended to be used with EN ISO 8100-1:2026, which provides the basic safety rules for passenger and goods passenger lifts. It also depends on EN ISO 8100-2:2026 for component design rules, calculations, verifications, and tests.
Other references contribute specific safety functions:
- EN ISO 12100:2010 - risk assessment and risk reduction principles, and the terms and definitions used here
- EN ISO 13857:2019 - safety distances around openings and perforate well walls
- ISO 3864-1:2011 - design principles for safety signs and markings
- ISO 7010:2019 - registered warning signs used for reduced-clearance notices
What does the oSIST prEN 81-21:2026 document contain?
The document contains a verification matrix in Clause 5.1 that links each safety requirement to inspection, performance testing, measurement, drawings or calculations, and user information. Clause 5.2 then adds installed-lift tests, including dynamic tests of the stopping devices with the empty car or with rated load, followed by checks for damage and for the required refuge spaces and clearances.
It also contains:
- Table 1 defining the highest car position used for refuge-space checks
- Table 2 showing how each requirement is verified
- Annex A with SIL values for the electrical safety devices
- Annex B with test conditions, measured quantities, and post-test conditions for the mechanical stopping means
- Clause 6 instructions and warning texts, including sign placement and minimum character heights
- Annex ZA mapping the standard to Directive 2014/33/EU and Regulation (EU) 2023/1230

Introduction
This document is a type-C standard as stated in EN ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance, etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate in the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or type-B
standards, the requirements of this type-C standard take precedence over the requirements of the other
standards for machines that have been designed and built according to the requirements of this type-C
standard.
The main concern dealt with in this document is the reduction of top and pit clearances that may be
required due to site conditions. The adopted principle of safety is based on two levels of achievement:
first by means of an electrical stopping of the lift car, then by means of a mechanical stopping of the lift
car.
In order to have a uniform understanding of the requirements of this document, an existing building
within the terms of this document is understood to be one which was already in use before the lift was
installed. A building whose internal structure is completely renewed is considered as a new building
within the terms of this document.
1 Scope
This document specifies the safety rules related to passenger and goods/passenger lifts installed in
existing buildings or existing wells where limitations enforced by building constraints mean that some
requirements of EN ISO 8100-1:2026 cannot be met.
It addresses the following constraints and gives requirements for alternative solutions:
— existing perforate walls of the lift well;
— reduction in available well are leading to reduced distance between car, counterweight or balancing
weight;
— reduced building dimensions and clearances leading to:
— reductions in available space for headroom and pit;
— reduced car roof balustrade dimensions;
— reduced height of sill apron;
— reduced height of machine and/or pulley room;
— reduced available area for access door/trap door;
— reduction in available height of landing doors.
This document is not applicable to lifts installed before the date of its publication.
