General Information

Abstract

A standard for the thermal management of racks and cabinets defining preferred solutions for the removal of heat dissipated by one or more subracks in an ETSI rack. For example: air flow, direction of air, air velocity, permitted air temperature, necessity and type of air baffle.  The starting point for the standard is to consider the ETSI mechanical dimensions as a non-modifiable item. The standard also has to define a possible preferred range for the power dissipation within an ETSI miscellaneous rack depending on different standardized solutions. The standards should be applicable to telecommunication and ITE equipment from different suppliers designed for the installation in an ETSI rack.

Overview

SIST EN 300 119-5 V1.2.2:2006 is a standard that specifies requirements and preferred solutions for the thermal management of telecommunications equipment racks and cabinets, particularly those following ETSI rack mechanical dimensions. Developed by the Slovenian Institute for Standardization (SIST), this standard is aligned with EN 300 119-5 and provides guidance for ensuring consistent and effective removal of heat dissipated by subracks within telecommunication and information technology equipment (ITE) enclosures.

This document is essential for manufacturers, integrators, and operators concerned with maintaining optimal thermal conditions in environments that house multiple pieces of telecommunication equipment from various suppliers, thereby protecting system reliability and safety.

Key Topics

  • Thermal Management Solutions: The standard covers air flow routes, air velocity, air temperature, and the necessity and types of air baffles and vents for ETSI racks and cabinets.
  • Equipment Characterization Data: Outlines the information manufacturers must provide, including physical geometry, power dissipation, vent/grill types, and airflow directions.
  • Natural and Forced Convection: Distinguishes between equipment cooled by natural convection and those utilizing built-in fans (forced convection), and specifies data requirements for both.
  • Micro-Climate Considerations: Emphasizes the need to manage localized temperature variations within enclosures.
  • Safety: References appropriate safety guidelines-ensuring touchable parts' temperature remains within safe limits, and that issuing air does not reach temperatures that could damage cables.
  • Configuration and Integration: Addresses the integration of various manufacturers' equipment within a single ETSI rack and the impact on overall thermal management.

Applications

The practical applications of SIST EN 300 119-5 V1.2.2:2006 are significant for:

  • Telecommunications Infrastructure: Used in both public and private networks, particularly where equipment from multiple vendors is co-located in standardized racks.
  • Data Centers: Ensures that thermal management practices support high equipment density while limiting thermal interference between devices.
  • Network Equipment Design: Guides manufacturers in the design of compliant subracks and cabinets, promoting interoperability and reliability.
  • Facility Planning and Integration: Provides integrators and operators with the necessary data to arrange equipment for optimal airflow, minimize hotspots, and select appropriate cooling enhancements like fan trays or air filters.
  • Compliance and Safety: Supports adherence to European and international safety and environmental standards covering telecom and IT equipment installations.

Related Standards

Stakeholders should be aware of related standards which complement and reference SIST EN 300 119-5 V1.2.2:2006:

  • EN 300 019: Environmental conditions and tests for telecommunications equipment, relevant to defining operational environments.
  • EN 60950-1: Safety of information technology equipment.
  • EN 300 119-1: Introduction and terminology for equipment practice.
  • EN 300 119 (series): Overall European telecommunication standards for equipment practice.
  • EN 300 019-1-3: Specifies classification of environmental conditions for stationary use at weather-protected locations.
  • ETSI TR 102 489: Guidance on thermal management for equipment and deployment scenarios.
  • IEC 60721: Classification of environmental conditions (bibliographic reference).

Practical Value

Implementing SIST EN 300 119-5 V1.2.2:2006 ensures that telecommunication racks and cabinets are designed and managed to effectively dissipate heat, reduce equipment failure risks, and maintain safety for personnel and infrastructure. This standard supports interoperability, lowers operational risks, and contributes to increased uptime in telecommunications and IT installations.

By adhering to these guidelines, organizations can achieve reliable, efficient, and future-proof network infrastructure capable of accommodating technological advancements and increasing power densities.

Introduction
The power density of equipment has been rising and will continue to do so for the foreseeable future. Equipment
suppliers have tried to overcome their thermal issues in isolation resulting in different solutions being developed. When
different racks from various suppliers are co-located they can have a detrimental effect on each other. The present
document specifies the thermal management requirements to prevent equipment having a detrimental thermal influence
on surrounding equipment.

5 ETSI EN 300 119-5 V1.2.2 (2004-12)
1 Scope
The present document specifies the preferred thermal management solutions for subracks, racks/cabinets and
miscellaneous racks/cabinets (as described in EN 300 119 series [5]) installed indoors in restricted access locations (as
defined in EN 60950-1 [2]), for the removal of heat dissipated by one or more subracks in an ETSI rack.
