This document (EN 71-1:2014/prA3:2015) has been prepared by Technical Committee CEN/TC 52 "Safety of
toys", the secretariat of which is held by DS.
This document is currently submitted to the CEN Enquiry.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association, and supports essential requirements of EU Directive(s).
For relationship with EU Directive(s), see informative Annex ZA of EN 71-1:2014.

1 Modifications to Clause 2, Normative references
Add:
"EN 15649-2:2009+A2:2013, Floating leisure articles for use on and in the water — Part 2: Consumer
information".
Replace "EN 15649-3" with "EN 15649-3:2009+A1:2012".
2 Modifications to 4.11, Mouth-actuated toys and other toys intended to be put in
the mouth (see A.15)
Add the following sentence and the following note before the first paragraph:
"Stoppers for air-inflation inlets on toys which can be inflated using the mouth are excluded from the
requirements in 4.11.
NOTE Requirements for stoppers on air-inflation inlets are found in 4.18."
3 Modifications to 4.15, Toys intended to bear the mass of a child (see A.20)

In 4.15.1.5, 1 paragraph, add as 3 dash the following:
"
- tricycles that are provided with a handle that can be used for pushing the child, and that
comply with 4.15.1.6 d)".
In 4.15.1.6, replace the existing text in d) with the following:
d) "Toy bicycles and tricycles provided with a handle that can be used for pushing the child, shall be
constructed in such a way as to prevent entrapment of the child’s feet in the pedals etc. while being pushed
e.g. pedals that can be disengaged from the hub, an adjustable free-wheeling mechanism, or foot rests. For
designs other than those only involving foot rests the toy shall be accompanied by instructions for use which
draw attention to the hazards of not making the correct adjustments when the push handle is removed."
4 Modifications to 4.18, Aquatic toys and inflatable toys (see A.23)
Delete a) and b) and replace them as below:
a) "Air-inflation inlets on aquatic toys shall have stoppers. These stoppers shall;
not detach from the toy when tested according to 8.3 (torque test), and 8.4.2.1 (tension test, general),
and shall;
be capable of being pushed into the toy so that they do not protrude more than 5 mm from the
surface of the toy when inflated.
