General Information

Abstract

This document specifies references to methods for the determination of the chloride content in organic fertilizers, organo-mineral fertilizers, inorganic fertilizers, liming materials and inhibitors.
This document is applicable to fertilizing product blends where the blend is a mix of at least two of the following components: fertilizers, liming materials, soil improvers, growing media, inhibitors, plant biostimulants, and where the following category: fertilizers is the highest % in the blend by mass or volume, or in the case of liquid form by dry mass. If fertilizer is not the highest % in the blend, the European Standard for the highest % of the blend applies. In case a fertilizing product blend is composed only of inorganic products, the European Standard for inorganic fertilizers applies.
NOTE   Variations in analytical methods for fertilizing product blends can lead to differing results as some components or matrix interactions can affect the outcome. Validation procedures have shown that developed standard methods are robust and reliable across diverse product compositions, but possible interferences and unexpected results when analysing fertilizing product blends are possible.

Overview

oSIST prEN 17756:2026 specifies standardized references and test methods for the determination of chloride content in fertilizers, liming materials, and inhibitors. Developed by the Slovenian Institute for Standardization (SIST) and overseen by CEN/TC 260, this draft European Standard is designed to ensure accurate, reliable, and harmonized testing across different types of fertilizing products and blends. The scope covers organic, organo-mineral, and inorganic fertilizers, as well as liming materials and inhibitors commonly used in agriculture and horticulture.

This document plays a key role in supporting compliance with Regulation (EU) 2019/1009, which governs the marketing of EU fertilizing products. By providing clear and consistent methodologies for chloride determination, it supports quality assurance, safety, and regulatory conformity within the fertilizers sector.

Key Topics

  • Applicability: Relevant to organic fertilizers, organo-mineral fertilizers, inorganic fertilizers, liming materials, and inhibitors. Extends to blends where fertilizers constitute the largest mass or volume component.
  • Analytical Methods: References validated analytical techniques for determining chloride content. Includes potentiometric titration and ion chromatography.
  • Sample Handling: Highlights the critical importance of representative sampling and sample preparation per EN 1482 standards to ensure accurate results.
  • Product Blends: Outlines requirements for products made from two or more components (e.g., soil improvers, biostimulants). Specifies when this standard or other European standards must be used.
  • Compliance: Establishes a presumption of conformity with key EU regulatory requirements for fertilizing products placed on the European market.
  • Robustness and Validation: Recognizes that some matrix components may interact and affect results, but standard methods are validated for reliability across diverse compositions.

Applications

The practical value of oSIST prEN 17756:2026 lies in:

  • Agricultural Fertilizer Producers: Ensuring their products meet chloride content specifications required by European regulations, thereby gaining legitimate access to the EU market.
  • Laboratories and Quality Control: Applying precise testing methodologies for chloride content, supporting certification, labelling, and product differentiation.
  • Blended Fertilizing Products: Enabling accurate assessment of products that combine fertilizers, liming materials, inhibitors, and other amendments, thus ensuring correct labeling and regulatory adherence.
  • Regulatory Authorities: Providing a harmonized reference for compliance verification, market surveillance, and enforcement actions regarding fertilizing products.
  • Importers and Distributors: Facilitating smoother trade of fertilizers and amendments by ensuring imported products meet European chloride standards.

Related Standards

oSIST prEN 17756:2026 is part of a broader ecosystem of standards affecting fertilizers, liming materials, and inhibitors. Key related standards include:

  • EN 1482 series: Addresses general provisions for sampling and sample preparation.
    • EN 1482-1: General sampling provisions
    • EN 1482-2: General sample preparation provisions
    • EN 1482-3: Sampling of static heaps
  • EN 12944 series: Defines terms relevant to fertilizers and liming materials.
  • prEN 17758:2026: Specifies potentiometric titration for chloride determination in fertilizers and liming materials.
  • prEN 18388:2026: Describes ion chromatography and conductivity detection for chloride determination in inhibitors.
  • EN 16195: Provides a method for chlorides determination in inorganic fertilizers in the absence of organic matter.
  • Regulation (EU) 2019/1009: The legislative framework governing the marketing of EU fertilizing products.

By following oSIST prEN 17756:2026 and associated standards, stakeholders in the fertilizer supply chain ensure regulatory compliance, product quality, and protect environmental as well as crop health.

Keywords: chloride content, fertilizers, liming materials, inhibitors, EU regulation, standard methods, agricultural quality, product compliance, sample preparation, fertilizer blends.
