Abstract

This document specifies references to methods for the determination of the chloride content in organic fertilizers, organo-mineral fertilizers, inorganic fertilizers, liming materials and inhibitors.
This document is applicable to fertilizing product blends where the blend is a mix of at least two of the following components: fertilizers, liming materials, soil improvers, growing media, inhibitors, plant biostimulants, and where the following category: fertilizers is the highest % in the blend by mass or volume, or in the case of liquid form by dry mass. If fertilizer is not the highest % in the blend, the European Standard for the highest % of the blend applies. In case a fertilizing product blend is composed only of inorganic products, the European Standard for inorganic fertilizers applies.
NOTE   Variations in analytical methods for fertilizing product blends can lead to differing results as some components or matrix interactions can affect the outcome. Validation procedures have shown that developed standard methods are robust and reliable across diverse product compositions, but possible interferences and unexpected results when analysing fertilizing product blends are possible.

prEN 17756 is a draft European Standard from CEN on determining chloride content in fertilizers, liming materials and inhibitors. It tells users which test methods to apply for organic fertilizers, organo-mineral fertilizers, inorganic fertilizers, liming materials and inhibitors, and it links those test methods to EU fertilising product requirements.

The standard is aimed at laboratories, manufacturers, and conformity assessment users who need a clear route to measure chloride content consistently. In practice, it is a selection and application standard: it points to the right sampling, sample preparation and analytical documents for each product type.

What does prEN 17756 specify?

prEN 17756 specifies the references to methods for determining chloride content in the listed fertilizer-related products. It also sets out how the standard applies to fertilizing product blends and how the applicable method is chosen when more than one component is present.

The document is organized into:

  • Clause 1 Scope
  • Clause 2 Normative references
  • Clause 3 Terms and definitions
  • Clause 4 Sampling and sample preparation
  • Clause 5 Determination of chloride content
  • Annex ZA on the link with Regulation (EU) 2019/1009
  • Bibliography
AnnexWhat it covers
Annex ZARelationship between this European Standard and the essential requirements of Regulation (EU) 2019/1009

What are the key requirements of prEN 17756?

prEN 17756 is mainly a routing document: Clause 5 tells you which method to use for each product group, and Clause 4 tells you how to prepare the sample before analysis. For a user, that means the standard is used to choose the correct analytical path before any chloride measurement is reported.

Product coverage and blend rules

prEN 17756 applies to organic fertilizers, organo-mineral fertilizers, inorganic fertilizers, liming materials and inhibitors. It also applies to fertilizing product blends when the blend contains at least two listed components and fertilizers are the highest percentage by mass or volume, or by dry mass for liquid form. If fertilizer is not the highest component, the standard for the highest component applies; if the blend contains only inorganic products, the European Standard for inorganic fertilizers applies. In practice, this tells a laboratory which product family governs the test result.

Sampling and sample preparation

prEN 17756 states that sampling is not part of the method and points users to EN 1482-1 and EN 1482-3 for recommended sampling methods. Clause 4 requires sample preparation in accordance with EN 1482-2:2024. That matters because a representative, undamaged sample is needed for a result that reflects the product being assessed.

Analytical method selection

prEN 17756 requires prEN 17758:2026 for the determination of chloride content in fertilizers and liming materials. For inorganic fertilizers and liming materials in the absence of organic material, EN 16195 may be used. For inhibitors, prEN 18388:2026 shall be used. In practice, users do not develop their own procedure from scratch; they select the referenced method that matches the product.

Expression of results

prEN 17756 specifies that the mass fraction of chlorides, Cl, is expressed in g/kg. This matters for reporting, specification checks and comparison with regulatory limits or product claims.

EU conformity link

prEN 17756 includes Annex ZA, which links the normative clauses to Regulation (EU) 2019/1009. That means the standard is also a conformity tool for users working under the EU fertilising products framework.

What terms does prEN 17756 define?

prEN 17756 uses the terms and definitions from EN 12944-1:1999, EN 12944-2:1999 and EN 12944-3:2025.

  • Organic fertilizers - fertilizers made from organic materials that fall within the scope of this standard.
  • Organo-mineral fertilizers - fertilizers that combine organic and mineral constituents.
  • Inorganic fertilizers - mineral-based fertilizers covered by the method references in this standard.
  • Liming materials - products used to modify soil acidity and included here for chloride determination.
  • Inhibitors - products included in the standard’s scope and tested with a dedicated referenced method.
  • Fertilizing product blends - mixtures of at least two listed component groups, with the applicable standard chosen by the dominant component.
  • Cl - the chloride mass fraction reported by the method, expressed in g/kg.

Who uses prEN 17756?

prEN 17756 is used by testing laboratories, fertilizer manufacturers, quality control teams, and conformity assessment bodies working with EU fertilising products. It is also relevant to technical and regulatory users who need a defensible chloride result for product release, verification, or market access.

What changed in prEN 17756 from the previous edition?

prEN 17756 will supersede CEN/TS 17756:2022. The foreword states these main changes: the technical specification has been adopted as a European Standard and now includes Annex ZA; chloride determination for inhibitors has been added to Clause 5; the scope has been updated; the normative references have been updated; and the bibliography has been updated.

Which standards are used with prEN 17756?

prEN 17756 uses several companion standards and references:

  • EN 1482-2:2024 for sample preparation
  • EN 1482-1 and EN 1482-3 for recommended sampling methods
  • EN 12944-1:1999, EN 12944-2:1999 and EN 12944-3:2025 for terms and definitions
  • prEN 17758:2026 for chloride determination in fertilizers and liming materials
  • EN 16195 for chlorides in inorganic fertilizers and liming materials in the absence of organic material
  • prEN 18388:2026 for chloride determination in inhibitors

What does the prEN 17756 document contain?

prEN 17756 contains a short framework for choosing and applying chloride test methods rather than a full standalone laboratory procedure. It includes scope, normative references, definitions, sampling and sample preparation guidance, the method-selection clause, and an informative Annex ZA.

Annex ZA provides a formal link between the standard and Regulation (EU) 2019/1009, including a correspondence table that identifies the covered essential requirements. The bibliography lists the legal act and the cited sampling and analytical standards used with this document.
