SIST EN 300 019-2-4 V2.3.1:2013 is the Slovenian adoption of ETSI EN 300 019-2-4, published by SIST. It specifies environmental test methods and severities for telecommunications equipment intended for stationary use at non-weatherprotected locations. In practice, it is the document engineers, test labs, quality managers, and buyers use to check whether equipment can resist the climate and mechanical conditions assigned to its environmental class.

What does SIST EN 300 019-2-4 V2.3.1:2013 specify?

SIST EN 300 019-2-4 V2.3.1:2013 specifies the environmental tests used to verify the required resistibility of equipment against the relevant environmental class. It is tied to the stationary-use conditions in EN 300 019-1-4 and organizes the tests by climatic class and by mechanical and earthquake conditions.

Clause / partWhat it covers
Clause 3Environmental test specifications for classes 4.1, 4.1E, 4.2L and 4.2H
Clause 3.5Mechanical tests for the same classes
Clause 4Earthquake test specification, when customer requirements call for it
Clause 5Notes that explain test choices and special cases
Annex AInformative bibliography

What are the key requirements of SIST EN 300 019-2-4 V2.3.1:2013?

SIST EN 300 019-2-4 V2.3.1:2013 assumes the equipment under test is operating throughout the stated conditions unless the product specification says otherwise. The product specification also has to define what performance is measured before, during, and after testing, and what counts as failure. That matters because the standard gives the test environment, but the product specification has to say how the product is judged.

Clause 3 and Tables 1 to 4 define the climatic test specifications for the four environmental classes. They cover cold, dry heat, temperature change, damp heat in steady and cyclic forms, rain, icing and frosting, solar radiation, chemically active substances, dust, sand, microorganisms, and rodents or insects. For a reader, this means the standard is a qualification map: you select the class and then apply the associated test set.

The air temperature notes are important for real installations. The lower or higher test temperature can change depending on solar protection, ventilation, and whether the equipment includes heating from its own enclosure. The cold and high-temperature values can also serve as start-up temperatures, but the product specification may modify them. That is useful when defining outdoor cabinets, shelters, or ventilated units.

The water and humidity notes explain why some tests are chosen and others are not. Rain uses IEC 60068-2-18 Test Rb, method 1, and the longer of the two stated durations is chosen. Some effects, such as low air pressure or the heating effect of solar radiation, are handled by the classification or by other tests instead of separate dedicated tests. This helps avoid duplicate qualification work.

Clause 3.5 defines the mechanical tests. For the main stationary-use classes, the standard uses IEC 60721-3-4 classes 4M5 and, in some cases, 4M3, together with sinusoidal vibration, random vibration, and shock. The equipment must be mounted in its in-use position and its function monitored during the test. That means the mounting and monitoring setup are part of the qualification result, not just the test machine settings.

Clause 4 adds earthquake testing when the customer specifies earthquake conditions. It begins with a vibration response investigation to find the lowest resonant frequency, then uses a time-history method with required response spectrum and Zero Period Acceleration values. The standard also allows some simplifications if the equipment shows no low-frequency resonance and already passes the relevant vibration test. In practice, this section is used when the installation site or customer contract includes seismic requirements.

What terms does SIST EN 300 019-2-4 V2.3.1:2013 define?

  • Environmental class - The class used to match equipment to a defined set of environmental conditions and test severities.
  • Characteristic severity - The environmental level that represents the class condition being addressed.
  • Test severity - The actual level used during the laboratory test.
  • Acceleration Spectral Density (ASD) - A way to describe random vibration over frequency.
  • Required Response Spectrum (RRS) - The target response spectrum used for earthquake testing.
  • Zero Period Acceleration (ZPA) - The reference acceleration level at the short-period end of the earthquake spectrum.
  • IEC class 4M5 - The mechanical severity class used for the vibration and shock tests in this document.

Who uses SIST EN 300 019-2-4 V2.3.1:2013?

This standard is used by telecommunications equipment manufacturers, environmental test laboratories, and qualification engineers who need to verify stationary equipment for non-weatherprotected locations. Quality managers use it to define acceptance criteria, and buyers or specifiers use it when writing procurement requirements for outdoor telecom equipment, cabinets, and installed systems. It is especially relevant when the product has to be tested against climate, mechanical stress, or earthquake conditions before deployment.

Which standards are used with SIST EN 300 019-2-4 V2.3.1:2013?

IEC 60721-3-4Mechanical class references used for vibration and shock
ANSI T1.0600329Earthquake time-history reference named for the seismic test

What does the SIST EN 300 019-2-4 V2.3.1:2013 document contain?

SIST EN 300 019-2-4 V2.3.1:2013 contains tables that pair environmental parameters with characteristic severities, test severities, durations, and test methods for each class. It also includes notes that explain why some conditions are tested and others are considered in design rather than in a separate test.

For earthquake qualification, the document includes a vibration response investigation, a conditioning procedure, a time-history test, and a required response spectrum figure with coordinate points in a table. Those items are the practical core of the seismic section, because they tell the test lab how to excite the specimen and what response shape to use.

EN 300 019-2-0 [3] forms a general overview of Part 2 of the present document.
The equipment under test is assumed to be in its operational state throughout the test conditions described in the present
document unless otherwise stated. The required performance before, during and after the test need to be specified in the
product specification. Input and load conditions of the equipment shall be chosen to obtain full utilization of the
equipment under test. The heat dissipation shall be maximized, except for the steady state, low temperature test, where
it shall be minimized.

EN 300 019-2-0 [i.1] forms a general overview of part 2 of this multipart deliverable.
