This document specifies the steps of the overall process of pipeline rehabilitation, comprising:
— information on strategic and tactical activities:
a) investigation and condition assessment of the existing pipeline;
b) pipeline rehabilitation planning.
— information on and requirements for operational activities:
c) project specification;
d) applications of techniques;
e) documentation of the design and application process.
Definitions and classification of families of renovation and trenchless replacement techniques are
provided, and their respective features described. Areas of application covered include underground
drainage and sewerage networks and underground water and gas supply networks.
The following aspects are not covered by the scope of this document:
— new construction provided as network extensions;
— calculation methods to determine, for each viable technique, the characteristics of lining or
replacement pipe material needed to secure the desired performance of the rehabilitated pipeline;
— techniques providing non-structural pressure pipe liners;
— techniques for local repair.
It is the responsibility of the designer to choose and design the renovation or trenchless replacement
pipeline system.

b)   Sanierungsplanung der Rohrleitung.
—   Informationen zu und Anforderungen an operative Aktivitäten:

d)   Einzusetzende Verfahren und Methoden;
e)   Dokumentation des Planungs- und Anwendungsprozesses.
Definitionen und die Klassifizierung von Technikfamilien für die Sanierung und grabenlose Erneuerung sind enthalten, einschließlich einer Beschreibung ihrer jeweiligen Merkmale. Die behandelten Anwendungs¬bereiche beinhalten erdverlegte Entwässerungs- und Abwassernetze und erdverlegte Wasser- und Gas¬versorgungsnetze.
Die folgenden Aspekte sind durch den Anwendungsbereich dieses Dokuments nicht abgedeckt:
—   Rohrleitungsneubauten zur Netzerweiterung;

Le présent document spécifie les étapes du processus global de réhabilitation des canalisations, comprenant:
—    des informations sur les activités stratégiques et tactiques:
a) inspection et évaluation de l'état de la canalisation existante;
b) planification de la réhabilitation de la canalisation.
—    informations sur les activités opérationnelles et leurs exigences:
c) spécification du projet;
d) application des techniques;
e) documentation du processus de conception et d'application.
Les définitions et la classification des familles de techniques de rénovation et de remplacement sans tranchée sont fournies, et leurs caractéristiques respectives décrites. Les domaines d'application couverts comprennent les réseaux les branchements et les collecteurs d'assainissement enterrés et les réseaux enterrés d'approvisionnement en eau et en gaz.
Les aspects suivants ne sont pas couverts par le domaine d'application du présent document:
—    nouvelle construction prévue comme extension du réseau;

Ta dokument določa korake celotnega postopka obnove cevovodov in zajema:
– informacije o strateških in taktičnih dejavnostih:
a) pregled in ocena stanja obstoječega cevovoda;
b) načrtovanje obnove cevovoda;
– informacije o operativnih dejavnostih in povezane zahteve:
c) specifikacija projekta;
d) uporaba tehnik;
e) dokumentacija postopka načrtovanja in uporabe.
Podane so definicije in klasifikacija družin tehnik za obnovo in zamenjavo brez izkopa
ter opisane so njihove ustrezne značilnosti. Področja uporabe zajemajo podzemna
omrežja za odvodnjavanje in kanalizacijo ter podzemna omrežja za oskrbo z vodo in s plinom.
Naslednji vidiki ne spadajo na področje uporabe tega dokumenta:
– nova gradnja v okviru razširitev omrežja;
– računske metode za določanje (za vsako izvedljivo tehniko) značilnosti oblog ali
nadomestnega materiala za cevi, ki je potreben za zagotovitev želene učinkovitosti obnovljenega cevovoda;
– tehnike, ki zagotavljajo nekonstrukcijske obloge cevi pod tlakom;
– tehnike za lokalna popravila.
Načrtovalec je odgovoren za izbiro in načrtovanje sistema za obnovo ali zamenjavo cevovodov
brez izkopa.

pipes, fittings and valves for the transport of fluids" in collaboration with Technical Committee CEN/TC
155 “Plastics piping systems and ducting systems” the secretariat of which is held by NEN.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by August 2022, and conflicting national standards shall
be withdrawn at the latest by August 2022.

Subcommittee SC 8, Rehabilitation of pipeline systems, in collaboration with the European Committee for
Standardization (CEN) Technical Committee CEN/TC 155, Plastics piping systems and ducting systems, in
accordance with the Agreement on technical cooperation between ISO and CEN (Vienna Agreement).
This third edition cancels and replaces the second edition (ISO 11295:2017), which has been technically
revised.
The main changes compared to the previous edition are as follows:
— Title is renewed from “Classification and information on design and applications of plastics piping
systems used for renovation and replacement” to “Plastics piping systems used for the rehabilitation of
pipelines — Classification and overview of strategic, tactical and operational activities”;
— Clause 5 has been added, describing the whole process of pipeline rehabilitation with references to
the other clauses for further details;
— Clause 6 has been added, dealing with the strategic and tactical activities necessary to decide
whether to rehabilitate; parts of the content of the former Clause 8 are included in this new clause;
— Former Clauses 5, 6 and 7 have been combined into Clause 7 with largely unchanged content;
— Clause 8 has been added, outlining the further tactical and operational steps needed to specify the
rehabilitation project; parts of the content of the former Clauses 8 and 9 are included;
— Clause 9 still covers installation aspects but has been revised to include content on acceptance
control.

Introduction
Pipeline systems are continuously required to satisfy physical, chemical, biochemical and biological
demands. These demands depend on planning, material, construction, type and period of use.
When pipeline systems become operational, they constitute a valuable asset to the network owner,
requiring adequate management, including monitoring the performance of the pipeline system. For
general guidelines and requirements on asset management, ISO 55000, ISO 55001 and ISO 55002 are
applicable.
For the specific case of pipelines for water supply and wastewater collection, detailed information on
the overall management of the networks is provided by ISO 24516-1 and ISO 24516-3.
In the case of loss of performance of a pipeline system, reactive measures initially focus on improving
regular maintenance procedures, including cleaning. In case of deterioration or other serious defects,
more stringent measures to rehabilitate the pipeline become necessary.
Rehabilitation is carried out when there is a need to restore or upgrade the performance of a
pipeline system. Rehabilitation can consist of repair, renovation or replacement. In recent years, the
rehabilitation of pipeline systems has become increasingly important and will continue to be so.
This document provides information on the design process when considering rehabilitation of an
existing pipeline, in order of sequence:
a) investigation and assessment of the deficiencies of current performance of the existing pipeline;
b) determination of viable options, based on performance criteria and process-related factors;
c) specification of the selected type of technique and the required pipe material;
d) the installation;
e) testing the performance.
The techniques used for the renovation and trenchless replacement of existing pipelines are classified
in technique families and the typical characteristics of each are described in general terms.

This document was prepared by ISO/TC 138 Plastics pipes, fittings and valves for the transport of fluids,
Subcommittee SC 8, Rehabilitation of pipeline systems.
This third edition cancels and replaces the second edition (ISO 11295:2017), which has been technically
revised, to now sequentially cover all steps in process of design of pipeline rehabilitation.

This edition includes the following significant changes with respect to the previous edition:
— Title is renewed from “Classification and information on design and applications of plastics piping
systems used for renovation and replacement” to “Plastics piping systems used for the rehabilitation of
pipelines — Classification and overview of strategic and operational activities”;
— Clause 5 is new and describes the whole process of pipeline rehabilitation with references to the
other clauses for further details;
— Clause 6 is new and deals with the strategic activities to possibly come to the decision to rehabilitate;
parts of the content of the former Clause 8 are included;
— Clause 7 is a contraction of the former Clauses 5, 6 and 7, with largely unchanged content;
— Clause 8 is new and handles further strategic activities needed to specify the rehabilitation project;
parts of the content of the former Clauses 8 and 9 are included;
— Clause 9 still covers installation aspects but is revised and content on acceptance control is
included now.

Introduction
Pipeline systems are continuously required to satisfy physical, chemical, biochemical and biological
demands. These demands depend on planning, material, construction, type and period of use.
When pipeline systems become operational, they constitute a valuable asset to the network owner,
requiring adequate management. For general guidelines and requirement on asset management,
[28] [29] [30]
ISO 55000 , ISO 55001 and ISO 55002 are applicable.
For pipeline systems in particular, proper pipeline system management has to be put in place, including
monitoring the performance of the pipeline system.
For the specific case of pipelines for water supply and wastewater collection, detailed information on
[25] [26]
the overall management of the networks is provided by ISO 24516-1 and ISO 24516-3 .
In case a malfunctioning of a pipeline system is recognized, reactive measures initially focus on
improving regular maintenance procedures, including cleaning. In case of deterioration or other serious
defects, more stringent measures to rehabilitate the pipeline become necessary.
Rehabilitation is carried out when there is a need to restore or upgrade the performance of a
pipeline system. Rehabilitation can consist of repair, renovation or replacement. In recent years, the
rehabilitation of pipeline systems has become increasingly important and will continue to be so.
This document provides information on the design process when considering rehabilitation of an
existing pipeline, in order of sequence:
a) investigation and assessment of the deficiencies of current performance of the existing pipeline;
b) determination of viable options, based on performance criteria and process-related factors;
c) specification of the selected type of technique and the required pipe material;
d) the installation;
e) testing the performance.
The techniques used for the renovation and trenchless replacement of existing pipelines are classified
in technique families and the typical characteristics of each is described in general terms.

Plastics piping systems used for the rehabilitation of

1 Scope
This document sets out the steps of the overall process of pipeline rehabilitation, comprising:
— Information on strategic activities:
a) Investigation and condition assessment of the existing pipeline;
b) Pipeline rehabilitation planning;
c) Project specification.
— Information on and requirements for operational activities:
d) Application of techniques;
e) Documentation of the design and application process.
Definitions, classification and description of families of renovation and trenchless replacement
techniques are provided, including their areas of application such as underground drainage and
sewerage networks and underground water and gas supply networks.
NOTE 1 The following aspects are not covered by the scope of this document:
— new construction provided as network extension;
— calculation methods to determine, for each viable technique, the characteristics of lining or replacement pipe
material needed to secure the desired performance of the rehabilitated pipeline;
— techniques for local repair.
NOTE 2 It is the responsibility of the designer to choose and design the renovation or trenchless replacement
pipeline system.
