Machines for road surface cleaning - Safety requirements
This standard applies to road surface cleaning machines, which are defined in clause 3. The equipment would normally be mounted to a proprietary vehicular truck chassis or combined with its own chassis construction and propulsion system, in both cases to form an integral unit. Directives and standards for the vehicular truck chassis aspect, termed "Base Vehicles" in this standard, would be those relative to that equipment, even where specific modifications have been made to realise the road surface cleaning application.

1 Anwendungsbereich
Diese Europäische Norm bezieht sich auf Maschinen zur Straßenreinigung, die unter Abschnitt 3
definiert sind. Normalerweise ist eine Maschine zur Straßenreinigung auf ein Trägerfahrzeug (z.B.
LKW, Traktor, Baumaschinen und Flurförderzeuge) aufgebaut. Ebenfalls möglich ist der Aufbau einer
Maschine zur Straßenreinigung auf einem speziell konstruierten Fahrgestell- und Antriebssystem. In
jedem Fall bilden Aufbau und Fahrgestell eine Einheit. Richtlinien und Normen des Fahrzeugbaues
sind bindend, auch wenn spezielle Anpassungen zum Aufbau einer Maschine zur Straßenreinigung
erforderlich sind. Für die Teilnahme am öffentlichen Straßenverkehr gelten die nationalen Vorschriften.
Diese Europäische Norm behandelt alle anhand einer Risikobeurteilung festgestellten signifikanten
Gefährdungen, die von Maschinen zur Straßenreinigung ausgehen, wenn sie bestimmungsgemäß
entsprechend den Empfehlungen des Herstellers verwendet werden. Diese Europäische Norm
behandelt nicht signifikante Gefährdungen bezüglich Lärm und elektromagnetischer Verträglichkeit
(EMV). Diese Europäische Norm spezifiziert nur die entsprechenden technischen Maßnahmen zur
Beseitigung oder Verminderung der Risiken, die von den signifikanten Gefährdungen beim Einsatz ,
der Einstellung, der Be-und Entladung und der Wartung der Maschine ausgehen.
Diese Europäische Norm behandelt nicht die technischen Anforderungen an Trägerfahrzeuge (z.B.
LKW) und Sonderkonstruktionen. Diese werden in Richtlinien zum Fahrzeugbau abgehandelt. An- und
Aufbauwechselsysteme z.B. für Wechselbehälter sind in anderen Normen geregelt.
Diese Europäische Norm gilt nicht für ?Maschinen für den Straßenbetriebsdienst" nach prEN 13524:1999
(z.B. Vorbaukehrmaschinen)
Maschinen oder Komponenten, die ausschließlich für die Reinigung von Gleiskörpern konstruiert sind,
werden in dieser Europäischen Norm nicht behandelt.
Machines de nettoiement des chaussées - Exigences de sécurité
1 Domaine d'application
La présente norme s'applique aux machines de nettoiement des chaussées telles que définies a l'article 3. L'équipement est en général monté sur un châssis de véhicule porteur (par exemple camion, tracteur, engin de terrassement et équipement mobile de manutention industrielle). Il est également possible de monter une machine de nettoiement des chaussées sur son propre châssis et son propre systeme de propulsion. Dans tous les cas, la machine et son châssis forment une unité. Les directives et les normes relatives au châssis porteur, appelé "Véhicule de base" dans cette norme, seront celles relatives a cet équipement, meme lorsque des modifications spécifiques ont été faites pour satisfaire l'application de nettoiement des chaussées. L'utilisation sur les routes publiques est régie par les codes nationaux.
Cette norme traite tous les phénomenes dangereux significatifs identifiés lors de l'estimation du risque comme étant spécifiques aux machines de nettoiement des chaussées lorsqu'elles sont utilisées normalement et dans les conditions prévues par le fabriquant. La présente norme ne traite pas des phénomenes dangereux significatifs associés au bruit et a la CEM (Compatibilité Electromagnétique). La présente norme européenne ne spécifie que les mesures techniques appropriées pour éliminer ou réduire les risques engendrés par les phénomenes dangereux significatifs associés au fonctionnement de la machine, sa mise en service et son réglage, son déchargement et sa maintenance réguliere.
La présente norme européenne ne comprend pas les véhicules porteurs (par exemple camion) ou des constructions a l'unité. Ceux-ci sont du ressort des directives pour la fabrication des véhicules. Les systemes d'équipement démontables (par exemple cuves démontables) sont spécifiés dans d'autres normes.

Foreword
This European Standard has been prepared by Technical Committee CEN/TC 151 "Construction equipment
and building material machines - Safety", the secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by publication of an identical
text or by endorsement, at the latest by August 2001, and conflicting national standards shall be withdrawn at
the latest by August 2001.
This European Standard has been prepared under a mandate given to CEN by the European Commission and
the European Free Trade Association, and supports essential requirements of EU Directive(s).
For relationship with EU Directive(s), see informative Annex ZA, which is an integral part of this standard.
Annex A is informative and contains "Terminology";

0 Introduction
This European Standard is a Type C-standard as stated in EN 292.
The machinery concerned and the extent to which hazards are covered are indicated in the scope of this
standard.
1 Scope
This European Standard applies to road surface cleaning machines, which are defined in clause 3. The
equipment would normally be mounted on a carrier vehicle (e.g. truck, tractor, construction machinery and
mobile industrial handling equipment). It is also possible to mount a road surface cleaning machine on its own
chassis construction and propulsion system. In all cases the machine and chassis form an integral unit.
Directives and standards for the vehicular truck chassis aspect, termed 'carrier vehicle' in this standard, would
be those relative to that equipment, even where specific modifications have been made to realize the road
surface cleaning application. The use in public road traffic is governed by the national regulations.
This European Standard deals with all significant hazards identified through a risk assessment pertinent to
road surface cleaning machines when they are used as intended and under the conditions foreseen by the
manufacturer. This European Standard does not deal with significant hazards associated with noise and EMC.
This European Standard only specifies the appropriate technical measures to eliminate or reduce risks arising
from the significant hazards associated with machine operation, setting and adjustments, load discharge and
routine maintenance.
This European Standard does not include requirements for the carrier vehicles (e.g. truck) or special
constructions. These are covered in directives related to the construction of vehicles. Demountable bodywork
systems (e.g. demountable containers) are specified in other standards.
This European Standard does not apply to road surface cleaning machines such as front mounted tractor
brooms according to prEN 13524:1999
This European Standard does not apply to machines or components that are specifically designed for cleaning
tram-lines and rail tracks.
This European Standard does not deal with the risks associated with the operation of machines in potentially
explosive atmospheres.

3 Terms and definitions
For the purposes of this European Standard the terms and definitions stated in EN 1070:1998 apply.
Additional terms and definitions specifically needed for this European Standard are added below:

road surface cleaning machines
machines for removal of spoil on traffic areas, where the machines are permanently fixed or demountable from
a carrier vehicle or specially designed chassis (see annex A).
Road surface cleaning machines are equipped with sweep gear to scarify debris. The sweepings maybe
collected by the machine and conveyed into a hopper.

machine, that may be demounted from and remounted to the carrier vehicle.

sweep gear
collective name for all components that perform the cleaning function such as brushes, brooms, pneumatic
and/or mechanical conveyance equipment, flushing and high pressure washer equipment.

pick-up system
means for conveying the sweepings into the hopper.

traffic area
paved areas on which there is vehicular and/or pedestrian traffic. Not included are rail tracks which are solely
for rail-mounted traffic, as well as traffic areas inside buildings and underground.
