Plastic films for electrical purposes - Part 3:Specifications for individual materials - Sheet 3: Polycarbonate (PC) films used for electrical insulation (IEC 60674-3-3:2023)
IEC 60674-3-3: 2023 gives the requirements for polycarbonate films used for electrical insulation. Materials which conform to this specification meet established levels of performance. However, the selection of a material by a user for a specific application can be based on the actual requirements necessary for adequate performance in that application and not based on this specification alone. Safety warning: It is the responsibility of the user of the methods contained or referred to in this document to ensure that they are used in a safe manner. This second edition cancels and replaces the first edition published in 1992. This edition constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition:
a) the title of the standard has been changed to unify the name within the IEC 60674 series;
b) update of the normative references.

a) le titre de la norme a été modifié pour harmoniser l'intitulé de la série IEC 60674;
b) les références normatives ont été mises à jour.

Overview
EN IEC 60674-3-3:2023 (also published as IEC 60674-3-3:2023) specifies requirements for polycarbonate (PC) films used for electrical insulation. This second edition (2023) supersedes the 1992 edition and constitutes a technical revision that unifies the IEC 60674 series title and updates normative references. The standard defines how PC insulating films are classified, designated, dimensioned and tested to meet established performance levels. It also includes a user safety warning and reminds users that material selection must be driven by actual application requirements, not the specification alone.
Key topics and technical requirements
- Scope and purpose: Requirements specifically for polycarbonate films intended for electrical insulation applications.
- Classification and designation: Rules for identifying film types and thickness ranges so suppliers and users can communicate consistently.
- Dimensions: Requirements and tolerances for film thickness, width, and roll length/diameter.
- Material properties: Specified properties are divided into:
- Properties not dependent on thickness (e.g., material identity, colour designation references).
- Properties dependent on thickness (mechanical/electrical characteristics that scale with film thickness).
- Electrical performance: Defined AC and (where applicable) DC electric strength tests and criteria, and assessment of electrical weak spots for dedicated types.
- Thermal and fire behaviour: Thermal endurance conditions and burning characteristics required for safe use in electrical assemblies.
- Roll and handling characteristics: Requirements for windability (bias/camber and sag), acceptable joins, roll core specifications and allowable differences between film and roll widths.
- Normative references: Aligns with Part 1 (definitions), Part 2 (methods of test), and other international standards referenced within the document.
Applications and practical value
- Provides a common baseline for manufacturers, test laboratories, procurement teams and design engineers specifying or qualifying polycarbonate insulating films for electrical equipment.
- Useful when specifying films for insulating components or assemblies where consistent electrical, thermal and handling performance is required.
- Helps suppliers demonstrate conformity and enables purchasers to compare materials against standardized tests and requirements.
Who should use this standard
- Film and polymer manufacturers
- Electrical insulation material engineers
- Test laboratories and quality assurance teams
- Product designers, procurement and compliance professionals in electrical/electronic industries

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence between
any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
members of its technical committees and IEC National Committees for any personal injury, property damage or
other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
Publications.
