kSIST FprEN 13953:2026 is a SIST draft European standard for spring loaded pressure relief valves (PRVs) used on transportable refillable LPG cylinders. It specifies design, testing, marking, and documentation requirements for cylinders with water capacity from 0,5 l up to and including 150 l, whether the PRV is a separate device or an integral part of a cylinder valve.

What does kSIST FprEN 13953:2026 specify?

kSIST FprEN 13953:2026 specifies the requirements for PRVs intended to protect LPG cylinders from overpressure. It covers the valve itself, how it is tested, how it is marked, and what records are needed to show conformity.

The document is organized into clauses 1 to 11, with four annexes. Clause 1 gives the scope, clause 2 lists normative references, clause 3 defines terms, clauses 4 to 6 cover operating conditions, materials, and design, clauses 7 to 11 cover type testing, production testing, marking, and documentation.

AnnexWhat it covers
Annex AGraphical terms used with PRVs
Annex BSpecial low temperature requirements for PRVs
Annex CSizing of PRVs for LPG cylinders
Annex DProduction testing

What are the key requirements of kSIST FprEN 13953:2026?

kSIST FprEN 13953:2026 sets requirements for operating temperature, material compatibility, design features, and test performance. In practice, a valve designer or buyer needs to check that the valve can survive the intended LPG service conditions and pass the specified tests before it is accepted for use.

Operating conditions

Clause 4 requires PRVs to be suitable for at least -20 °C and up to 65 °C. For parts of Europe with more severe conditions, the design must also be suitable for -40 °C and meet Annex B.

This matters because the valve has to open and reseat correctly across the expected service temperature range. If the cylinder or the integral cylinder valve is intended for -40 °C service, the PRV must also be designed and tested for that temperature.

Materials and compatibility

Clause 5 requires all materials in contact with LPG to be compatible with LPG under normal operating conditions, and metallic and non-metallic materials must meet the relevant compatibility standards. Springs must be stainless steel with the specified chromium and nickel content, and rubber materials in contact with LPG must meet EN 549, with the document allowing a different mass change limit for immersion testing.

This matters because material choice affects leakage, corrosion, embrittlement, swelling, and long-term reliability. The clause also sets practical limits on brass types, cold drawn brass use, surface defects, and the use of lubricants, sealants, and adhesives.

Design features

Clause 6 requires PRVs on cylinders above 7,5 l water capacity to operate with pop action. It also requires the design to preserve performance after fitting, secure the sealing element, prevent tampering with settings, and provide suitable protection against foreign matter where needed.

For service use, this means the valve must open sharply at the set pressure, stay secure in operation, and still function after installation. Clause 6 also requires the nominal discharge capacity to be calculated according to Annex C, and the nominal set pressure to be within the stated pressure range chosen by the manufacturer.

Threads and springs

Clause 6 requires end connections for direct fitting into cylinders to use either a taper thread or a parallel thread with a sealing and securing method. If the PRV is used with a vent extension or discharge pipe, the body must be constructed to allow that connection.

Springs must be designed in accordance with EN 13906-1. If compression would exceed the permitted torsional stress, stops must be provided, and the spring ends must be closed, ground, and square to the axis.

Type testing

Clause 7 requires type testing in a defined sequence, using air or nitrogen unless otherwise stated. The tests include dimensional checks, hydraulic pressure proof, leak tightness, start to discharge pressure, discharge capacity and reseat pressure, endurance, and visual inspection.

The practical outcome is that a valve design is qualified only if it passes the full sequence. The document also limits measurement error, defines when redesign needs repeat testing, and requires new type approval if the nominal set pressure changes by more than 10 % without component changes.

Performance limits and acceptance

Clause 7 sets the key pass/fail criteria. The start to discharge pressure must stay within ±15 % of the nominal set pressure, the reseat pressure must be at least 70 % of the nominal set pressure, and leak tightness must stay within the stated leakage limit.

After 10 endurance cycles, the valve still has to meet the same pressure limits. A visual inspection after dismantling rejects damage, deformation, excessive wear, or cracks that affect normal operation.

Marking, documentation, and production testing

Clauses 9 to 11 require production testing, body marking, and technical documentation. Marking includes the manufacturer, type number, date code, nominal set pressure, nominal discharge capacity, and in some cases the “-40 °C” mark and “EN 13953” or “EN”.

Documentation must include drawings, material specifications, certificates, dimensions, tolerances, fitting information, intended use, and material suitability evidence. This is the evidence pack a manufacturer or inspector uses to show the PRV design and production are under control.

What terms does kSIST FprEN 13953:2026 define?

kSIST FprEN 13953:2026 defines the terms needed to specify and test PRVs consistently.

  • Liquefied petroleum gas (LPG) - a low pressure liquified gas made mainly of propane, propene, butane, butane isomers, and butene, assigned to the listed UN numbers.
  • Pressure relief valve (PRV) - a self-closing valve that automatically discharges vapour at a predetermined pressure.
  • Nominal set pressure - the pressure at which the PRV is set to begin discharging.
  • Start to discharge pressure - the inlet pressure at which a steady stream of bubbles first appears through the test seal.
  • Pop action - rapid opening of the valve so it becomes fully open.
  • Reseat pressure - the inlet pressure at which the sealing element seals again after pop action.
  • Discharge capacity - the capacity at flow rating pressure, expressed as free air at STP.
  • Standard temperature and pressure (STP) - 15,6 °C and 1,013 bar absolute.

Who uses kSIST FprEN 13953:2026?

kSIST FprEN 13953:2026 is used by PRV manufacturers, cylinder valve manufacturers, design engineers, and test laboratories working on LPG equipment. It is also relevant to quality managers, conformity assessment staff, and buyers who need to specify or verify valve performance.

The standard is focused on transportable refillable LPG cylinders and their valves, so it is especially relevant in the LPG cylinder, transportable pressure equipment, and gas equipment sectors. It is also used where a PRV is integral with a cylinder valve or fitted as a separate device.

What changed in kSIST FprEN 13953:2026 from the previous edition?

kSIST FprEN 13953:2026 supersedes EN 13953:2020. The European foreword lists these major changes:

Introduction
This document calls for the use of substances and procedures that may be injurious to health and/or the
environment if adequate precautions are not taken. It refers only to technical suitability. It does not
absolve the user from their legal obligations at any stage.
Protection of the environment is a key political issue in Europe and elsewhere around the world.
Protection of the environment in this document is understood in a very broad sense. The phrase is used,
for example, in relation to the total life-cycle aspects of a product on the environment, including
expenditure of energy, and during all phases of its existence, from mining of raw materials, to fabrication,
packaging, distribution, use, scrapping, recycling of materials, etc.
It is essential that provisions be restricted to a general guidance. Limit values are specified in national
laws.
Protection of the environment is a key political issue in Europe and elsewhere, for CEN/TC 286 this is
covered in CEN/TS 16765 [2] and this Technical Specification should be read in conjunction with this
document.
It has been assumed in the drafting of this document that the execution of its provisions is entrusted to
appropriately qualified and experienced people.
All pressures are gauge pressures unless otherwise stated.
In this document, the unit bar is used due to its universal use in the field of technical gases. However, it is
to be noted that bar is not an SI unit, and that the corresponding SI unit for pressure is Pa (1 bar = 10
5 2
Pa = 10 N/m ).
NOTE This document requires measurement of material properties, dimensions and pressures. All such
measurements are subject to a degree of uncertainty due to tolerances in measuring equipment, etc. It can be
beneficial to refer to the leaflet “measurement uncertainty leaflet” SP INFO 2000 27 [3].
