M/427 - Cigarettes lighters
Standardisation mandated to CEN relative to child resitance requirements for cigarette lighters
The European Commission issued Mandate M/427 to CEN to develop standards concerning child resistance requirements for cigarette lighters. This mandate aims to ensure that cigarette lighters are designed and manufactured in a way that reduces the risk of children accidentally igniting them. The task involves establishing safety criteria and test methods to enhance child protection. The mandate's approval or disapproval decision is based on input from CEN Technical Committee 33, which is responsible for related safety standards. This initiative supports regulatory efforts to improve product safety and prevent accidents involving children and cigarette lighters within the European Union.
Purpose
The mandate M/427 directs the European Committee for Standardisation (CEN) to develop standards related to child resistance requirements for cigarette lighters. The main aim is to establish safety criteria that prevent children from easily igniting cigarette lighters, thereby reducing risks of fire-related accidents involving children.
Standardisation request
CEN is requested to create and define technical specifications and testing methods ensuring cigarette lighters meet defined child resistance standards. The mandate references CEN Technical Committee 33 (CEN/TC 33) as the responsible body for drafting and implementing these standards.
Expected deliverables
The expected outputs include:
- A European standard detailing child resistance requirements for cigarette lighters.
- Test procedures to assess the compliance of cigarette lighters with these child safety standards.
- Guidelines for manufacturers to design lighters that incorporate effective child-proof mechanisms.
Context
Cigarette lighters are common household items that pose significant safety risks to children if not properly safeguarded. This mandate aligns with public safety objectives within the European Union by ensuring product safety standards are harmonised and rigorously enforced. The involvement of CEN/TC 33, specialized in lighters and similar products, ensures technical expertise in developing appropriate safety requirements.
The standardisation work covers child resistance requirements for cigarette lighters, focusing on ensuring that these lighters are designed and manufactured to prevent access and use by children. This involves developing safety standards specific to cigarette lighters within the scope of child resistance.

This European Standard specifies safety requirements for lighters. These requirements are intended to make the lighters subject to the standard's provisions resistant to successful operation by children younger than 51 months.
This European Standard is applicable to lighters, as defined in 3.1, which use, as fuel, butane, isobutane, propane, or other liquefied hydrocarbon, or a mixture containing any of these, whose vapour at 24 °C exceeds a gauge pressure of 103 kPa.
This European standard does not apply to:
a) matches or any other lighting device intended primarily for igniting materials other than smoking materials, such as fuel for fireplaces, or for charcoal, or gas-fired grills;
b) refillable lighters for which producers provide on request to the competent authorities the necessary documentation substantiating that the lighters are designed, manufactured and placed on the market such as to ensure a continual expected safe use over a lifetime of at least five years, subject to repair, and which fulfil in particular all of the following requirements:
1) a written guarantee from the producer of at least two years for each lighter, in accordance with Directive 1999/44/EC of the European Parliament and of the Council;
2) the practical possibility to be repaired and safely refilled over the entire lifetime, including in particular a repairable ignition mechanism;
3) parts that are not consumable, but are likely to wear out or fail in continual use after the guarantee period, are accessible for replacement or repair by an authorised or specialised after-sales service centre based in the European Union.

A European Standardization Mandate is a formal request from the European Commission to the European Standardization Organizations (CEN, CENELEC, and ETSI) to develop European standards (ENs) in support of EU legislation and policies. Mandates are issued under Regulation (EU) No 1025/2012 and help ensure that products and services meet the essential requirements set out in EU directives and regulations.
M/427 is a European Standardization Mandate titled "Standardisation mandated to CEN relative to child resitance requirements for cigarette lighters". Standardisation mandated to CEN relative to child resitance requirements for cigarette lighters There are 6 standards developed under this mandate.
Standards developed in response to a mandate and cited in the Official Journal of the European Union become "harmonized standards". Products manufactured in compliance with harmonized standards benefit from a presumption of conformity with the essential requirements of the corresponding EU directive or regulation, facilitating CE marking and market access across the European Economic Area.
