Standard Specification for Low and Intermediate Tensile Strength Carbon Steel Plates

ABSTRACT
This specification covers four grades of carbon steel plates of structural quality for general application. Steel samples shall be melt processed by either open-hearth, basic-oxygen, or electric furnace. Heat and product analysis shall be performed wherein steel materials shall conform to required chemical compositions of carbon, manganese, phosphorus, sulfur, silicon, and copper. Steel specimens shall also undergo tensile tests and shall conform to required values of tensile strength, yield point, and elongation.
SCOPE
1.1 This specification2 covers two grades (C and D) of carbon steel plates of structural quality for general application.
1.2 When the steel is to be welded, a welding procedure suitable for the grade of steel and intended use or service is to be utilized. See Appendix X3 of Specification A6/A6M for information on weldability.
1.3 The values stated in either inch-pound units or SI units are to be regarded separately as standard. Within the text, the SI units are shown in brackets. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in non-conformance with the standard.
1.4 For plate produced from coil and furnished without heat treatment or with stress relieving only, the additional requirements, including additional testing requirements and the reporting of additional test results, of Specification A6/A6M apply.
1.5 This specification contains notes or footnotes, or both, that provide explanatory material. Such notes and footnotes, excluding those in tables and figures, do not contain any mandatory requirements.
1.6 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Overview

ASTM A283/A283M-24: Standard Specification for Low and Intermediate Tensile Strength Carbon Steel Plates is a widely recognized international standard developed by ASTM International. This specification details requirements for carbon steel plates of structural quality with low and intermediate tensile strengths, suitable for various general applications. It covers two grades, C and D, and outlines specific criteria for chemical composition, mechanical properties, manufacturing processes, and subsequent testing.

This standard supports consistent quality and safety in steel production and utilization, aligning with global principles set by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Key Topics

  • Grades Covered:

    • Grade C and Grade D carbon steel plates
  • Applications:

    • General structural use in building, bridges, and construction projects where moderate strength requirements are needed
  • Manufacturing Processes:

    • Steel must be produced using basic-oxygen or electric-furnace processes
    • The steel must be killed (fully deoxidized)
  • Chemical Composition:

    • Maximum limits for carbon, manganese, phosphorus, and sulfur
    • Silicon and copper requirements based on plate thickness and specification
  • Mechanical Properties:

    • Mandatory tensile strength, yield point, and elongation values for each grade
  • Testing and Analysis:

    • Mandatory heat and product analyses to ensure compliance with chemical requirements
    • Tensile tests to confirm mechanical properties
  • Coil Processing:

    • Additional requirements for plates produced from coil and furnished without heat treatment or with only stress relieving
  • Units of Measure:

    • The specification is presented in both inch-pound and SI units, with each system considered standard, but not interchangeable

Practical Applications

ASTM A283/A283M-24 provides clear guidance for the use of low and intermediate tensile strength carbon steel plates in general structural applications. Typical applications include:

  • Structural steel fabrication: Ensures consistency in basic building components, such as beams, columns, and plates used in construction and bridgeworks
  • Civil engineering projects: Provides reliable material for non-critical infrastructure where high tensile strength is not the primary requirement
  • Shipbuilding and rolling stock: Frequently used in areas where moderate mechanical properties are adequate
  • Manufacturing pressure vessels: Applicable when ASME code references Specification SA-283/SA-283M for compliant materials

By following this standard, manufacturers, fabricators, and specifiers assure material quality, consistency, and conformance to international expectations, reducing risks and streamlining procurement.

Related Standards

When utilizing or referencing ASTM A283/A283M-24, consider the following related standards for comprehensive compliance:

  • ASTM A6/A6M: General Requirements for Rolled Structural Steel Bars, Plates, Shapes, and Sheet Piling - covers general delivery, testing, and certification requirements for structural steel products.
  • ASME SA-283/SA-283M: Specification used for pressure vessel code applications, harmonized with ASTM A283/A283M.
  • Other structural plate standards: Such as ASTM A36/A36M for higher strength grades or different mechanical property requirements.

Adhering to ASTM A283/A283M-24 aids stakeholders in achieving reliable performance and international acceptance in engineering and structural steel plate applications.
