Standard Specification for Reinforced Liquid Coating Encapsulation Products for Leaded Paint in Buildings

ABSTRACT
This specification covers minimum material performance requirements and laboratory test procedures for reinforced liquid coating encapsulation products (single- or multiple-coat systems) for leaded paint in buildings. It applies to any liquid-applied product incorporating reinforcement materials as part of the system. Reinforcement materials are continuous fabric or mesh and are applied in the field. These materials are typically applied between a base and top coat. These products are used to encapsulate a leaded paint surface with the intent of reducing human exposure to lead in paint. These are classified into three types which are Type I which are encapsulation products are intended for interior use, Type II which are encapsulation products intended for exterior use, and Type III which defines encapsulation products intended for either interior or exterior use. Different tests shall be conducted in order to determine the following performance properties for reinforced liquid coating encapsulation products such as impact resistance, adhesion, dry abrasion resistance, water vapor transmission, water resistance, chemical resistance, surface burning characteristics, volatile organic compound content, weathering, aging, scrub resistance, mildew resistance, paint ability and repairability. Testing conducted shall be performed on the entire encapsulation product system, whether single or multiple coat, as applied in the field, except for scrub resistance, volatile organic compound (VOC) content, and permeability, which are performed on the top coat only.
SCOPE
1.1 This specification covers minimum material performance requirements and laboratory test procedures for reinforced liquid coating encapsulation products (single- or multiple-coat systems) for leaded paint in buildings. Performance properties addressed in this specification are:

1.2 This specification does not address the selection of an encapsulation product for specific use conditions. Specific use conditions may require performance values other than those stated in this specification. See Guide E 1796 for guidance.
1.3 This specification complements Specification E 1795 for non-reinforced liquid coating encapsulation products.
1.4 This specification does not cover the use of encapsulation products on industrial steel structures nor residential exterior coated metal surfaces because no corrosion control requirements are included.
1.5 This specification applies to any liquid-applied product incorporating reinforcement materials as part of the system. SIGNIFICANCE AND USE
5.1 This test method may be used for quantitative determinations of Pb in painted and unpainted articles such as toys, children’s products, and other consumer products. Typical test time for quantification of Pb in homogenous samples is 1 to 3 min; and typical test time for quantification of Pb in paint is 4 to 8 min.
SCOPE
1.1 This test method uses energy dispersive X-ray fluorescence (EDXRF) spectrometry for detection and quantification of lead (Pb) in paint layers, similar coatings, or substrates and homogenous materials. The following material types were tested in the interlaboratory study for this standard test method: ABS plastic, polyethylene, polypropylene, PVC, glass, zinc alloy, wood, and fabric.  
1.2 This technique may also be commonly referred to as High Definition X-ray Fluorescence (HDXRF) or Multiple Monochromatic Beam EDXRF (MMB-EDXRF).  
1.3 This test method is applicable for the products and materials described in 1.1 for a Pb mass fraction range of 14 to 1200 mg/kg for uncoated samples and 30 to 450 mg/kg for coated samples, as specified in Table 1 and determined by an interlaboratory study using representative samples  
1.4 Ensure that the analysis area of the sample is visually uniform in appearance and at least as large as the X-ray excitation beam at the point of sample excitation.  
1.5 For coating analysis, this test method is limited to paint and similar coatings. Metallic coatings are not covered by this test method.  
1.6 X-ray Nomenclature—This standard names X-ray lines using the IUPAC convention with the Siegbahn convention in parentheses.  
1.7 There are no known ISO equivalent methods to this standard.

Standard Test Method for Identification and Quantification of Lead in Paint and Similar Coating Materials using Energy Dispersive X-ray Fluorescence Spectrometry (EDXRF)

SIGNIFICANCE AND USE
5.1 This test method provides for analysis of Pb in applied paint using measurement times on the order of several minutes. It can be used to determine whether the sample of applied paint has an areal mass of Pb either substantially less than a specification limit, and therefore does not exceed it, or substantially above the specified limit, and therefore exceeds it.  
5.2 If the value obtained with this test method falls close to a specification limit, a more precise test method may be required to positively determine whether Pb content does or does not exceed the specified limit.
SCOPE
1.1 This test method describes an energy dispersive X-ray fluorescence (EDXRF) procedure for determining the areal mass of Pb in mass per unit area in paint and similar coatings on common substrates of toys and consumer products, such as plastic, wood, steel, aluminum, zinc alloys or fabric.  
1.2 This test method is applicable for homogeneous, single layer paint or similar coatings. The method does not apply to metallic coatings.  
1.3 This test method is applicable for a range of Pb mass per unit area from 0.36 μg/cm2 to approximately 10 μg/cm2 for Pb in paint and similar coatings applied on common substrates. The lower limit of this test method is between 0.36 and 0.75 μg/cm2 depending on the nature of the substrate. Based on the results obtained during the interlaboratory study (ASTM Report F40-1004), it is estimated that the applicable range of this method can be extended up to 50 μg/cm2.

Standard Test Method for High-Shear Viscosity Using a Cone/Plate Viscometer

SIGNIFICANCE AND USE
4.1 The viscosity value obtained by this test method gives information about the flow properties of the material under high-shear conditions similar to those encountered during application: brushing (see Test Method D4958), spraying, electrostatic disk, or roll coating.  
4.2 This test method is suitable for all paints and varnishes whether they are Newtonian in behavior or not. However, due to the narrow gap between the stationary and rotary parts of high-shear viscometers, this test method is more reproducible for paints having finer pigment dispersions as determined by Test Method D1210.
SCOPE
1.1 This test method covers the determination of the viscosity of paints, varnishes, and related products at a rate of shear of 12 000 s−1.  
1.2 Paints and varnishes that dry very rapidly may not give reproducible results with this test method. Measurements made at elevated temperatures may also give poor precision due to loss of volatiles and to drying.

4.1 Surfactant staining is a common problem with exterior house paints, particularly when subjected to humid environments (such as morning dew) shortly after application.

Such exposure testing is valuable for the verification of the performance of automotive coatings and correlation with laboratory test data. Vehicle service exposure is intended to provide short term (2 to 20 weeks) exposure to the stress factors associated with vehicle operation. Factors included are scratch, mar, impact, stone chipping, insect impact, bird dropping, tree sap and staining, environmental fallout, etc.
Note 1: Vehicle service exposure is not intended to provide the conditions that are needed for characterizing the long term effects of weathering or corrosion exposure.  
1.2 The exposure conditions are produced by the placement of multiple test panels of automotive finishes on automotive test fleets that traverse a defined road course. Exposure to the operating environment can be 20 h/day, 7 days/week allowing for accumulation of over 100 000 miles in 10 weeks of exposure.
