Overview - EN 15378-1:2018 (SIST)
EN 15378-1:2017 (EN 15378-1:2017) is a European standard for the energy performance of buildings focused on the inspection of boilers, heating systems and domestic hot water (DHW). It defines inspection procedures and assessment methods (Modules M3-11 and M8-11) for existing heat generators and accessible parts of heating systems to support energy conservation and environmental performance improvements.
The standard covers a wide range of heat generator types:
- combustion boilers (gas, liquid, solid fuel) for heating and/or DHW
- electrically and gas-driven heat pumps
- solar thermal (thermal solar) systems for DHW and space heating
- cogeneration and other heat generator types
It inspects subsystems including generation and controls, distribution networks, emitters, space heating control, heat storage and DHW systems.
Key technical topics and requirements
- Inspection procedures for heat generators and whole heating systems, including visual checks, functionality tests and meter readings.
- Inspection levels and templates (normative Annex A; informative defaults in Annex B) that define choices, input data and references.
- Performance evaluation and advice criteria to identify improvement opportunities (replacement, modifications, control upgrades).
- Sizing checks for generation equipment (boiler and other generators) to detect oversizing or undersizing risks.
- Controls, sensors and indicators assessment to evaluate thermostatic and central control effectiveness.
- Energyware consumption estimation and reference values for assessing consumption against benchmarks.
- Reporting: standardized inspection report formats, sample reports and flowcharts (Annexes C–E) and lists of possible improvement actions.
- Support for regulatory compliance with Directive 2010/31/EU (EPBD) Article 14 requirements for heating-system inspection.
Practical applications and who uses this standard
- Building energy assessors and qualified heating inspectors conducting field inspections and issuing energy improvement advice.
- HVAC engineers and consultants assessing boiler efficiency, control strategy and system sizing before retrofit or replacement.
- Facility managers and building owners seeking evidence-based recommendations to reduce energy use and emissions.
- Regulators and certification bodies implementing EPB (energy performance of buildings) schemes or national inspection requirements.
- Companies involved in renovation, retrofit or commissioning who need consistent inspection and reporting procedures.
