(Main)Hand-held non-electric power tools - Safety requirements - Part 13: Fastener driving tools (ISO/DIS 11148‑13:2026)
- Abstract
ISO 11148-13:2017 specifies safety requirements for hand-held non-electric power tools (hereinafter referred to as "fastener driving tools") intended for installation of a fastener (see Annex B), forming a mechanical connection or attachment with the workpiece which are for example wood and wood-based materials, plastic materials, fibre materials (loose or compacted), cementitious materials, metals and combinations of these materials. The fastener driving tools for fasteners can be powered by compressed air or combustible gases (which may be ignited by a battery or accumulator) and the energy is transmitted to an impacted element by an intermediary component that does not leave the device. These tools are intended to be used by one operator and supported by the operator's hand or hands, with or without a suspension, e.g. a balancer.
ISO 11148-13:2017 is applicable to fastener driving tools in which energy is applied to a loaded fastener for the purpose of driving this into a workpiece.
ISO 11148-13:2017 is not applicable to fastener driving tools in which the energy for driving fasteners is drawn from powder-actuated cartridges, hydraulics or from any type of electrical supply.
ISO 11148-13:2017 does not deal with special requirements and modifications of hand-held power tools for the purpose of mounting them in a fixture.
ISO 11148-13:2017 deals with all significant hazards, hazardous situations or hazardous events relevant to fastener driving tools for fasteners when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer, with the exception of the use of power tools in potentially explosive atmospheres.
NOTE ISO 80079?36 gives requirements for non-electrical equipment for potentially explosive atmospheres.

prEN ISO 11148-13 is a CEN draft standard for hand-held non-electric power tools used as fastener driving tools. It specifies safety requirements, verification methods and user-information requirements for tools that drive loaded fasteners into a workpiece using compressed air or combustible gas. The document is aimed at manufacturers, testers, and anyone selecting or assessing these tools for safe use.
What does prEN ISO 11148-13 specify?
prEN ISO 11148-13 specifies safety requirements for hand-held fastener driving tools that are operated by one person and supported by the operator’s hand or hands, with or without a suspension such as a balancer. It applies to tools that form a mechanical connection or attachment by driving fasteners into materials such as wood, plastics, fibre materials, cementitious materials, metals and combinations of these.
The scope excludes tools driven by powder-actuated cartridges, hydraulics or any electrical supply, and it also excludes special modifications made to mount a hand-held tool in a fixture. The document addresses significant hazards for intended use and reasonably foreseeable misuse, except use in potentially explosive atmospheres.
The document is organized into the main clauses on scope, normative references, terms and definitions, safety requirements and measures, verification, and information for use, followed by annexes with hazards, examples, symbols, ergonomic guidance, noise test code and EU legal correspondence.
| Annex | What it covers |
|---|---|
| Annex A | Significant hazards |
| Annex B | Example of a fastener driving tool operated by compressed air |
| Annex C | Symbols for labels and signs |
| Annex D | Warnings and symbols for tools with contact actuation capability |
| Annex E | Information on ergonomic design of the handle |
| Annex F | Noise test code |
| Annex G | Symbols for tools with automatic reversion |
| Annex ZA | Relationship with Regulation (EU) 2023/1230 |
What are the key requirements of prEN ISO 11148-13?
prEN ISO 11148-13 is built around a design-and-verification approach: Clause 4 states the safety requirements, and Clause 5 gives the tests or checks used to verify them. In practice, this means manufacturers must design out hazards first, then show by visual checks, functional checks or measurements that the tool meets the standard.
General safety and mechanical hazards
prEN ISO 11148-13 requires the tool to be designed in line with ISO 12100:2010 for hazards not specifically covered by the standard, and it points to Annex A for the main significant hazards. The mechanical safety clauses focus on points and edges of fasteners, unintended ejection of fasteners, prevention of free flight, stability, hose fittings, and unintentional change of actuation mode.
The workpiece contact is a central safety feature. The standard distinguishes extended and retracted workpiece contacts, defines intended resting position, and limits the permitted dimensions of the workpiece-contact element according to actuation mode and fastener length in Table 1. In practice, this is what controls whether the tool can fire only when it is correctly positioned on the workpiece.
Actuation modes and control behavior
prEN ISO 11148-13 sets requirements for permitted trigger actuation modes, including full sequential actuation, single sequential actuation, contact actuation, continual contact actuation, contact actuation with automatic reversion, selective actuation, single actuation and continual actuation. Clause 4.2.5 and Clause 5.2.5 link the allowed mode to the tool type and use case.
This matters because the actuation mode controls the risk of accidental firing and the speed of repeated driving operations. The standard also covers trigger time-out behavior for contact actuation with automatic reversion, which helps prevent unintended operation if the trigger is held too long without the tool being applied to the workpiece.
Strength, electrical, thermal and ergonomic safety
prEN ISO 11148-13 requires the tool to withstand stress from compressed air and mechanical impact, and it addresses surfaces, edges and corners, stability and hose fittings. Clause 4.3 requires electrical circuits in use or at rest to protect the operator from electric shock and prevent arcing, with functional checks in Clause 5.3 for gas tools with batteries.
Thermal safety covers hot and cold surfaces. Ergonomics covers weight and control of the tool, second handles, suspension devices and handle design, with Annex E giving handle-dimension guidance. In practice, these points affect fatigue, grip, posture and the likelihood of slips or loss of control during repetitive fastening work.
Noise, vibration, materials and fire or explosion risks
Clause 4.5 requires noise emission to be reduced as far as possible, taking technical progress into account, and Clause 5.5 points to Annex F for measurement and declaration. Clause 5.6 requires vibration total value measurement in accordance with ISO 28927-13 and declaration in accordance with EN 12096.
The document also covers materials and substances processed, used or emitted, including collating material residues and discharged air, gas and lubricants. Fire and explosion-related requirements address hazardous energy supplies for pneumatic tools, release of flammable gas from gas tools and gas containers, gas container leakage, connection issues and rupture at high temperature. For gas containers, the verification includes a rupture test and a safety factor check.
Marking and instructions
Clause 6 requires visible, legible and durable marking on the tool. The markings include the manufacturer’s identification, tool designation, serial or batch information, year of manufacture, maximum operating pressure for pneumatic tools, and the fastener specifications that can be used.
The same clause requires symbols from Annex C and, where relevant, the additional warning symbol from Annex D for tools with contact actuation capability. The instruction handbook must cover general safety rules, additional instructions for pneumatic and gas tools, operating hazards, repetitive-motion hazards, projectile hazards, accessory and consumable hazards, workplace hazards, dust and exhaust hazards, noise hazards, vibration hazards and maintenance instructions. Gas containers must also be marked for the tools they are designed for.
What terms does prEN ISO 11148-13 define?
- Fastener - A mechanical device used to secure fixings to surfaces or join materials together, such as nails, staples and pins.
- Fastener driving tool - A hand-held power tool that applies linear energy to a loaded fastener to drive it into defined materials.
- Pneumatic fastener driving tool - A fastener driving tool powered by compressed air.
- Gas fastener driving tool - A fastener driving tool powered by combustion of gases.
- Workpiece contact - The control element or assembly that must be activated before a fastening operation can happen.
- Extended workpiece contact - A workpiece contact that retracts when pressed against the workpiece and helps prevent firing when the tool is not pressed on the workpiece.
- Contact actuation with automatic reversion - An actuation mode that becomes inoperable if the trigger is held without workpiece contact for longer than the trigger time-out period.
- Maximum operating pressure, pmax - The greatest gas or compressed-air pressure for which the tool is designed to operate.
Who uses prEN ISO 11148-13?
prEN ISO 11148-13 is used by manufacturers and designers of pneumatic and gas fastener driving tools to build safety into the tool and to prepare markings and instructions. It is also used by test laboratories and certification teams that measure noise, vibration and mechanical safety performance.
Quality managers, buyers and specifiers use it to check whether a tool is suitable for a particular fastening task and actuation mode. The document is relevant in production applications such as pallets, furniture, manufactured housing, upholstery, sheathing and roofing, where repeated fastening and operator fatigue are practical concerns.

Part 13:
Fastener driving tools
1 Scope
This document specifies safety requirements for hand-held non-electric power tools intended for installation
of a fastener, (hereinafter referred to as “fastener driving tools”) forming a mechanical connection or
attachment with the workpiece. This document is applicable to fastener driving tools that are powered by
compressed air or combustible gases (which may be ignited by a battery or accumulator) and where the
energy is transmitted to an impacted element by an intermediary component that does not leave the device.
NOTE These fastener driving tools are intended to be used by one operator and supported by the operator's hand
or hands, with or without a suspension, e.g. a balancer.
This document is applicable to fastener driving tools in which energy is applied to a loaded fastener for the
purpose of driving this into a workpiece.
This document deals with all significant hazards, hazardous situations or hazardous events relevant to
fastener driving tools for fasteners when they are used as intended and under conditions of misuse which

4 Safety requirements and measures
4.1 General
The fastener driving tool shall comply with the following safety requirements and/or protective measures
and be verified in accordance with Clause 5. A list of significant hazards can be found in Annex A. In addition,
the fastener driving tool shall be designed in accordance with the principles of ISO 12100:2010 for relevant,
but not necessarily significant, hazards, which are not dealt with by this document.
The measures adopted to comply with the requirements of Clause 4 shall take account of the state of the art.
It is recognized that optimizing the design with respect to some safety measures can result in a degradation
of performance against other safety requirements. In such cases, it is required to strike a balance between
the various requirements in order to achieve a fastener driving tool that satisfies each requirement, so far as
is reasonably practicable, and remains fit for purpose.
4.2 Mechanical safety
4.2.1 Protection against points and edges of fasteners
Fastener driving tools shall be designed in such a way as to prevent injuries caused by the projecting points
or edges of fasteners, for example by a protection cover. Exceptions are permissible at the location of the nose
if there are technological reasons for such exceptions, for example, on fastener driving tools designed for
driving fasteners through holes of punched metal sheets in which the fastener points are used as a locator.
4.2.2 Prevention of unintended ejection of fasteners
4.2.2.1 Prevention of unintended ejection of fasteners during connection/disconnection of the
energy supply system
4.2.2.1.1 Connection of the fastener driving tool to the energy supply system shall not cause a driving
operation by the fastener driving tool.
4.2.2.1.2 Disconnection of the fastener driving tool from the energy supply system shall make the fastener
driving tool incapable of a driving operation.
4.2.2.1.3 Pneumatic tools shall be designed to allow the fitting of a quick release coupler.
4.2.2.2 Prevention of accidental trigger operation
The design of fastener driving tools and the placement of the trigger shall be such as to prevent unintentional
operation, for example, when the fastener driving tool is placed on, picked up from or moved across, a work
surface.
4.2.2.3 Prevention of free flight of fasteners due to slipping of the fastener driving tool on hard or
slippery surfaces
Fastener driving tools, with workpiece contacts designed to drive fasteners into hard or slippery surfaces
like steel, concrete or plastic shall be designed in such a way to minimize the likelihood of the fastener
driving tool slipping on the surface.
ISO/DIS 11148-13:2026(en)
These fastener driving tools shall be designed such that they can only be operated if a force of 1,25 times the
tool weight including the weight of the fasteners, but a minimum 50 N is applied to the workpiece contact.
4.2.2.4 Trigger time-out period
The duration of the trigger time-out period shall be specified by the manufacturer and shall not exceed 5 s.
NOTE This provision is specific to the trigger and does not prohibit a time-out period on the workpiece contact of
more than 5 s.
4.2.3 Prevention of free flight of fasteners
4.2.3.1 Fastener driving tools shall be fitted with an extended workpiece contact or a retracted workpiece
contact element. No driving operation shall be performed before the workpiece contact is activated.
Fastener driving tools with an extended workpiece contact shall have a minimum of 5 mm travel before a
fastener can be driven.
A workpiece contact is not required on light duty tools. Light duty tools with a workpiece contact shall have
a minimum of 2 mm travel before a fastener can be driven.
NOTE 1 The requirements for retracted workpiece contacts are given in 4.2.4.2.
For fastener driving tools, other than light-duty tools, it might not be practical to meet the requirements of
4.2.3.1. For fastener driving tools of the following types, a workpiece contact is not required.
a. Pinners where viewing/accurate placement is necessary, which operate by a dual activation device
which only operates by two sequential dissimilar actions.
b. Fastener driving tools which are designed with moving anvils that prevent the fastener from free flight.
NOTE 2 Examples include: carton closing staplers, hog-ring, and sisal/bedding tools with fixed anvils, carton
pliers.
c. Fastener driving tools for which free flight of fasteners is prevented by design and application of the
fastener driving tool.
NOTE 3 Examples include: single-blow fastener driving tools such as hardwood flooring tools, or multi-blow tools
such as metal hardware nailers and palm nailers.
4.2.4 Design of the workpiece contact
4.2.4.1 Extended workpiece contact
To minimize the possibility of a free flying fastener occurrence by accidentally touching the workpiece with
the edge or corner of the workpiece contact, and therefore placing the nose outside the workpiece surface,
or while being transported, the external dimensions of the workpiece contact (see Figure 3) should not be
greater than values greater than shown in Table 1.
A fastener driving tool, with an extended workpiece contact shall only operate when a force equal to those
specified in Table 2 is applied to the workpiece contact.
