Ice skates - Safety requirements and test methods

This standard applies to ice skates intended for users with a body mass up to 100 kg for ice skating excluding the field of sports competitions.
It specifies the minimum safety requirements for ice skates as well as requirements for test methods, marking and information supplied by the manufacturer to reduce the risk of injuries to both third parties and the user during their normal use.

Overview

EN 15638:2009 - Ice skates - Safety requirements and test methods (CEN) sets minimum safety, testing, marking and user-information requirements for ice skates intended for users up to 100 kg, excluding competitive sports. The standard aims to reduce injury risks to the user and third parties during normal recreational ice skating by specifying design limits, mechanical and impact tests, blade properties, and manufacturer information obligations.

Key topics and technical requirements

  • Scope and applicability
    • Applies to recreational ice skates for users ≤ 100 kg; competition equipment excluded.
  • Design requirements
    • Runner linearity: maximum deviation 0.5 mm over 150 mm.
    • Runner position: no part may protrude over the toe cap by more than 15% of sole length.
    • Blade end: rounded or no internal angle < 90°.
    • Blade thickness: minimum 2.8 mm.
    • Teeth: bottom teeth contact ice only when skate inclined ≥ 10° (measured at specified tangent).
  • Blade hardness and grinding
    • Effective hardening depth ≥ 2.5 mm and hardness ≥ 52 HRC across the hardened depth (unless blade is not intended for regrinding).
    • Grinding (sharpening) must make blade functional; manufacturer must indicate regrind/replacement need.
    • Hardness testing referenced to EN ISO 6508-1 (Rockwell method).
  • Impact and mechanical tests
    • Connection tensile test: quasi-static pull to 2 000 N at (100 ± 10) mm/min.
    • Impact conditioning: specimens conditioned at -20 ± 1 °C for ≥ 6 h; testing within 1–5 min after removal.
    • Lateral impact: (25 ± 2) J, impact velocity (2.5 ± 0.3) m/s onto specified rubber plate.
    • Frontal impact (blade tip/end): (50 ± 2) J, velocity (4.0 ± 0.4) m/s, three impacts each.
  • Surface and fastening
    • All exposed edges deburred or designed to avoid injury; protruding fastening elements limited to their diameter.
  • Marking and user information
    • Each skate must be durably marked with standard number, manufacturer ID, model, boot size and boot material ID.
    • Manufacturer information must include safe use, braking techniques, protective equipment advice, pre-use checks, maintenance, regrinding and replacement guidance.

Applications - who uses this standard

  • Ice skate manufacturers and designers (product safety and compliance)
  • Test laboratories and conformity assessors (mechanical and impact testing)
  • Retailers and importers (product marking and information checks)
  • Safety officers, public procurement and consumer protection bodies assessing recreational skating equipment
