This amendment A1 modifies the European Standard EN ISO 2719:2016; it was approved by CEN on 12 February 2021.

This document (EN ISO 2719:2016/A1:2021) has been prepared by Technical Committee ISO/TC 28
"Petroleum and related products, fuels and lubricants from natural or synthetic sources" in
collaboration with Technical Committee CEN/TC 19 “Gaseous and liquid fuels, lubricants and related
products of petroleum, synthetic and biological origin.” the secretariat of which is held by NEN.
This Amendment to the European Standard EN ISO 2719:2016 shall be given the status of a national
standard, either by publication of an identical text or by endorsement, at the latest by September 2021,
and conflicting national standards shall be withdrawn at the latest by September 2021.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.

ISO 2719:2016 describes three procedures, A, B and C, using the Pensky-Martens closed cup tester, for determining the flash point of combustible liquids, liquids with suspended solids, liquids that tend to form a surface film under the test conditions, biodiesel and other liquids in the temperature range of 40 °C to 370 °C.
CAUTION - For certain mixtures no flash point, as defined, is observed; instead a significant enlargement of the test flame (not halo effect) and a change in colour of the test flame from blue to yellowish-orange can occur. Continued heating can result in significant burning of vapours outside the test cup, and can be a potential fire hazard.
NOTE 1       Although, technically, kerosene with a flash point above 40 °C can be tested using this International Standard, it is standard practice to test kerosene according to ISO 13736.[5] Similarly, lubricating oils are normally tested according to ISO 2592[2].
Procedure A is applicable to distillate fuels (diesel, biodiesel blends, heating oil and turbine fuels), new and in-use lubricating oils, paints and varnishes, and other homogeneous liquids not included in the scope of Procedures B or C.
Procedure B is applicable to residual fuel oils, cutback residua, used lubricating oils, mixtures of liquids with solids, liquids that tend to form a surface film under test conditions or are of such kinematic viscosity that they are not uniformly heated under the stirring and heating conditions of Procedure A.
Procedure C is applicable to fatty acid methyl esters (FAME) as specified in specifications such as EN 14214[11] or ASTM D6751[13].
ISO 2719:2016 is not applicable to water-borne paints and varnishes.
NOTE 2       Water-borne paints and varnishes can be tested using ISO 3679[3]. Liquids containing traces of highly volatile materials can be tested using ISO 1523[1] or ISO 3679.

NOTE 1   This document has been developed as an extension of EN 12766 Parts 1 and 2 to provide a method of determining the total PCB content in accordance with Articles 2, 3 and 4 of EC Directive 96/59/EC [1]. The total PCB content is calculated by summation of PCB content, determined according to EN 12766-2, and PCTs and PCBTs according to this document.
The three classes of materials measured in this standard can be quantified if they occur at concentrations greater than given in Table 1.

This standard specifies two calculation procedures ("method A" and "method B") for PCB content. The basis for this quantification is taken from the chromatographic results of EN 12766-1:2000 in which all necessary experimental procedures are described for the specific analysis of unused, used and treated (e.g. dechlorinated) petroleum products including synthetic lubricating oils and mixtures of vegetable oils. The method is also applicable to petroleum products and synthetic lubricating oils suitably recovered from other materials, e.g. from waste materials. Both methods have different strengths and weaknesses which are described in the next paragraphs and which must be considered before use in a specific application. Proper application of either method A or method B needs to be carefully considered before use in a specific application.
Using method A, special care needs to be exercised to avoid interferences from non PCB substances which may occur in the chromatogram. Therefore, method A can be used predominantly for the analysis of used and unused insulating oils. It is recommended not to use calculation method A without special precautions for other than above-mentioned products. Calculation method A can produce two alternative sets of results, ("All Probables" and "All Possibles"). Therefore, care needs to  be taken in order to interpret these results in the correct manner.
Method B uses as intermediate result the sum of six congeners, which belong to the most abundant in almost all technical PCB materials, thereby minimizing potential interferences from other (coeluting) non PCB substances. To obtain the PCB content, the intermediate sum from six congeners needs to be multiplied by a multiplication factor. Calculation Method B can be used predominantly for the analysis of liquids from used and waste materials of unknown origin and for samples with low PCB contents.
