(Amendment)Thermal insulation for buildings - Reflective insulation products - Determination of the declared thermal performance
Thermal insulation for buildings - Reflective insulation products - Determination of the declared thermal performance
This standard describes a set of procedures for using existing standardized CEN or ISO test and calculation methods to determine the declared thermal performance of reflective insulation products. This standard supports and does not replace existing CEN or ISO test methods. This standard applies to any thermal insulation product that derives a proportion of its claimed thermal properties from the presence of one or more reflective or low emissivity surfaces together with any associated airspace(s). It does not replace the existing procedures for the determination of the thermal performance of products already covered by an existing harmonized product standard where the declared value of these products does not specifically include any claims attributable to the emissivity of the facing.

Overview
EN 16012:2012/FprA1 is a CEN draft amendment that defines how to determine the declared thermal performance of reflective insulation products used in buildings. The standard provides procedures for combining existing CEN/ISO test methods (hot plate, hot box, emissivity measurement and calculation techniques) to produce a declared thermal resistance (R‑value) for products that derive part of their performance from reflective or low‑emissivity surfaces plus associated airspace(s). It supports - but does not replace - existing harmonized product standards.
Key topics and technical requirements
- Purpose: determine declared thermal resistance (R) for reflective insulation products using standardized tests and calculation rules.
- Product scope: any insulation whose claimed performance depends on one or more reflective/low‑emissivity faces and associated airspace(s). Excludes products already covered by harmonized standards where emissivity is not claimed.
- Statistical declaration: declared values must represent at least 90% of production at 90% confidence using the 90/90 fractile rules from EN ISO 10456.
- Minimum testing: at least 3 test results (preferably from 3 different production batches) are required for calculation; manufacturers may use more.
- Specimen size and numbers: specimen minimum size 250 mm × 250 mm; when faces differ, take at least three specimens per face.
- Emissivity measurement (Annex D): express emissivity to two decimal places; single measurements outside apparatus range are clamped to 0.02 (min) or 0.94 (max); a mean emissivity below 0.05 is declared as 0.05.
- Rounding rules: core thermal resistance rounded down to nearest 0.01 m²·K/W; airspace resistances rounded down to 0.05 m²·K/W.
- Calculation options: combine core R, measured emissivity and calculated air cavity resistances (EN ISO 6946) or use measured hot box/hot plate results depending on product type (Types 1–4 described in EN 16012).
Applications and who uses it
- Manufacturers of reflective insulation: to generate robust, defendable declared R‑values for labels, datasheets and CE marking.
- Test laboratories: to perform hot plate, hot box and emissivity testing to the specified sampling, reporting and rounding rules.
- Product certifiers and regulators: to assess conformity of declared thermal performance and ensure statistical basis of claims.
- Architects, specifiers and energy consultants: to compare reflective insulation products using consistent declared R‑values for building design and energy calculations.
Related standards
- EN ISO 10456 - statistical calculation rules and declared values (90/90 fractile)
- EN ISO 6946 - thermal resistance calculation for building components and air cavities
- EN 823 - thickness measurement for thermal insulation products
EN 16012:2012/FprA1 ensures consistent, statistically sound determination of thermal performance for reflective insulation products, aligning emissivity testing and R‑value declaration with established CEN/ISO methods.
