Overview

FprEN 18225: Feather and Down - Composition Labelling of Processed Feathers and Down Blended with Other Materials for Filling Purposes is a draft European standard developed by CEN/TC 443. It establishes clear requirements for the labelling of fillings that contain both feather/down and non-plumage materials. This standard applies to all stages of commercial distribution for manufactured articles where the filling contains more than 2% non-plumage materials, but less than 5% foreign matter, as determined by standardized testing (see prEN 18226).

This standard aims to harmonize composition labelling requirements across Europe, minimizing confusion and ensuring transparency for manufacturers, retailers, and consumers regarding the makeup of filled products such as bedding, furniture, and clothing.

Key Topics

  • Scope and Applicability

    • Concerns manufactured articles filled with blends of feather, down, and non-plumage materials.
    • Applicable if the non-plumage content exceeds 2% by mass but is less than 5% foreign matter.
    • Covers labelling requirements for all stages of the commercial supply chain.
  • Labelling Requirements

    • Composition of fillings must be clearly labelled, separating plumage (feather and down) and non-plumage components.
    • Results should be expressed as a percentage by mass, rounded appropriately, ensuring the total equals 100%.
    • Down and feather content to be labelled in intervals (e.g., nearest 5%), with further details if certain thresholds are exceeded.
  • Fowl Species Declaration

    • Where relevant, labelling must specify the species (goose, duck, landfowl, or blends), using specific percentage thresholds and related terminology for transparency.
  • Non-Plumage Fillings

    • Exact fibre composition (e.g., polyester, polyurethane) must be disclosed, aligning with Regulation (EU) No 1007/2011 for textile fibre labelling.
    • All non-plumage components must be described in an accurate and verifiable manner.
  • Distribution Chain

    • Product composition labels must accompany the product through all stages of the supply chain.

Applications

  • Bedding and Home Textiles

    • Pillows, comforters, and duvets often use feather and down blends for insulation and comfort. Accurate labelling assists consumers and businesses in evaluating product quality and adherence to regulations.
  • Apparel

    • Jackets, sleeping bags, and outerwear frequently contain feather/down blends. Correct labelling ensures consumers are informed about the fill material, influencing purchase decisions and compliance with legal requirements.
  • Furniture and Upholstery

    • Cushions and sofas may be filled with plumage blends for luxury and comfort; clear labelling supports manufacturers and retail compliance while enhancing consumer trust.
  • Supply Chain Integrity

    • Consistent labelling requirements help maintain traceability and quality control from manufacturer to end-user.

Related Standards

  • prEN 18226 – Feather and down - Test methods - Determination of the quantitative composition of feather and down blended with other materials. Used to determine precise composition for labelling under FprEN 18225.
  • EN 1885:2018+A1:2025 – Feather and down - Terms and definitions. Provides the terminology referenced in FprEN 18225.
  • EN 12131 – Feather and down - Test methods - Determination of the quantitative composition of feather and down (manual method).
  • Regulation (EU) No 1007/2011 – Deals with the naming and labelling of textile fibres, relevant for mixed-material fillings containing textile components.

Practical Value

Implementing FprEN 18225 assures regulatory compliance, market transparency, and consumer confidence regarding the composition of feather and down blended fillings. By following standardized labelling practices, organizations enhance product clarity, facilitate trade within the European market, and minimize disputes about material claims. The standard’s alignment with other key test and terminology standards ensures consistency and reliability throughout the supply chain for filled products.

prEN 18225:2025 (E)
Introduction
Fillings of feather and down and other suitable materials, natural and synthetic, used as filling materials
have not been covered by national standards dealing with denomination and composition in all CEN
countries.
Where standards exist, they often differ from each other.
This inevitably presents an obstacle to the market or could lead the final consumer to incorrect
interpretations.
To obtain an unambiguous labelling the following items have been considered:
— denominations of the quantity of the components of the plumage and of the fowl species;
— identification of non-plumage components and their quantities;
— information to be stated on labels and in commercial documents;
— assessment of whether test results indicate conformity to the labelling based upon a stipulated
tolerance.
