Railway applications - Track - Road-rail machines and associated equipment - Part 2: General safety requirements

This European Standard specifies the significant hazards, hazardous situations and events, common to self-propelled road-rail machines and attachments as defined in 3.5 and 3.6 of EN 15746-1:2010 and arising due to the adaptation for their use on rail intended for construction, maintenance inspection of the railway infrastructure, shunting and emergency rescue vehicles, when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer, see Clause 4.
This European Standard deals with the common hazards during running, assembly and installation, commissioning, travelling on and off track, use including setting, programming, and process changeover, operation, cleaning, fault finding, maintenance and de-commissioning of the machines.
NOTE 1   Specific measures for exceptional circumstances are not dealt with in this European Standard. They can be subject to negotiation between manufacturer and the machine operator.
The common hazards dealt with include the general hazards presented by the machines, and also the hazards presented by the following specific machine functions:
a)   excavation;
b)   ballast tamping, ballast cleaning, ballast regulating, ballast consolidating;
c)   track renewal;
d)   rail grinding;
e)   craning;
f)   catenary renewal / maintenance;
g)   maintenance of the components of the infrastructure;
h)   inspection and measurement of the components of the infrastructure;
i)   tunnel inspection / ventilation;
j)   shunting;
k)   emergency rescue and recovery
during commissioning, use, maintenance and servicing.
It is assumed that a finished standard automotive chassis used as a host for a road-rail machine will offer an acceptable safety level for its designed functions before conversion. Unless explicitly stated otherwise in a particular clause this specific aspect is not dealt with in this European Standard.
NOTE 2   A manufacturer should carry out an appropriate risk assessment for the complete machine. Irrespective of whether a harmonised standard exists for the machine in road configuration, this should identify any additional hazards arising from the particular application of the chassis and the protective measures required to adequately deal with them.
This European Standard does not deal with:
l)   requirements with regard to the quality of work and the performance of the machine;
m)   machines that utilise the catenary for traction purposes;
n)   specific requirements established by a railway infrastructure manager;
o)   negotiations between the manufacturer and the machine operator for additional or alternative requirements;
p)   requirements for use and travel of the machine on public highway;
q)   hazards due to air pressure caused by the passing of high-speed trains at more than 190 km/h;
r)   requirements which could be necessary in case of use in extreme conditions, such as:
1)   extreme ambient temperatures (tropical or polar);
2)   highly corrosive or contaminating environment, e.g. due to the presence of chemicals;
3)   potentially explosive atmospheres.
Other special vehicles used on railway tracks are dealt with in other European Standards, see Annex D.
This European Standard applies to all machines that are ordered one year after the publication date by CEN of this standard.

Bahnanwendungen - Oberbau - Zwei-Wege-Maschinen und zugehörige Ausstattung - Teil 2: Allgemeine Sicherheitsanforderungen

Diese Europäische Norm behandelt die signifikanten Gefahren, Gefahrensituationen und Begebenheiten von selbstangetriebenen Zwei Wege Maschinen und Ausstattungen nach EN 15746 1:2010, 3.5 und 3.6, die aufgrund ihres Einsatzes für Bau, Instandhaltung der Eisenbahninfrastruktur, Rangieren und beim Einsatz als Rettungsfahrzeug, wenn sie, wie vom Hersteller vorgesehen, genutzt werden und unter Bedingungen falscher Anwendung, die vom Hersteller begründbar vorhersehbar sind, siehe Abschnitt 4.
Diese Europäische Norm behandelt die allgemeinen Gefahren beim Fahren, Zusammenstellen und Installation, Inbetriebnahme, Fahren auf und außerhalb des Gleises, Gebrauch, einschließlich Einstellen, Programmieren und Umrüstung, Betrieb, Reinigung, Fehlerfindung, Instandhaltung und Außerbetriebnahme der Maschinen.
ANMERKUNG 1   Besondere Maßnahmen für außergewöhnliche Umstände werden in dieser Europäischen Norm nicht behandelt. Sie können in einem Vertrag zwischen Hersteller und Betreiber vereinbart werden.
Die behandelten allgemeinen Gefahren beinhalten die generellen Gefahren der Maschinen und die Gefahren, die durch die folgenden besonderen Maschinenfunktionen entstehen:
a)   Ausheben;
b)   Schotter stopfen, Schotter reinigen, Schotter regulieren, Schotter verdichten;
c)   Gleis erneuern;
d)   Schienen schleifen;
e)   Heben und Senken mit einem Kran;
f)   Oberleitungserneuerung/Instandhaltung;
g)   Instandhaltung der Komponenten der Infrastruktur;
h)   Überprüfung und Messung der Komponenten der Infrastruktur;
i)   Tunnelinspektion/Lüftung;
j)   Rangieren;
k)   Notfallrettung und Bergung
während der Inbetriebnahme, des Gebrauchs, Instandhaltung und Wartung.
Es wird angenommen, dass ein Serienstraßenfahrzeug als Basis Fahrzeug für eine Zwei Wege Maschine ein akzeptables Sicherheitsniveau für seine Basisfunktionen bietet. Wenn in den Abschnitten dieser Europäischen Norm nicht ausdrücklich anders festgelegt, wird dieser besondere Aspekt nicht in dieser Europäischen Norm behandelt.
ANMERKUNG 2   Ein Hersteller sollte für die gesamte Maschine eine geeignete Risikoanalyse durchführen. Unabhängig, ob es eine harmonisierte Norm für die Maschine im Straßenaufbau gibt, sollte die Risikoanalyse alle zusätzlichen Gefahren, die bei dem Einsatz des Chassis entstehen können und geeignete Schutzmaßnahmen enthalten.
Diese Europäische Norm behandelt nicht:
l)   Anforderungen an die Qualität der Arbeiten und an die Leistung der Maschine;
m)   Maschinen, die die Oberleitung zur Traktion benötigen;
n)   besondere Anforderungen, die vom Eisenbahninfrastrukturunternehmer festgelegt werden;
o)   Vereinbarungen zwischen Hersteller und Maschinenbetreiber für zusätzliche oder alternative Anforderungen;
p)   Anforderungen für den Einsatz und an das Fahren der Maschine auf öffentlichen Straßen;
q)   Gefahren aufgrund von aerodynamischen Lasten, verursacht durch das Vorbeifahren von Hoch-geschwindigkeitszügen mit mehr als 190 km/h;
r)   Anforderungen, die im Falle von extremen Bedingungen notwendig sein könnten, solche wie:
1)   extreme Umgebungstemperaturen (tropisch oder polar);
2)   hohe korrosive oder kontaminierte Umgebung, z. B. aufgrund des Vorhandenseins von Chemikalien;
3)   potentielle explosive Umgebung.
Andere spezielle Maschinen für den Einsatz auf Eisenbahngleisen werden in anderen Europäischen Normen behandelt, siehe Anhang D.
Diese Europäische Norm gilt für alle Maschinen, die ein Jahr nach dem Veröffentlichungsdatum dieser Norm beim CEN bestellt werden.

Applications ferroviaires - Voie - Machines rail-route et équipements associés - Partie 2: Prescriptions générales de sécurité

Le présent document spécifie les risques significatifs, situations et événements dangereux, communs aux machines
rail-route automoteurs et aux accessoires définis aux 3.5 et 3.6 de l’EN 15746-1:2010 et provenant de leur adaptation
à une utilisation en voie ferrée. La norme s’applique aux machines rail-route destinées à la construction,
la maintenance et le contrôle de l’infrastructure ferroviaire, aux manoeuvres et au secours d’urgence. Le présent
document s’applique aux machines rail-route utilisées dans les conditions prévues par le fabricant, voir Article 4.
Le fabricant doit alerter sur les mauvaises conditions d’emploi qui peuvent être raisonnablement prévisibles.
La présente norme traite des risques communs qui se produisent durant la circulation, l'assemblage et l'installation,
la mise en service, la circulation sur et en dehors des voies, l'utilisation (y compris montage, programmation et
changement des procédés), le nettoyage, la localisation des défauts, l’entretien et la mise hors service des machines.
NOTE 1 Les mesures spécifiques en cas de circonstances exceptionnelles ne concernent pas la présente norme.
Celles-ci peuvent faire l'objet de négociations entre le fabricant et l’exploitant de la machine.
Les risques communs traitent des risques généraux représentés par les machines, ainsi que ceux dus aux fonctions
spécifiques de la machine :
a) excavation ;
b) bourrage, criblage, régalage et consolidation du ballast ;
c) renouvellement de voie ;
d) meulage des rails ;
e) levage ;
f) renouvellement / maintenance de la caténaire ;
g) maintenance des constituants de l'infrastructure ;
h) inspection et mesure des constituants de l'infrastructure ;
i) inspection / ventilation des tunnels ;
j) manoeuvres ;
k) secours d’urgence et sauvetage.
Les risques cités ci-dessous peuvent se produire lors des opérations de mise en service, d’exploitation,
et de maintenance de la machine rail-route.
On admet qu’un châssis de véhicule hôte pour une machine rail-route offre un niveau de sécurité acceptable pour
ses fonctions de conception avant conversion. À moins que cela ne soit clairement spécifié, cet aspect n’est pas traité
dans la présente norme.
NOTE 2 Il convient que le fabricant établisse une analyse de risques appropriée pour la machine entière. Dans le cas où
il existerait une norme harmonisée pour les véhicules routiers, il convient que celle-ci identifie les phénomènes dangereux
supplémentaires dus à une application particulière du châssis ainsi que les mesures de nécessaires pour traiter
ces phénomènes.
Cette analyse doit être complétée par une analyse globale de la machine, même si une norme harmonisée n’existe pas
actuellement pour les véhicules routiers.
La présente norme ne traite pas :
l) des prescriptions relatives à la qualité du travail et aux performances de la machine ;
m) des machines utilisant la caténaire pour la traction ;
n) des prescriptions spécifiques établies par le gestionnaire de l'infrastructure ;
o) des négociations entre le fabricant et l’exploitant de la machine pour des prescriptions additionnelles
ou alternatives ;
p) des prescriptions d’utilisation et de circulation de la machine sur une voie publique ;
q) des risques dus à la pression de l'air causée par le passage des trains à grande vitesse supérieures à 190 km/h ;
r) des prescriptions en cas d’utilisation dans des conditions extrêmes, telles que :
1) températures ambiantes extrêmes (températures tropicales ou polaires) ;
2) environnement hautement corrosif ou contaminant, par exemple provoqué par la présence de produits
chimiques ;
3) atmosphères potentiellement explosives.

Železniške naprave - Zgornji ustroj - Dvopotna železniška vozila in oprema - 2. del: Splošne varnostne zahteve

Ta evropski standard določa bistvene nevarnosti, nevarne situacije in dogodke, skupne samognanim dvopotnim železniškim vozilom in dodatkom, kot so opredeljeni v točkah 3.5 in 3.6 EN 15746-1:2010 in do katerih pride zaradi prilagoditve njihove uporabe na tirih, namenjene konstrukciji, vzdrževalnemu nadzoru železniške infrastrukture, ranžiranju in vozilom za reševanje v izrednih razmerah, kadar se uporabljajo, kot je predvideno, in pod pogoji napačne uporabe, ki jih razumno predvidi proizvajalec, glej točko 4.
Ta evropski standard obravnava skupne nevarnosti med vožnjo, sestavljanjem in vgradnjo, prevzemom, premikanjem po progi in zunaj nje, uporabo, ki vključuje nastavitev, programiranje in postopek prehoda, med upravljanjem, čiščenjem, iskanjem napak, vzdrževanjem in izločitvijo vozil iz uporabe.
OPOMBA 1:   Ta evropski standard ne obravnava posebnih ukrepov v izjemnih okoliščinah. Ti so lahko predmet pogajanj med proizvajalcem in upravljavcem vozila.
Obravnavane skupne nevarnosti vključujejo splošne nevarnosti, ki jih predstavljajo vozila, in nevarnosti, ki jih predstavljajo naslednje posebne funkcije mehanizacije:
a) izkopavanje;
b) gramoziranje balasta, čiščenje balasta, uravnavanje balasta, utrjevanje balasta;
c) obnova tračnic;
d) brušenje tirov;
e) dvigovanje;
f) obnova/vzdrževanje vozne mreže;
g) vzdrževanje infrastrukturnih komponent;
h) pregled in merjenje infrastrukturnih komponent;
i) pregled/prezračevanje tunela;
j) ranžiranje;
k) reševanje v izrednih razmerah
med zagonom, uporabo, vzdrževanjem in servisiranjem.
Predpostavlja se, da obdelana standardna motorna šasija za dvopotna železniška vozila pred predelavo nudi zadostno varnost za načrtovane funkcije. Razen če je v določeni točki izrecno navedeno drugače, tega določenega vidika ta evropski standard ne obravnava.
OPOMBA 2   Proizvajalec mora opraviti ustrezno ocenjevanje tveganja za celotno vozilo. Ne glede na to, ali obstaja usklajeni standard za vozilo v cestni konfiguraciji, se morajo s tem identificirati vse dodatne nevarnosti, ki nastanejo zaradi določene uporabe šasije, in zaščitni ukrepi, potrebni za ustrezno obravnavo teh nevarnosti.
Ta evropski standard ne obravnava:
l) zahtev v zvezi s kakovostjo dela in učinkovitostjo vozila;
m) vozil, ki za vlečno silo uporabljajo vozno mrežo;
n) posebnih zahtev, ki jih vzpostavi upravljavec železniške infrastrukture;
o) pogajanj med proizvajalcem in upravljavcem vozila glede dodatnih ali alternativnih zahtev;
p) zahtev za uporabo in vožnjo vozila po javni avtocesti;
q) nevarnosti zaradi zračnega pritiska, ki ga povzročajo hitri vlaki pri več kot 190 km/h;
r) zahtev, ki bi lahko bile potrebne v izjemnih razmerah, kot so:
1) ekstremna temperatura okolja (tropska ali polarna);
2) močno korozivno ali strupeno okolje, npr. zaradi prisotnosti kemikalij;
3) potencialno eksplozivne atmosfere.
Druga posebna vozila, ki se uporabljajo na železniških tirnicah, obravnavajo drugi evropski standardi, glej dodatek D.
Ta evropski standard velja za vsa vozila, naročena eno leto po datumu, ko je CEN objavil ta standard.
