Inland navigation vessels - Stairs with inclination angles of 30° to < 45° - Requirements, types
This European Standard applies to stairs with inclination angles of 30 degrees to 45 degrees, having at least 2 steps, used on inland navigation vessels. These stairs are fixed in the passenger area, the accomodation and working areas of inland navigation vessels. NOTE Stairs with lower practicability used in restricted locations are covered by prEN 790:1999 for the working area.

General Information
Overview
EN 13056:2000 is a European Standard developed by CEN that specifies the requirements and types for stairs with inclination angles from 30° up to but not including 45° used on inland navigation vessels. These stairs must have at least two steps and are designed primarily for fixed installation in passenger areas, accommodation zones, and working spaces on inland vessels. The standard ensures safe, practical, and ergonomically suitable stair arrangements applicable to the unique environments of inland waterways navigation.
This standard covers critical design and construction aspects, promoting uniformity and safety compliance for stair installations on inland navigation vessels across Europe. It is essential for manufacturers, shipbuilders, and operators aiming to meet regulated safety and usability benchmarks.
Key Topics
- Inclination angle range: Focuses exclusively on stairs between 30° and less than 45°, accommodating common slope requirements for vessel interiors.
- Fixed stair installations: Applies to permanently installed stairs rather than portable or temporary stairways on inland vessels.
- Minimum step count: Stairs covered must have at least two steps, ensuring they serve functional transit needs rather than minor step aids.
- Applicable areas:
- Passenger areas onboard
- Accommodation quarters
- Working and operational zones within the vessel
- Exclusions: Stairs with lower practicability used in restricted working areas fall outside of this standard's scope and are managed by prEN 790:1999.
- Safety and ergonomics: Requirements address safe use, accessibility, and appropriate construction to facilitate movement under navigation conditions.
- Standard consistency: Promotes harmonization across inland navigation vessels in European waterways, facilitating regulatory compliance and operational safety.
Applications
EN 13056:2000 is primarily utilized in the inland waterway shipping industry for:
- Shipbuilders and designers: To design and incorporate compliant stairs meeting strict safety and usability criteria in vessel construction.
- Maintenance and retrofit projects: Ensuring stair replacements or upgrades align with recognized standards for inclination, durability, and safety.
- Safety inspections and certifications: Regulatory bodies use this standard as a benchmark for evaluating stair installations on inland vessels.
- Passenger comfort and accessibility: Ensuring stairs in passenger decks or accommodation areas meet ergonomic standards contributing to ease of movement onboard.
- Workplace safety on vessels: Providing safe access in operational zones reduces risk of accidents from slips or falls during vessel navigation or work activities.
This standard’s guidance helps optimize the balance between space constraints, safety, and comfort on inland navigation vessels, supporting safer and more efficient maritime transport systems.
Related Standards
- prEN 790:1999 - Covers stairs with lower practicability designed for restricted working locations on inland vessels, complementing EN 13056:2000.
- EN ISO 14122 series - Specifies safety requirements for fixed ladders, stairways, and guardrails, applicable on maritime and industrial contexts.
- EN 12975 series - Relates to safety equipment and boarding aids on passenger vessels.
- National maritime safety regulations - Various countries may integrate EN 13056 within broader inland navigation vessel certification and safety protocols.
By aligning with these related standards and regulations, stakeholders ensure comprehensive safety coverage for vessel stair design and installation, fostering safer navigation operations and better user experience onboard inland vessels.
