Electric motor-operated hand-held tools, transportable tools and lawn and garden machinery - Safety - Part 2-9: Particular requirements for hand-held tappers and threaders
IEC 62841-2-9:2015 applies to hand-held tappers and threaders. The rated voltage is not more than 250 V for single-phase a.c. or d.c. tools, and 480 V for three-phase a.c. tools. The rated input is not more than 3 700 W. The limits for the applicability of this standard for battery tools is given in Annex K. This standard deals with the hazards presented by tools which are encountered by all persons in the normal use and reasonably foreseeable misuse of the tools. Hand-held electric tools, which can be mounted on a support or working stand for use as fixed tools without any alteration of the tool itself, are within the scope of this standard and such combination of a hand-held tool and a support is considered to be a transportable tool and thus covered by the relevant Part 3. The attention of National Committees is drawn to the fact that equipment manufacturers and testing organizations may need a transitional period following publication of a new, amended or revised IEC publication in which to make products in accordance with the new requirements and to equip themselves for conducting new or revised tests. It is the recommendation of the committee that the content of this publication be adopted for implementation nationally not earlier than 36 months from the date of publication.
Overview - EN 62841-2-9:2015 (hand-held tappers & threaders)
EN 62841-2-9:2015 (adoption of IEC 62841-2-9:2015) is the European/CENELEC particular‑requirements standard for electric motor‑operated hand‑held tappers and threaders. It supplements the general requirements in IEC/EN 62841‑1 and covers safety, testing and marking for tools with a rated voltage up to 250 V (single‑phase a.c. or d.c.) or 480 V (three‑phase a.c.) and a rated input up to 3 700 W. Battery‑powered tools are addressed via Annex K. The standard addresses hazards arising in normal use and reasonably foreseeable misuse and includes provisions for hand‑held tools used with supports (considered transportable).
Key topics and technical requirements
- Scope & limits: voltage and input power thresholds; battery tool applicability in Annex K.
- Safety hazards covered: electrical shock, mechanical hazards, overheating, fire, radiation/toxicity where applicable.
- Construction & protection: requirements for guarding, access to live parts, earthing and insulation, internal wiring and component selection.
- Operational safety: starting/stopping, overload protection, abnormal operation and endurance testing.
- Mechanical strength & performance: torque/load tests for taps and threaders, resistance to rusting and moisture, and mechanical strength tests.
- Marking & instructions: mandatory labels, user manuals and safety information for correct use and foreseeable misuse.
- Measurement annexes: Annex I for noise and vibration measurement; Annex K normative rules for battery tools.
- Compliance & conformity: supports conformity with EU Machinery Directive 2006/42/EC (see Annex ZZ) and replaces EN 60745‑2‑9:2009.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested
in the subject dealt with may participate in this preparatory work. International, governmental and non-
governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely
with the International Organization for Standardization (ISO) in accordance with conditions determined by
agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence
between any IEC Publication and the corresponding national or regional publication shall be clearly indicated in
the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
members of its technical committees and IEC National Committees for any personal injury, property damage or
other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
Publications.

The article discusses the safety standards for hand-held tappers and threaders. These tools should have a rated voltage of no more than 250 V for single-phase a.c. or d.c. tools, and 480 V for three-phase a.c. tools. The rated input should not exceed 3,700 W. The article also mentions that the standard applies to hand-held electric tools that can be mounted on a support or working stand. National Committees are advised to adopt this publication for implementation no sooner than 36 months from the date of publication.
