Home and Building Electronic Systems (HBES) and Building Automation and Control Systems (BACS) - Part 3: Electrical safety requirements

IEC 63044-3:2017 provides the electrical safety requirements related to the HBES/BACS network in addition to the product safety standards for HBES/BACS devices. It also applies to devices used within an HBES/BACS network for which no specific HBES/BACS product safety standard exists. In addition, it defines safety requirements for the interface of equipment intended to be connected to an HBES/BACS network. It does not apply to interfaces to other networks. NOTE An example of other networks is a dedicated ICT network covered by IEC 62949. This document is applicable to  
operator stations and other human–system interface devices,
devices for management functions,
control devices, automation stations and application-specific controllers,
field devices and their interfaces, and
cabling and interconnection of devices  used within a dedicated HBES/BACS network. This document covers the following requirements and compliance criteria:  
protection from hazards in the device;
protection from overvoltages on the network;
protection from touch current;
protection from hazards caused by different types of circuit;
protection of the communication wiring from overheating caused by excessive current.  Key words: Home automation, smart homes, smart cities

Allgemeine Anforderungen an die Elektrische Systemtechnik für Heim und Gebäude (ESHG) und an Systeme der Gebäudeautomation (GA) - Teil 3: Anforderungen an die elektrische Sicherheit

Dieser Teil von IEC 63044 gibt die Anforderungen an die elektrische Sicherheit für das ESHG/GA-Netzwerk an, die zusätzlich zu den Produktsicherheitsnormen für ESHG/GA-Geräte gelten. Er gilt auch für Geräte, die innerhalb eines ESHG/GA-Netzwerkes eingesetzt werden und für die keine spezifischen ESHG/GA-Produktsicherheitsnormen vorhanden sind. Darüber hinaus werden Sicherheitsanforderungen an die Schnittstellen von Betriebsmitteln, die für einen Anschluss an ein ESHG/GA-Netzwerk vorgesehen sind, festgelegt. Sie gilt nicht für Schnittstellen zu anderen Netzwerken. ANMERKUNG Ein Beispiel für ein anderes Netzwerk ist ein zweckbestimmtes Netzwerk der Informations- und Kommunikationstechnik nach IEC 62949. Dieses Dokument gilt für - Bedienstationen und andere Geräte mit einer Mensch-System-Schnittstelle, - Geräte mit Managementfunktionen, - Steuergeräte, Automatisierungskonsolen und anwendungsspezifische Steuerungen, - Feldgeräte und deren Schnittstellen sowie - die Verkabelung und Verbindung von Geräten, die innerhalb eines zweckbestimmten ESHG/GA-Netzwerkes eingesetzt werden. Dieses Dokument umfasst die folgenden Anforderungen und Übereinstimmungskriterien: - Schutz gegen Gefährdungen im Gerät; - Schutz gegen Überspannungen am Netzwerk; - Schutz gegen Berührungsstrom; - Schutz gegen Gefährdungen, die durch unterschiedliche Stromkreistypen hervorgerufen werden; - Schutz der Übertragungsverkabelung gegen Überhitzung, die durch zu hohe Ströme hervorgerufen wird.

L'IEC 63044-3:2017 fournit les exigences de sécurité électrique relatives au réseau HBES/SGTB outre les normes de sécurité de produits applicables aux dispositifs HBES/SGTB. Elle s'applique également aux dispositifs utilisés dans un réseau HBES/SGTB pour lequel il n'existe aucune norme de sécurité de produit HBES/SGTB spécifique. De plus, elle spécifie des exigences de sécurité relatives à l'interface des équipements destinés à être connectés à un réseau HBES/SGTB. Elle ne s'applique pas aux interfaces avec d'autres réseaux. NOTE Un réseau TIC dédié traité par l'IEC 62949 constitue un exemple d'autres réseaux. Le présent document est applicable aux

câblage et interconnexion des dispositifs  utilisés dans un réseau HBES/SGTB dédié. Le présent document couvre les exigences et critères de conformité suivants:  
protection contre les dangers dans le dispositif;
protection contre les surtensions sur le réseau;
protection contre le courant de contact;
protection contre les dangers provoqués par différents types de circuits;

Ta del standarda IEC 63044 podaja zahteve za električno varnost v povezavi z omrežjem za stanovanjske in stavbne elektronske sisteme ter sisteme za nadzor in avtomatizacijo stavb (HBES/BACS) ter standarde o varnosti izdelka za naprave za stanovanjske in stavbne elektronske sisteme ter sisteme za nadzor in avtomatizacijo stavb.
Uporablja se tudi za naprave, ki se uporabljajo v omrežju za stanovanjske in stavbne elektronske sisteme ter sisteme za nadzor in avtomatizacijo stavb, za katere ne obstajajo posebni standardi za varnost izdelka.
Poleg tega opredeljuje varnostne zahteve za vmesnik opreme, ki se povezuje z omrežjem za stanovanjske in stavbne elektronske sisteme ter sisteme za nadzor in avtomatizacijo stavb. Ne uporablja se za vmesnike do drugih omrežij.
OPOMBA: Primer drugih omrežij je namensko omrežje IKT, ki je zajeto v standardu IEC 62949.
Ta dokument se uporablja za:
– postaje za upravljavce in druge naprave z vmesnikom človek–sistem,
– naprave za funkcije upravljanja,
– krmilne naprave, avtomatizacijske postaje in namenske krmilnike,
– terenske naprave in njihove vmesnike ter
– kablovje in medsebojno povezovanje naprav,
ki se uporabljajo z namenskim omrežjem za stanovanjske in stavbne elektronske sisteme ter sisteme za nadzor in avtomatizacijo stavb
Ta dokument zajema naslednje zahteve in merila skladnosti:
• zaščita pred nevarnostmi v napravi;
• zaščita pred prenapetostmi v omrežju;
• zaščita pred tokom dotika;
• zaščita pred nevarnostmi zaradi uporabe različnih vrst tokokrogov;
• zaščita komunikacijskega ožičenja pred pregretjem, ki ga povzroči prekomeren tok.

Relationship between this European standard and the safety objectives
of Directive 2014/35/EU [2014 OJ L96] aimed to be covered
This European standard has been prepared under a Commission’s standardisation request relating to harmonised standards in the field of the Low Voltage Directive, M/511, to provide one voluntary means of conforming to safety objectives of Directive 2014/35/EU of the European Parliament and of the Council of 26 February 2014 on the harmonisation of the laws of the Member States relating to the making available on the market of electrical equipment designed for use within certain voltage limits [2014 OJ L96].
Once this standard is cited in the Official Journal of the European Union under that Directive, compliance with the normative clauses of this standard given in Table ZZ.1 confers, within the limits of the scope of this standard, a presumption of conformity with the corresponding safety objectives of that Directive, and associated EFTA regulations.

Part 3: Electrical safety requirements
FOREWORD 1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with may participate in this preparatory work. International, governmental and non-governmental organizations liaising with the IEC also participate in this preparation.
