Overview
EN 60335-2-23:2003 (adopting IEC 60335-2-23:2003) sets out the safety requirements for household and similar electrical appliances intended for skin or hair care. It is a Part 2 standard that supplements and modifies the general safety requirements in EN 60335-1. The standard applies to electric appliances for the care of the skin or hair of persons or animals, intended for household and similar use, with a rated voltage not exceeding 250 V. CENELEC approved the standard on 2003-05-01.
Key topics and requirements
- Scope and application: Defines which skin- and hair-care appliances are covered and clarifies that this Part 2 must be used together with EN 60335-1 (general requirements).
- Safety focus: Addresses electrical safety risks and how they are managed for consumer appliances used on skin and hair.
- Regulatory alignment:
- Confirms coverage under the Low Voltage Directive (73/23/EEC) for electrical safety.
- Notes that for appliances with mechanical moving parts, risk assessments under the Machinery Directive (98/37/EC) show risks are mainly electrical and therefore covered by this standard.
- Document structure and conventions:
- Uses specific numbering for additional clauses (starting at 101), notes, and annexes.
- Specifies how “requirements,” “test specifications,” and “notes” are presented typographically.
- Normative references: Includes international references such as ISO 3864 (safety colours and signs).
Applications
EN 60335-2-23 is used to:
- Guide product design to meet electrical safety requirements for skin and hair care appliances.
- Establish testing criteria and conformity assessment practices when combined with EN 60335-1.
- Support regulatory compliance and CE marking under the Low Voltage Directive.
- Inform risk assessments where mechanical elements exist, ensuring electrical hazards are mitigated.
Common appliance categories typically covered (examples):
- Electric shavers, hair clippers, hair dryers, stylers, epilators, and powered brushes - provided they fall within the standard’s scope and voltage limits.
Who uses this standard
- Appliance manufacturers and product designers
- Test laboratories and conformity assessment bodies
- Regulatory compliance and safety engineers
- Procurement teams specifying safety requirements for household personal-care devices
