The text of document 61/4282/FDIS, future IEC 60335-2-23:2003/A2, prepared by IEC/TC 61 "Safety of
household and similar electrical appliances" was submitted to the IEC-CENELEC parallel vote and approved
by CENELEC as EN 60335-2-23:2003/A2:2015.
A draft amendment, which covers common modifications to IEC 60335-2-23:2003/A2, was prepared by
CLC/TC 61 "Safety of household and similar electrical appliances" and approved by CENELEC.

This amendment is to be used in conjunction with EN 60335-1:2012 including its amendments.

Health and Safety Requirements of the Machinery Directive 2006/42/EC, which can be applicable to some
appliances, covered by this part have also been taken into account.
1 Scope

This clause of Part 1 and of EN 60335-2-23 is replaced with the following:
This European Standard deals with the safety of electric appliances for the care of skin or hair of persons or
animals, the rated voltage of the appliance being not more than 250 V.
NOTE Z101 Examples of appliances that are within the scope of this standard are
– curling combs;
– curling irons;
– curling rollers with separate heaters;
– facial saunas;
– hairdryers;
– hand dryers;
– heaters with detachable curlers;
– permanent-wave appliances.

NOTE Z102 Appliances covered by this standard may incorporate steam-producing or spray-producing devices.
Appliances and machines intended to be used in household, commercial applications, in shops, by hairdressers,
in light industry and on farms, are within the scope of this standard.
Additional requirements for appliances and machines with motorised parts intended for commercial use are
given in Annex ZE.
NOTE Z103 Examples of appliance for household environment are appliances for typical housekeeping functions used in the
household environment and appliances for typical housekeeping functions used by non-expert users:
- in shops, offices and other similar working environments
- in farm houses;
- by clients in hotels, motels and other residential type environments;
- in bed and breakfast type environments;
- hair and hand dryers used by clients in swimming pools areas, toilets in petrol service stations, railways stations, airports and similar.
As far as is practicable, this standard deals with the common hazards presented by appliances that are
encountered by all persons in household and similar environments.
However, in general, it does not take into account:
– children playing with the appliance,
– the use of the appliance by very young children
– the use of the appliance by young children without supervision,
– user maintenance by children, including the necessary cleaning of the appliance.
It is recognized that very vulnerable people may have needs beyond the level addressed in this standard.
NOTE Z104 Attention is drawn to the fact that
– for appliances intended to be used in vehicles or on board ships or aircraft, additional requirements may be necessary;
– in many countries additional requirements are specified by the national health authorities, the national authorities responsible for the
protection of labour and similar authorities.
NOTE Z105 This standard does not apply to
– Shavers, hair clippers and similar appliances (EN 60335-2-8);
