Overview
EN 60335-2-23:2003/A1:2008 is the CENELEC amendment to the European adoption of IEC 60335-2-23. It specifies particular safety requirements for household and similar electrical appliances intended for skin or hair care. Amendment A1 (approved 2008-04-16) refines normative references, marking and instruction details, abnormal-operation tests and bibliographic cross-references to support harmonized national implementation.
This document is essential for manufacturers, testing laboratories and conformity assessment bodies involved with electrical skin- and hair-care appliances, such as hairdryers, styling tools and skin-treatment devices.
Key Topics
- Scope and status: Amendment A1 supplements EN 60335-2-23:2003 and was to be implemented nationally by 2009-02-01, with conflicting national standards withdrawn by 2013-05-01.
- Normative references: The amendment updates references (for example replacing ISO 3864 by ISO 3864-1) and aligns graphical symbols and safety-sign principles with current standards.
- Marking and instructions: Specific references are updated to IEC 60417-5582 (2002-10) and ISO 3864-1 to ensure consistent safety markings and user information across languages and markets.
- Abnormal operation tests: The amendment clarifies hairdryer abnormal-operation procedures. Hairdryers are operated until steady conditions, then motor voltage is reduced while maintaining the heating element input at 1.15 times rated power. Voltage reduction rates specified:
- 1 V per minute for motors with working voltage ≤ 30 V
- 5 V per minute for motors with working voltage > 30 V These procedural details assist test laboratories in reproducing realistic abnormal conditions and verifying thermal protection performance.
- Cross-application notes: If an appliance within this Part 2 includes specific features (e.g., ion generators), the amendment notes applicability of other Part 2 standards such as IEC 60335-2-65 where reasonable.
Applications
This standard and amendment A1 are applied to:
- Product design and risk assessment for hairdryers, styling tools and skin-treatment appliances
- Test protocols for thermal cut‑outs, electrical safety, mechanical strength and marking verification
- Technical documentation used in CE marking and national conformity procedures
Benefits include clearer test requirements, harmonized marking guidance and reduced divergence in national implementations.
Related Standards
- IEC 60335-2-23 (base international standard)
- IEC 60335-2-17 (blankets, pads and similar flexible heating appliances)
- IEC 60335-2-65 (air-cleaning appliances; relevant where ion generators are incorporated)
- ISO 13732-1 (methods for assessment of human responses to hot surfaces)
- IEC 60417-5582 and ISO 3864-1 (graphical symbols and safety signs)
Practical note: Manufacturers and test houses should adopt the amendment's updated references and test procedures to ensure compliance and to streamline market access across CENELEC member countries.
