FprEN IEC 60086-1:2025/prAA:2026 is a CENELEC draft amendment to Primary batteries - Part 1: General. It updates the general IEC 60086 primary battery rules, especially the terminology, the conformity checklist, and the test methods for portable non-rechargeable batteries. It is aimed at manufacturers, test laboratories, and compliance teams that need to align primary battery testing with European requirements.

What does FprEN IEC 60086-1:2025/prAA:2026 specify?

FprEN IEC 60086-1:2025/prAA:2026 specifies amendments to FprEN IEC 60086-1:2026, with a strong link to testing for portable non-rechargeable batteries placed on the European market. It keeps the document structure focused on term changes, one conformity clause, measurement methods in Annex I, and two new annexes for references and EU legal alignment.

The document is organized around:

  • Clause 3 - terms and definitions
  • Clause 4.1.8 - the conformity checklist
  • Annex I - measurement methods for performance and durability
  • Annex ZA - normative references and corresponding European publications
  • Annex ZZ - relationship with Regulation (EU) 2023/1542
AnnexWhat it covers
Annex IMeasurement methods for the performance and durability of non-rechargeable portable batteries
Annex ZANormative references and the matching European publications
Annex ZZRelationship with Regulation (EU) 2023/1542 and the conformity mapping

What are the key requirements of FprEN IEC 60086-1:2025/prAA:2026?

The main technical change is that the performance and durability methods for portable non-rechargeable batteries are now treated as normative requirements when Annex I is used. In practice, that means the test method is not just informative background - it becomes the required way to measure the stated battery parameters.

Clause 3 updates the vocabulary

FprEN IEC 60086-1:2025/prAA:2026 adds notes to the definitions of cell, battery, minimum average duration (MAD), and leakage. These notes explain that the standard keeps its own meaning even where the European Batteries Regulation uses slightly different wording. In practice, users should apply the IEC terminology in test and conformity work, while checking the regulation for legal alignment.

The amendment also adds delayed discharge performance (DDP), defined as the average duration on discharge of a sample of batteries after storage under specified conditions. That gives a named performance measure for storage-related behavior, which matters when products are judged after being kept on the shelf.

Clause 4.1.8 points users to Annex I

Clause 4.1.8 now states that tests for performance and durability required for portable non-rechargeable batteries placed on the European market under Regulation (EU) 2023/1542 are to be performed according to Annex I. In practice, this ties the conformity checklist directly to the measurement methods.

Annex I becomes mandatory for the stated test methods

Annex I is changed from informative to normative, and its wording is changed from “must” to “shall.” That makes the procedures the required basis for the measurements they describe. Clause I.1 also notes that the legal minimum values under the Batteries Regulation can differ from the specification sheets of FprEN IEC 60086-2-1:2026 and FprEN IEC 60086-2-2:2026, so users must check both the method and the applicable minimum value.

Annex I covers the main battery performance checks

Annex I includes the methods for:

  • average duration of discharge
  • delayed discharge performance (DDP)
  • resistance to leakage

These are the core checks for portable batteries of general use. In practice, they are the measurements that show whether a sample meets performance and durability expectations.

Annex ZZ links the standard to EU law

Annex ZZ maps parts of the standard to Regulation (EU) 2023/1542. It states that, once the standard is cited in the Official Journal of the European Union, compliance with the relevant normative clauses can support presumption of conformity, within the scope of the standard and where the legal minimum values are met. That makes the document a conformity route for EU market access, not a substitute for the regulation itself.

What terms does FprEN IEC 60086-1:2025/prAA:2026 define?

  • Cell - the basic electrochemical unit covered by Clause 3, with a note that keeps the standard's meaning distinct from the Batteries Regulation wording.
  • Battery - the battery term used by the standard, again with a note to avoid confusion with the regulation definition.
  • Minimum average duration (MAD) - the minimum average discharge time used as a performance criterion.
  • Leakage - the condition used to judge whether unwanted material escapes from the battery.
  • Portable battery of general use - a battery category used in the performance and durability mapping in Annex ZZ and Annex I.
  • Delayed discharge performance (DDP) - the average discharge duration after storage under specified conditions.

Who uses FprEN IEC 60086-1:2025/prAA:2026?

Battery manufacturers, test laboratories, and conformity assessment teams use FprEN IEC 60086-1:2025/prAA:2026 to plan tests and compile technical evidence for portable primary batteries. Regulatory and compliance staff use it to relate IEC battery test methods to the European Batteries Regulation. Buyers and product engineers use it when they need to check which performance and durability tests apply to non-rechargeable batteries placed on the European market.

What changed in FprEN IEC 60086-1:2025/prAA:2026 from the previous edition?

FprEN IEC 60086-1:2025/prAA:2026 modifies FprEN IEC 60086-1:2026. The stated technical changes are:

  • Annex I changes from informative to normative, and its wording changes from “must” to “shall”
  • notes are added to definitions that differ from the Batteries Regulation
  • a new definition for delayed discharge performance (DDP) is added

Which standards are used with FprEN IEC 60086-1:2025/prAA:2026?

FprEN IEC 60086-1:2025/prAA:2026 is read together with FprEN IEC 60086-1:2026, and Annex ZA gives the referenced publications used in the text.

Referenced standardContribution

The amendment also refers in Annex I to the specification sheets of FprEN IEC 60086-2-1:2026 and FprEN IEC 60086-2-2:2026.

What does the FprEN IEC 60086-1:2025/prAA:2026 document contain?

The document contains the foreword, the amendment text for Clause 3, the change to Clause 4.1.8, the revised Annex I, and two added annexes. Annex I gives the measurement methods for performance and durability, including the test topics for discharge duration, delayed discharge performance, and leakage resistance. Annex ZZ provides the legal mapping to Regulation (EU) 2023/1542, including Table ZZ.1 for the correspondence between requirements. Annex ZA lists the international publications and their European equivalents used as normative references.
