General Information
- Abstract
This document identifies section and requirement numbers from ASME A17.1/CSA B44 or Japanese codes for requirements not included in ISO 8103-1. The content of the specific requirements is published in ASME A17.1/CSA B44 and Japanese codes. This document is applicable for new escalators and moving walks (pallet or belt type) as defined in ISO/DIS 8103-1:—, Clause 3. This document deals with all significant hazards, hazardous situations, and events relevant to escalators and moving walks when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer (see Clause 4). This document is not applicable to escalators and moving walks which were manufactured before the date of its publication. It is, however, expected that existing installations be adapted to this standard.

Overview
ISO/TS 8103-3:2024 - Escalators and moving walks - Part 3: Requirements from other standards (ASME A17.1/CSA B44 and Japanese codes) not included in ISO 8103-1 - is a Technical Specification that maps prescriptive requirements from ASME A17.1/CSA B44 and relevant Japanese codes to ISO 8103-1. It identifies section and requirement numbers in those external standards for items not covered in ISO 8103-1, and is intended to be used together with ISO 8103-1 to achieve equivalency where scopes overlap. The TS applies to new pallet- or belt-type escalators and moving walks and addresses significant hazards, foreseeable misuse, and related safety requirements.
Key topics and technical requirements
This document does not reproduce the full technical text from ASME or Japanese codes but references the specific clauses that users must consult. Major technical topics highlighted include:
- Structural design and component calculation - mapping of ISO clauses to ASME/JIS requirements for frames, steps, pallets and belts.
- Step, pallet and belt guidance and clearances - requirements for guidance, retention, and inter‑part clearances.
- Braking and drive systems - operational and auxiliary brake requirements, brake load determination and stopping distances; notes on allowable braking types (electro‑mechanical vs. electrical/permanent magnet as per referenced codes).
- Speed limits and protection - speed requirements for escalators and moving walks (ASME references define different speed definitions; escalator maximum often cited as 0.5 m/s in ASME guidance).
- Inspection covers, access and floor openings - locking, weight requirements and protection of floor openings in accordance with building codes.
- Ventilation apertures and balustrade dimensions - prevention of contact with moving parts, anti‑climb measures and dimensional constraints.
- Dynamic testing and fatigue evaluation - reference to ASME/JIS test procedures for step/pallet durability and crack evaluation.
Practical applications and users
This Technical Specification is practical for:
- Manufacturers and designers who need to design escalators and moving walks that comply with both ISO and region‑specific prescriptive codes.
- Safety engineers and risk assessors implementing hazard mitigation aligned with multiple jurisdictions.
- Regulatory bodies, code officials and procurement teams seeking to verify equivalency between ISO 8103-1 and ASME/Japanese requirements.
- Testing laboratories and certification bodies that must apply the referenced clauses when performing conformity assessments.
- Facility managers and installers planning new installations or retrofits to meet contemporary safety requirements.

ISO (the International Organization for Standardization) is a worldwide federation of national standards
bodies (ISO member bodies). The work of preparing International Standards is normally carried out through
ISO technical committees. Each member body interested in a subject for which a technical committee
has been established has the right to be represented on that committee. International organizations,
governmental and non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely
with the International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
The procedures used to develop this document and those intended for its further maintenance are described
in the ISO/IEC Directives, Part 1. In particular, the different approval criteria needed for the different types
of ISO document should be noted. This document was drafted in accordance with the editorial rules of the

Introduction
0.1 General
The machinery concerned and the extent to which hazards, hazardous situations and hazardous events are
covered are indicated in the scope of this standard.
0.2 General remarks
This document is to be used in combination with ISO 8103-1 for the purpose of achieving equivalency with
the requirements of ASME A17.1/CSA B44 and Japanese codes respectively, where the scopes of ASME A17.1/
CSA B44 and Japanese codes coincide with the scope of this document. Equipment outside of the scope of
this document is not addressed.
This document is not a substitute for ASME A17.1/CSA B44 or Japanese codes and it does not evaluate or
interpret requirements in those standards/codes.
As a further clarification, it is emphasized that although differences exist in the various standards, it does
not imply that any standard is superior to another standard covering the same scope.

4 Use of this document
Products designed in compliance with specific requirements of ISO 8103-1 may not be in compliance with
specific prescriptive requirements in ASME A17.1/CSA B44-2016 or Japanese Codes.
By referring to Table 1, specific prescriptive requirements of ASME A17.1/CSA B44-2016 that need to be
addressed in addition to or in place of requirements of ISO 8103-1 can be identified by the user.
In a similar way, Table 2 identifies requirements of Japanese codes that need to be addressed by the user.
Tables 1 and 2 provide guidance and in all cases the relevant standards need to be consulted.
In each table, there are five columns as follows:
— Column 1 identifies the clause number in ISO 8103-1:—;
— Column 2 describes the subject matter;
— Column 3 identifies the requirement to be addressed in addition to ISO 8103-1:—;
— Column 4 identifies the requirement to be addressed in place of ISO 8103-1:—; and
— Column 5 contains comments and explanations intended to provide guidance to the user.
