Предисловие
Международная организация по стандартизации (ISO) является всемирной федерацией национальных
организаций по стандартизации (комитетов-членов ISO). Разработка международных стандартов
обычно осуществляется техническими комитетами ISO. Каждый комитет-член, заинтересованный в
деятельности, для которой был создан технический комитет, имеет право быть представленным в этом
комитете. Международные правительственные и неправительственные организации, имеющие связи с
ISO, также принимают участие в работах. Что касается стандартизации в области электротехники, то
ISO работает в тесном сотрудничестве с Международной электротехнической комиссией (IEC).
Проекты международных стандартов разрабатываются в соответствии с правилами Директив ISO/IEC,
Часть 2.
Главной задачей технических комитетов является разработка проектов международных стандартов.
Проекты международных стандартов, принятые техническими комитетами, рассылаются комитетам-
членам на голосование. Их опубликование в качестве международных стандартов требует одобрения
не менее 75 % комитетов-членов, принимающих участие в голосовании.
В некоторых обстоятельствах, особенно при срочном коммерческом запросе таких документов,
технический комитет может решить публикацию других типов документа:
─ общедоступные технические условия (ISO/PAS) представляют собой соглашение между
техническими экспертами в рабочей группе ISO. Оно принимается к публикации, если за его одобрение
проголосовали более 50 % членов разрабатывающего комитета;
─ технические условия (ISO/TS) представляют собой соглашение между членами технического
комитета. Оно принимается к публикации, если за его одобрение проголосовали 2/3 членов этого
комитета.
Документ ISO/PAS или ISO/TS рассматривается снова через три года, чтобы решить, подтвердить его
еще на три года, пересмотреть, с целью превратить его в международный стандарт, или отменить
совсем. Если документ ISO/PAS или ISO/TS подтверждается, его снова пересматривают через три
года и тогда ему либо присваивают статус международного стандарта либо отменяют.
Следует иметь в виду, что некоторые элементы настоящего документа могут быть объектом патентных
прав. Международная организация по стандартизации не должна нести ответственность за
идентификацию какого-либо одного или всех патентных прав.
ISO/TS 17022 подготовил Комитет ISO по оценке соответствия (CASCO).

Введение
Настоящий документ содержит требования и рекомендации к содержанию отчета по аудиту
сертификации систем менеджмента третьей стороной, который отвечает потребностям и ожиданиям
заинтересованных сторон (заказчиков аудита, органов по сертификации, органов по аккредитации и
других потенциальных пользователей).
Эти технические условия были разработаны для достижения базового уровня последовательности и
информации в содержании отчетов по аудиту сертификации систем менеджмента третьей стороной.
Таким образом, повышается доверие к работе аудиторской группы и процессу сертификации.
Хотя клиент аудита и орган по сертификации являются первичными пользователями отчета по аудиту,
содержание таких отчетов должно удовлетворять потребностям и других заинтересованных сторон.
Возможными другими пользователями или заинтересованными сторонами относительно информации,
содержащейся в отчетах по аудиту, являются, например, следующие:
орган по аккредитации;
регулирующий орган власти;
собственник схемы.
Отчет по аудиту предназначен обеспечить информацию, необходимую для удовлетворения
потребностей заинтересованных сторон.
В этом смысле заинтересованной стороне может потребоваться знать, среди прочего, следующее:
a) соответствует ли система менеджмента заданным требованиям;
b) все несоответствия и проблемы, вызывающие озабоченность;
c) любые возможности для совершенствования;
d) все слабые и сильные стороны;
e) информацию о планировании последующих аудитов;
f) области, которые требуют продолжения аудита;
g) дополнительная информация для принятия решения, касающегося сертификации.
В настоящем документе технических требований используются следующие глагольные формы:
─ “shall” указывает на требование;
─ “should” указывает на рекомендацию;
─ “may” указывает на разрешение;
─ ”can” указывает возможность или способность.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
In other circumstances, particularly when there is an urgent market requirement for such documents, a
technical committee may decide to publish other types of document:
— an ISO Publicly Available Specification (ISO/PAS) represents an agreement between technical experts in
an ISO working group and is accepted for publication if it is approved by more than 50 % of the members of
the parent committee casting a vote;
— an ISO Technical Specification (ISO/TS) represents an agreement between the members of a technical
committee and is accepted for publication if it is approved by 2/3 of the members of the committee casting a
vote.
An ISO/PAS or ISO/TS is reviewed after three years in order to decide whether it will be confirmed for a
further three years, revised to become an International Standard, or withdrawn. If the ISO/PAS or ISO/TS is
confirmed, it is reviewed again after a further three years, at which time it must either be transformed into an
International Standard or be withdrawn.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. ISO shall not be held responsible for identifying any or all such patent rights.
ISO/TS 17022 was prepared by the ISO Committee on conformity assessment (CASCO).
It was circulated for voting to the national bodies of both ISO and IEC, and was approved by both
organizations.

Introduction
This Technical Specification contains requirements and recommendations for the content of a third-party
management system certification audit report that meets the needs and expectations of interested parties
(audit clients, certification bodies, accreditation bodies and other potential users).
This Technical Specification has been developed to achieve a basic level of consistency and information in
the content of third-party management system certification audit reports, thus increasing the credibility in the
work of the audit team and certification process.
Although the audit client and the certification body are the primary users of the audit report, the content of
audit reports are required to satisfy the needs of other interested parties. The following are examples of other
possible users or interested parties of the information contained in audit reports:
 accreditation body;
 regulatory authority;
 scheme owner.
The audit report is intended to provide the information necessary to satisfy the needs of interested parties.
In this regard an interested party might need to know, amongst other things, the following:
a) whether the management system conforms to the specified requirements;
b) any nonconformities and areas of concern;
c) any opportunities for improvement;
d) any strengths and weaknesses;
e) information for future audit planning;
f) areas that require follow-up;
g) additional information required for a decision regarding certification.
In this Technical Specification, the following verbal forms are used:
 “shall” indicates a requirement;
 “should” indicates a recommendation;
 “may” indicates a permission;
 “can” indicates a possibility or a capability.

L'ISO (Organisation internationale de normalisation) est une fédération mondiale d'organismes nationaux de
normalisation (comités membres de l'ISO). L'élaboration des Normes internationales est en général confiée
aux comités techniques de l'ISO. Chaque comité membre intéressé par une étude a le droit de faire partie du
comité technique créé à cet effet. Les organisations internationales, gouvernementales et non
gouvernementales, en liaison avec l'ISO participent également aux travaux. L'ISO collabore étroitement avec
la Commission électrotechnique internationale (CEI) en ce qui concerne la normalisation électrotechnique.
Les Normes internationales sont rédigées conformément aux règles données dans les Directives ISO/CEI,
Partie 2.
La tâche principale des comités techniques est d'élaborer les Normes internationales. Les projets de Normes

Introduction
La présente Spécification technique contient des exigences et recommandations applicables au contenu d'un
rapport d'audit tierce partie de certification de systèmes de management qui répond aux besoins et attentes
des parties intéressées (client de l'audit, organismes de certification, organismes d'accréditation et autres
utilisateurs potentiels).
La présente Spécification technique a été élaborée dans le but d'obtenir un niveau de base de cohérence et
d'information dans le contenu des rapports d'audit tierce partie de certification des systèmes de management
et, ainsi, d'améliorer la crédibilité du travail de l'équipe d'audit et du processus de certification.
Bien que le client de l'audit et l'organisme de certification soient les principaux utilisateurs du rapport d'audit,
le contenu du rapport d'audit doit aussi répondre aux besoins d'autres parties intéressées. Les autres
utilisateurs des informations contenues dans le rapport d'audit ou les parties intéressées par ces informations
peuvent notamment être les suivants:
 organisme d'accréditation;
 autorité réglementaire;
 propriétaire de référentiel.
Le rapport d'audit vise à fournir les informations nécessaires à la satisfaction des besoins des parties
intéressées.
À cet égard, une partie intéressée peut avoir besoin d'être renseignée, entre autres, sur les points suivants:
a) la conformité ou non-conformité du système de management aux exigences spécifiées;
b) toutes non-conformités et tous points sensibles;
c) toutes opportunités d'amélioration;
d) toutes forces et faiblesses;
e) des informations sur la planification de l'audit suivant;
f) les domaines qui nécessitent un suivi;
g) toutes informations complémentaires requises pour prendre une décision de certification.
Dans la présente Spécification technique, les formes verbales suivantes sont utilisées:
 le verbe «devoir» indique une exigence;
 la forme verbale «il convient de» précède une recommandation;
 la forme verbale «il est admis» indique une permission;
 le verbe «pouvoir» indique une possibilité ou une capacité.

Prólogo
ISO (Organización Internacional de Normalización) es una federación mundial de organismos nacionales de
normalización (organismos miembros de ISO). El trabajo de preparación de las normas internacionales
normalmente se realiza a través de los comités técnicos de ISO. Cada organismo miembro interesado en una
materia para la cual se haya establecido un comité técnico, tiene el derecho de estar representado en dicho
comité. Las organizaciones internacionales, públicas y privadas, en coordinación con ISO, también participan
en el trabajo. ISO colabora estrechamente con la Comisión Electrotécnica Internacional (IEC) en todas las
materias de normalización electrotécnica.
Las normas internacionales se redactan de acuerdo con las reglas establecidas en la Parte 2 de las
Directivas ISO/IEC
La tarea principal de los comités técnicos es preparar normas internacionales. Los proyectos de normas
internacionales adoptados por los comités técnicos se envían a los organismos miembros para votación. La
publicación como norma internacional requiere la aprobación por al menos el 75% de los organismos
miembros que emiten voto.
En otras circunstancias, particularmente cuando existe una demanda urgente del mercado, un comité técnico
puede decidir publicar otros tipos de documentos normativos:
— una especificación disponible al público ISO (ISO/PAS) (Publicly Available Specification) representa el
acuerdo entre los expertos de un grupo de trabajo de ISO y su publicación se acepta si se aprueba por
más del 50% de los miembros del comité técnico que emiten voto;
— una especificación técnica ISO (ISO/TS) (Technical Specification) representa el acuerdo entre los
miembros del comité técnico y su publicación se acepta si se aprueba por 2/3 de los miembros del comité
técnico que emiten voto.
Una ISO/PAS o una ISO/TS se revisa a los tres años para decidir si será confirmada por otros tres años,
revisada para convertirse en una norma internacional, o anulada. Si la ISO/PAS o la ISO/TS se confirma, será
objeto de una nueva revisión tras tres años, momento en el que se debe decidir si se transformará en una
norma internacional o se anulará.
Se llama la atención sobre la posibilidad de que algunos de los elementos de este documento puedan estar
sujetos a derechos de patente. ISO no asume la responsabilidad por la identificación de cualquiera o todos
los derechos de patente.
La Especificación Técnica ISO/IEC TS 17022 ha sido preparada por el Comité ISO de evaluación de la
conformidad (CASCO).
Se circuló para votación de los organismos nacionales de ISO e IEC, y fue aprobada por ambas
organizaciones.

Prólogo de la versión en español
Esta Norma Internacional ha sido traducida por el Grupo de Trabajo Spanish Translation Working Group
STWG del Comité ISO/CASCO, Comité para la evaluación de la conformidad, en el que participan
representantes de los organismos nacionales de normalización y representantes del sector empresarial de los
siguientes países:
Argentina, Bolivia, Chile, Colombia, Costa Rica, Cuba, Ecuador, España, Estados Unidos de América, México,
Perú y Uruguay.
Igualmente, en el citado Grupo de Trabajo participan representantes de COPANT (Comisión Panamericana
de Normas Técnicas) e INLAC (Instituto Latinoamericano de la Calidad).
Esta traducción es parte del resultado del trabajo que el Grupo ISO/CASCO STWG viene desarrollando
desde su creación en el año 2002 para lograr la unificación de la terminología en lengua española en el
ámbito de la evaluación de la conformidad.

Introducción
Esta Especificación Técnica contiene requisitos y recomendaciones para el contenido de un informe de una
auditoría de certificación de sistema de gestión realizada por una tercera parte, que satisface las necesidades
y expectativas de las partes interesadas (cliente de la auditoría, organismos de certificación, organismos de
acreditación y otros usuarios potenciales).
Esta Especificación Técnica ha sido desarrollada con el fin de lograr un nivel básico de coherencia e
información en el contenido de los informes de auditoría de certificación de sistemas de gestión realizadas
por una tercera parte, incrementando así la credibilidad en el trabajo del equipo auditor y en el proceso de
certificación.
Si bien, el cliente de la auditoría y el organismo de certificación son los usuarios principales del informe de
auditoría, el contenido de los informes de auditoría se requiere para satisfacer las necesidades de otras
partes interesadas. Los siguientes son ejemplos de otros posibles usuarios u otras partes interesadas en la
información contenida en los informes de auditoría:
 organismo de acreditación;
 autoridad reglamentaria;
 dueño del esquema.
El informe tiene por finalidad proporcionar la información necesaria para satisfacer las necesidades de las
partes interesadas.
En este sentido, una parte interesada podría necesitar conocer, entre otras cosas, lo siguiente:
a) si el sistema de gestión es conforme con los requisitos especificados;
b) las no conformidades y las áreas de preocupación;
c) las oportunidades de mejora;
d) las fortalezas y las debilidades;
e) la información para la planificación de auditorías futuras;
f) las áreas que requieren un seguimiento;
g) la información adicional requerida para tomar una decisión con respecto a la certificación.
En esta Especificación Técnica se usan las siguientes formas verbales:
 “debe” indica un requisito;
 “debería" indica una recomendación;
 “puede" indica permiso, posibilidad o capacidad.
Se pueden encontrar más detalles en la parte 2 de la Directiva ISO/IEC.
