This standard applies to movable, stationary, fixed or built-in UPS for use in lowvoltage distribution systems and that are intended to be installed in an area accessible by an ordinary person or in a restricted access area as applicable, that deliver fixed frequency AC output voltage with port voltages not exceeding 1000 V AC or 1500 V DC and that include an energy storage device. It applies to pluggable and to permanently connected UPS, whether consisting of a system of interconnected units or of independent units, subject to installing, operating and maintaining the UPS in the manner prescribed by the manufacturer. Alternative devices exist, and as such, where "battery" appears in the text of this document, this is to be understood as "energy storage device". This document specifies requirements to ensure safety for the ordinary person who comes into contact with the UPS and, where specifically stated, for the skilled person. The objective is to reduce risks of fire, electric shock, thermal, energy and mechanical hazards during use and operation and, where specifically stated, during service and maintenance. This product standard is harmonized with the applicable parts of group safety publication IEC 62477-1:2012 for power electronic converter systems and contains additional requirements relevant to UPS. This document does not cover: - UPS that have a DC output; - systems for operation on moving platforms including, but not limited to, aircrafts, ships and motor vehicles; - external AC or DC input and output distribution boards covered by their specific product standard; - stand-alone static transfer systems (STS) covered by IEC 62310-1; - systems wherein the output voltage is directly derived from a rotating machine; - telecommunications apparatus other than UPS for such apparatus; - functional safety aspects covered by IEC 61508 (all parts).

This part of IEC 61800, which is a product standard, specifies requirements and makes
recommendations for the design and development, integration and validation of safety related
power drive systems (PDS(SR)) in terms of their functional safety considerations. It applies to
adjustable speed electrical power drive systems covered by the other parts of the IEC 61800
series of standards as referred in IEC 61800-2.
NOTE 1 The term “integration” refers to the PDS(SR) itself, not to its incorporation into the safety-related
application.
NOTE 2 Other parts of IEC 61800 cover rating specifications, EMC, electrical safety, etc.
This International Standard is applicable where functional safety of a PDS(SR) is claimed and
the PDS(SR) is operating mainly in the high demand or continuous mode (see 3.15)
While low demand mode operation is possible for a PDS(SR), this standard concentrates on
high demand and continuous mode. Safety sub-functions implemented for high demand or
continuous mode can also be used in low demand mode. Requirements for low demand mode
are given in IEC 61508 series. Some guidance for the estimation of average probability of
dangerous failure on demand (PFDavg) value is provided in Annex F.
This part of IEC 61800 sets out safety-related considerations of PDS(SR)s in terms of the
framework of IEC 61508, and introduces requirements for PDS(SR)s as subsystems of a
safety-related system. It is intended to facilitate the realisation of the electrical/ electronic/
programmable electronic (E/E/PE) parts of a PDS(SR) in relation to the safety performance of
safety sub-function(s) of a PDS.
Manufacturers and suppliers of PDS(SR)s by using the normative requirements of this part of
IEC 61800 will indicate to users (system integrator, original equipment manufacturer) the
safety performance for their equipment. This will facilitate the incorporation of a PDS(SR) into
a safety-related control system using the principles of IEC 61508, and possibly its specific
sector implementations (for example IEC 61511, IEC 61513, IEC 62061 or ISO 13849).
By applying the requirements from this part of the IEC 61800 series, the corresponding
requirements of IEC 61508 that are necessary for a PDS(SR) are fulfilled.
This part of IEC 61800 does not specify requirements for:
• the hazard and risk analysis of a particular application;
• the identification of safety sub-functions for that application;
• the initial allocation of SILs to those safety sub-functions;
• the driven equipment except for interface arrangements;
• secondary hazards (for example from failure in a production or manufacturing process);
• the electrical, thermal and energy safety considerations, which are covered in
+IEC 61800-5-1;
• the PDS(SR) manufacturing process;
• the validity of signals and commands to the PDS(SR).
• security aspects (e.g. cyber security or PDS(SR) security of access)
NOTE 3 The functional safety requirements of a PDS(SR) are dependent on the application, and can be
considered as a part of the overall risk assessment of the installation. Where the supplier of the PDS(SR) is not
responsible for the driven equipment, the installation designer is responsible for the risk assessment, and for
specifying the functional and safety integrity requirements of the PDS(SR).
This part of IEC 61800 only applies to PDS(SR)s implementing safety sub-functions with a SIL
not greater than SIL 3.
Figure 1 shows the installation and the functional parts of a PDS(SR) that are considered in
this part of IEC 61800 and shows a logical representation of a PDS(SR) rather than its
physical description.

This part of IEC 62040 establishes the performance and test requirements applied to
movable, stationary and fixed electronic DC uninterruptible power systems (DC UPS) that
– are supplied from an AC voltage source not exceeding 1 000 V,
– deliver a DC output voltage not exceeding 1 500 V,
– incorporate an energy storage device, and
– have a primary function to ensure continuity of DC power to loads.
This document specifies performance and test requirements of a complete DC UPS and not of
individual DC UPS functional units. The individual DC UPS functional units are dealt with
in IEC publications referred to in the bibliography that apply so far that they are not in
contradiction with this document.
DC UPSs have been developed over a wide range of power, from less than a hundred watts
to megawatts, to meet requirements for availability and quality of power to a variety of loads.
Refer to Annexes A and B for information on typical DC UPS configurations and topologies.
This document also includes DC UPS performance and test requirements related to
interrupters, isolating switches, and tie switches, if any, which are integral to the DC UPS.
These components interact with other functional units of the DC UPS to maintain continuity
of load power.
This document does not cover
– conventional AC input distribution boards and their associated switches,
– conventional DC distribution boards and their associated switches,
– conventional AC UPSs covered by IEC 62040-3,
– low-voltage DC power supply devices covered by a specific product standard, for example
IEC 61204, and those covered by a specific product standard, for example ITU
communication standards, and
– systems wherein the output voltage is derived from a rotating machine.
NOTE 1 This document recognises that power availability to information technology (IT) equipment represents a
major UPS application. The DC UPS output characteristics specified in this document are therefore also aimed at
ensuring compatibility with the requirements of IT equipment. This, subject to any limitation stated in the
manufacturer’s declaration, includes requirements for steady state and transient voltage variation as well as for
the supply of both resistive and constant power load characteristics of IT equipment.
NOTE 2 Test loads specified in this document simulate both resistive and constant power load characteristics.
Their use is prescribed with the objective of verifying design and performance, as declared by the manufacturer,
and also of minimising any complexity and energy consumption during the tests.
