This draft amendment is submitted to CEN members for enquiry. It has been drawn up by the Technical Committee CEN/TC 52.
This draft amendment A10, if approved, will modify the European Standard EN 71-1:2005. If this draft becomes an amendment, CEN
members are bound to comply with the CEN/CENELEC Internal Regulations which stipulate the conditions for inclusion of this amendment
into the relevant national standard without any alteration.
This draft amendment was established by CEN in three official versions (English, French, German). A version in any other language made
by translation under the responsibility of a CEN member into its own language and notified to the CEN Management Centre has the same
status as the official versions.

1 Modification to Clause 3
Amend clause 3.8 (including Note) to read:

NOTE Straps and electrical cables in toys are not considered to be cords.
Add the following new clauses:

NOTE A yo-yo ball is designed to be played with in a similar way to a traditional yo-yo but can also be played with in
other ways.
2 Modification to clause 4
Add the following clause:

The initial length “l ” of the yo-yo ball, measured as described in 8.35.2 shall not be greater than 370 mm.

The requirements in this clause do not apply to ropes and chains to which the diameter requirements of
EN 71-8 apply.
Requirements from a) to e) do not apply to cords on toys which are intended to be placed out of the reach of
children (for example certain toys intended to be attached to a cot or playpen).
The following requirements apply:
a) Cords connected to a self-retraction mechanism and cords in pull-along toys shall have an average cross-
sectional dimension of 1,5 mm or more when tested in accordance with 8.20 (cords cross-sectional
dimension).
b) Cords and chains that can form a tangled loop or a noose shall either:
have a length of less than 220 mm (for toys intended for children under 10 months) and less than
300 mm (for other toys) when tested in accordance with 8.38, or
separate into parts not exceeding 220 mm (for toys intended for children under 10 months) and not
exceeding 300 mm (for other toys) when tested in accordance with clause 8.36. It shall be possible
to join the parts after they have been separated without altering the characteristics of the joints (e.g.
Figure 13).

c) Fixed loops or tangled loops shall either:
have a perimeter not exceeding 380 mm when tested according to 8.34.2.1 (cords and chains with a
single fixing point or with fixing points less than 94 mm apart), or a distance “d” not exceeding 96 mm
when tested in accordance with clause 8.34.2.2 (cords and chains fixed to the toy at points equal or
greater than 94 mm apart) or
separate into parts not exceeding 220 mm (for toys intended for children under 10 months) and not
exceeding 300 mm (for other toys) when tested in accordance with clause 8.36 (cord and breakaway
features separation test).
d) The perimeter of nooses:
shall not exceed 380 mm when measured in accordance with clause 8.34.2.1, or
the distance “d” shall not exceed 96 mm when tested in accordance with clause 8.34.2.2
e) The recoil force of self-retraction mechanisms for cords in toys shall be less than 10 N when tested in
accordance with clause 8.37 (self retracting cords).
f) Toys with cords intended to be strung across a cradle, cot or perambulator shall carry a warning (see
7.11). This requirement applies also to toys with cords intended to be attached to a cradle, cot or
perambulator and that are intended to be out of reach of the children.
g) Cords with a free end (i.e. with no attachments) on toys intended for children under 10 months shall have
a free length of less than 300 mm when tested in accordance with clause 8.38 (length of cords).
Add a new clause
5.14 Straps intended to be used fully or partially around the neck
Toys with straps intended to be worn fully or partially around the neck and which create a fixed loop shall have
a breakaway feature which breaks at (25 ± 2) N when tested according to 8.36 (cord and breakaway features
separation test).
NOTE This requirement does not apply to shoulder straps but it applies to e.g. guitar straps.
4 Modification to clause 8
Amend the title of clause 8.20 to read:
