This part of ISO 4254, to be used together with ISO/FDIS 4254-1:2004, specifies safety requirements and their verification for the design and construction of rotary mowers and flail-mowers with one or several vertical axes or a horizontal axis, mounted, semi-mounted,trailed or self-propelled. In addition, this document specifies the type of information on safe working practices (including residual risks) to be provided by the manufacturer.

Dieser Teil von ISO 4254, sofern gemeinsam mit ISO 4254-1 angewendet, legt die sicherheitstechnischen Anforderungen und deren Überprüfung hinsichtlich der Gestaltung und konstruktiven Ausführung von Scheiben  und Trommelmähwerke (Kreiselmähwerke) für die Ernte von Futterpflanzen und für Schlegelmäher mit horizontaler Achse, die nur in der Landwirtschaft zum Einsatz kommen, die nur in der Landwirtschaft zum Einsatz kommen und die angebaut, aufgesattelt, gezogen oder selbstfahrend sind, fest. Sie beschreibt Maßnahmen zur Vermeidung oder Verminderung von Gefährdungen, die sich aus der bestimmungsgemäßen Verwendung und der vernünftigerweise vorhersehbaren Fehlanwendung dieser Maschinen im Rahmen des normalen Betriebes und der Wartung durch eine Person (Bedienungsperson) ergeben. Außerdem legt sie die Art von Informationen über sichere Arbeitsbedingungen fest, die vom Hersteller zur Verfügung zu stellen sind.
Enthalten sind Schlegelmäher mit horizontaler Achse, die lediglich zu Wartungszwecken auf der Rückseite geöffnet werden können.
Dieser Teil von ISO 4254 gilt auch für Mähwerke, die mit einer Aufbereitungseinrichtung ausgestattet sind.
Dieser Teil von ISO 4254 gilt nur für Mähwerke, die in Bodennähe arbeiten; Beispiele dafür sind A.1 zu entnehmen.
Wenn sich Anforderungen dieses Teils von ISO 4254 von denen unterscheiden, die in ISO 4254-1 festgelegt sind, haben die Anforderungen dieses Teils von ISO 4254 Vorrang gegenüber den Anforderungen von ISO 4254-1 für Maschinen, die nach den Anforderungen dieses Teils von ISO 4254 konzipiert und gebaut worden sind.
Dieser Teil von ISO 4254 zusammen mit ISO 4254 1 angewendet behandelt alle signifikanten Gefährdungen (wie in Tabelle 1 aufgelistet), Gefährdungssituationen und –ereignisse (mit der Ausnahme von Geräuschen und Schwingungen), die für Kreiselmähwerke und Schlegelmäher relevant sind, wenn sie bestimmungsgemäß und unter den Bedingungen der Fehlanwendung, die vom Hersteller vernünftigerweise vorhersehbar sind, angewendet werden (siehe Abschnitt 4).
Sie gilt nicht für (siehe Beispiele in A.2)
-   Schlegelmähwerke, deren hinterer Teil für bestimmte Feldarbeiten geöffnet werden kann;
-   Mähwerke mit Gelenkarm;
-   Mähwerke mit einer oder mehreren vertikalen Achsen, die zum Mulchen vorgesehen sind;
-   mitgängergeführte Motormäher;
-   Rasenmäher;
-   Zwischenreihenmäher;
-   Maschinen, die speziell für den Straßenbetriebsdienst ausgelegt sind.
Dieser Teil von ISO 4254 behandelt nicht Umweltgefährdungen, Straßenverkehrssicherheit und Gefährdungen im Zusammenhang mit bewegten Teilen der Kraftübertragung. Er behandelt nicht Gefährdungen hinsichtlich Wartung oder Reparaturen, die von professionellem Servicepersonal durchzuführen sind.
ANMERKUNG   Besondere Anforderungen in Bezug auf Straßenverkehrsvorschriften werden in diesem Teil von ISO 4254 nicht berücksichtigt.
Dieser Teil von ISO 4254 gilt nicht für Maschinen, die vor dem Datum der Veröffentlichung dieses Dokuments hergestellt wurden.

L'ISO 4254-12:2012, destinée à être utilisée conjointement avec l'ISO 4254-1, spécifie les exigences de sécurité et leur vérification pour la conception et la construction de faucheuses rotatives à disques et de faucheuses rotatives à tambours, uniquement utilisées en agriculture pour la récolte de fourrage, ainsi que de faucheuses-broyeuses à axe horizontal pour l'agriculture, portées, semi-portées, traînées ou automotrices. Elle décrit des méthodes pour l'élimination ou la réduction de phénomènes dangereux inhérents à l'utilisation normale et à la mauvaise utilisation raisonnablement prévisible de ces machines par une personne (l'opérateur) durant le fonctionnement normal et l'entretien. En outre, elle spécifie le type d'informations que le fabricant doit donner sur les pratiques d'utilisation sûre.
Les faucheuses-broyeuses à axe horizontal pouvant être ouvertes à l'arrière uniquement pour la maintenance sont incluses dans le domaine d'application.

This document (EN ISO 4254-12:2012) has been prepared by Technical Committee ISO/TC 23 "Tractors and
machinery for agriculture and forestry" in collaboration with Technical Committee CEN/TC 144 “Tractors and
machinery for agriculture and forestry” the secretariat of which is held by AFNOR.
This European Standard shall be given the status of a national standard, either by publication of an identical
text or by endorsement, at the latest by December 2012, and conflicting national standards shall be withdrawn
at the latest by December 2012.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. CEN [and/or CENELEC] shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 745:1999+A1:2009.
It is intended to be used together with EN ISO 4254-1:2009 "Agricultural machinery - Safety - Part 1: General
requirements (ISO 4254-1:2008)" and EN 15811:2009 "Agricultural machinery - Guards for moving parts of
power transmission - Guard opening with tool (ISO/TS 28923:2007 modified)".
This second edition cancels and replaces the first edition (EN 745:1999+A1:2009), which has been technically
revised.
The following major changes were introduced:
 requirements related to the scope and an enlargement to include rotary disc mowers, rotary drum mowers
and flail mowers with a horizontal axis;
 requirements related to the protection against inadvertent contact with the cutting elements, with new and
additional test criteria;
 requirements related to thrown object tests, with inclusion of two new parts to a revised standard
(ISO 17101), have been introduced with increased criteria for rotary and flail mower machines.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association, and supports essential requirements of EU Directive(s).
For relationship with EU Directive(s), see informative Annex ZA, which is an integral part of this document.

Requirements of EU Directive 2006/42/EC
This European Standard has been prepared under a mandate given to CEN by the European Commission
and the European Free Trade Association to provide a means of conforming to Essential Requirements of the
New Approach Directive 2006/42/EC on machinery.
Once this standard is cited in the Official Journal of the European Union under that Directive and has been
implemented as a national standard in at least one Member State, compliance with the normative clauses of
this standard confers, within the limits of the scope of this standard, a presumption of conformity with the
relevant Essential Requirements, except Essential Requirement(s) for all machines: 1.1.7, 1.2.1, 1.3.2,
1.3.8.1, 1.4.2.1 (2nd paragraph), 1.7.4.2 u), 3.3.1, and additionally for self-propelled machines: 1.1.4, 1.1.8,

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies

Introduction
The structure of safety standards in the field of machinery is as follows.
a) Type-A standards (basic standards) giving basic concepts, principles for design, and general aspects that
can be applied to machinery.
b) Type-B standards (generic safety standards) dealing with one or more safety aspect(s) or one or more
type(s) of safeguards that can be used across a wide range of machinery:
 type-B1 standards on particular safety aspects (e.g. safety distances, surface temperature, noise);
 type-B2 standards on safeguards (e.g. two-hand controls, interlocking devices, pressure sensitive
devices, guards);
c) Type-C standards (machinery safety standards) dealing with detailed safety requirements for a particular
machine or group of machines.
This document is a type-C standard as stated in ISO 12100.
The machinery concerned and the extent to which hazards, hazardous situations and events are covered are
indicated in the Scope of this part of ISO 4254. These hazards are specific to rotary disc mowers, rotary drum
mowers, as used for forage crop harvesting in agriculture only, and flail mowers with horizontal axis for
agriculture only, that are mounted, semi-mounted, trailed or self-propelled.
Significant hazards that are common to all the agricultural machines (self-propelled ride-on, mounted, semi-
mounted and trailed) are dealt with in ISO 4254-1.
When requirements of this type-C standard are different from those which are stated in type-A or type-B
standards, the requirements of this type-C standard take precedence over the requirements of the other
standards for machines that have been designed and built according to the provisions of this type-C standard.

Part 12:
Rotary disc and drum mowers and flail mowers
1 Scope
This part of ISO 4254, where used with ISO 4254-1, specifies the safety requirements and their verification for
the design and construction of rotary disc mowers, rotary drum mowers, as used for forage crop harvesting in
agriculture only, and flail mowers with a horizontal axis for use in agriculture only, that are mounted, semi-
mounted, trailed or self-propelled. It describes methods for the elimination or reduction of hazards arising from
the intended use and reasonably foreseeable misuse of these machines by one person (the operator) in the
course of normal operation and service. In addition, it specifies the type of information on safe working
practices to be provided by the manufacturer.
Flail mowers with a horizontal axis that can be opened at the rear only for maintenance reasons are included.
This part of ISO 4254 is also applicable to mowers equipped with a conditioning device.
This part of ISO 4254 is applicable only to mowers intended to work at ground level, examples of which are
given in A.1.
When requirements of this part of ISO 4254 are different from those which are stated in ISO 4254-1, the
requirements of this part of ISO 4254 take precedence over the requirements of ISO 4254-1 for machines that
have been designed and built according to the requirements of this part of ISO 4254.
This part of ISO 4254, taken together with ISO 4254-1, deals with all the significant hazards (as listed in
Table 1), hazardous situations and events (with the exception of noise and vibrations) relevant to rotary disc
mowers, rotary drum mowers and flail mowers, when they are used as intended and under the conditions of
misuse that are reasonably foreseeable by the manufacturer (see Clause 4).
It is not applicable to (see examples in A.2)
 flail mowers that have the rear part which can be opened for particular field use operations,
 mowers with an articulated arm,
 mowers with one or more vertical axes designed for mulching,
 pedestrian-controlled motor mowers,
 lawn mowers,
 inter-row mowing units, or
 machines specifically designed for highway and road maintenance.
This part of ISO 4254 does not deal with environmental hazards, road safety and hazards related to moving
parts for power transmission. It does not deal with hazards related to maintenance or repairs to be carried out
by professional service personnel.

For the purposes of this document, the terms and definitions given in ISO 12100 and ISO 4254-1 and the
following apply.

4 List of significant hazards
Table 1 specifies the significant hazards, the significant hazardous situations and significant hazardous
event(s) covered by this part of ISO 4254, that have been identified by risk assessment as being relevant to
this type of machine, and which require specific action by the designer or manufacturer to eliminate or to
reduce the risk.
Attention is drawn to the necessity to verify that the safety requirements specified in this part of ISO 4254
apply to each significant hazard presented by a given machine and to validate that the risk assessment is
complete.

5 Safety requirements and/or protective measures
5.1 General
5.1.1 Machinery shall comply with the safety requirements and/or protective measures of this clause. In
addition, the machine shall be designed according to the principles of ISO 12100 for hazards relevant but not
significant, which are not dealt with by this part of ISO 4254. The instruction handbook to be provided with the
machine shall comply with 7.1. The machine shall also be marked and carry safety signs according to 7.2
5.1.2 Except where otherwise specified in this part of ISO 4254, the machine shall comply with the
requirements of ISO 4254-1 and with Tables 1, 3, 4 and 6 of ISO 13857:2008 as appropriate.
5.1.3 Machinery shall comply with ISO 14982 for evaluating the electromagnetic compatibility.
5.2 Protection against inadvertent contact with the cutting elements
5.2.1 General
The mower shall be designed or guarded in such a way that inadvertent contact during normal operation with
the cutting elements from the front, and at the rear, the sides and the top is prevented.
5.2.1.1 Rotary disc mowers and rotary drum mowers
Contact with the cutting elements from the top shall be prevented by an imperforate guard or by the device
used to prevent thrown objects (see 5.3), providing it maintains at least an equivalent level of protection .
At any location along the cutting element path that is not either a crop inlet or a crop discharge area, typically
the sides and a portion of the rear, the protection shall be achieved by either one or both of the following:
a) a barrier located in such a way that the distances defined in Figure 1 and Figure 2 are respected. These
distances are measured from the cutting element path and with the mower in working position, the cutting
height, h, being adjusted at 50 mm or as near as possible to 50 mm.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards

Introduction
The structure of safety standards in the field of machinery is as follows:
⎯ type-A standards (basis safety standards) giving basic concepts, principle for design, and general aspects
that can be applied to machinery;
⎯ type-B standards (generic safety standards) dealing with one safety aspect or one type of safeguards that
can be used across a wide range of machinery:
⎯ type-B1 standards on particular safety aspects (e.g. safety distances, surface temperature, noise);
⎯ type-B2 standards on safeguards (e.g. two-hands controls, interlocking devices, pressure sensitive
devices, guards);
⎯ type-C standards (machinery safety standards) dealing with detailed safety requirements for a particular
machine or group of machines.
This Standard is a type C standard as stated in ISO 12100-1.
When provisions of this type C standard are different from those which are stated in type A or B standards, the
provisions of this type C standard take precedence over the provisions of the other standards, for machines
that have been designed and built according to the provisions of this type C standard.
The machinery concerned and the extent to which hazards, hazardous situations and events are covered are
indicated in the scope of this document.

Part 12:
Rotary mowers and flail-mowers
1 Scope
This part of ISO 4254, intended to be used together with ISO 4254-1:____, specifies the safety requirements
and their verification for the design and construction of flail-mowers with horizontal axis for agriculture, rotary
disc mowers, rotary drum mower, mounted, semi-mounted, trailed or self-propelled as used for forage crop
harvesting in agriculture only. It describes methods for the elimination or reduction of hazards arising from the
intended use of these machines by one person (the operator) in the course of normal operation and service. In
addition, it specifies the type of information on safe working practices to be provided by the manufacturer.
When provisions of this part of ISO 4254 are different from those which are stated in ISO 4254-1:____ the
provisions of this part of ISO 4254 take precedence over the provisions of ISO 4254-1:____ for machines that
have been designed and built according the provisions of this part of ISO 4254.
This part of ISO 4254, taken together with ISO 4254-1:____, deals with all the significant hazards, hazardous
situations and events relevant to this agricultural machinery used as intended and under the conditions
foreseen by the manufacturer (see Clause 4).
This standard is also applicable to mowers equipped with a conditioning device.
This standard applies only to mowers intended to work at ground level.
NOTE 1 Examples of such machines are given in Annex A.1.
It does not apply to:
⎯ mowers with an articulated arm,
NOTE 2 An example of such a machine is given in Annex A.2.
⎯ mowers with one or more vertical axis designed for mulching,
NOTE 3 An example of such a machine is given in Annex A.2.
⎯ pedestrian-controlled motor mowers,
⎯ lawn mowers or machines designed as lawn mowers,
⎯ inter-row mowing units,
⎯ machines specifically designed for highway and road maintenance.
This part of ISO 4254 is also not applicable to environmental hazards, road safety, electromagnetic
compatibility, vibration and hazards related to moving parts for power transmission. It is not applicable to
hazards related to maintenance or repairs to be carried out by professional service personnel.
NOTE 4 ISO 14982 specifies test methods and acceptance criteria for evaluating the electromagnetic compatibility of
all kind of mobile agricultural machinery.

manufactured before the date of its publication.

3 Definitions
For the purposes of this part of ISO 4254, the following terms and definitions apply together with the
definitions given in ISO 12100-1:2003 and ISO 4254-1:____.
NOTE Annex A.1 gives illustrations of mowers and components.

rotary mower
mower in which one or more functional components cut or shear forage crop by impact without mulching and
rotate about a vertical axis

4 List of significant hazards
Table 1 gives the significant hazard(s), the significant hazardous situation(s) and event(s) covered by this part
of ISO 4254, that have been identified by risk assessment as being significant for this type of machine, and
which require specific action to eliminate or to reduce the risk.
Attention is drawn to the necessity to verify that the safety requirements specified in this part of ISO 4254
apply to each significant hazard presented by a given machine and to validate that the risk assessment is
complete.

5 Safety requirements and/or protective measures
5.1 General
5.1.1 Machinery shall be in accordance with the safety requirements and/or protective measures of this
clause. In addition, the machine shall be designed according to the principles of ISO 12100-1:2003, Clause 5
for hazards relevant but not significant, which are not dealt with by this part of ISO 4254. For these hazards
ISO 12100-2 may be used for guidance.
5.1.2 Except where otherwise specified in this part of ISO 4254, the machine shall comply with the
requirements of ISO 4254-1:____ and with tables 1, 3, 4 and 6 of ISO 13852:1996.
5.2 Protection against inadvertent contact with the cutting elements
5.2.1 General
The mower shall be designed or guarded in such a way that any inadvertent contact during normal operation and service
with the cutting elements at the front, at the rear, at the sides and on top is prevented.
5.2.1.1 Vertical axes mower
The top protection shall be achieved by an imperforate guard or by the device used to prevent projections
(see 5.3).
At any location along the cutting element path that is not either a crop inlet or a crop discharge area, typically
the sides and a portion of the rear, the protection shall be achieved by:

⎯ a barrier located in such a way that the distances defined in Figure 1 are respected. These distances are
measured from the tool path and with the mower in working position, the cutting height being adjusted at
50 mm or as near as possible to 50 mm.
This barrier can be removable or folded for transport or maintenance. The removal of the barrier shall
only be possible by use of a tool; foldable barriers shall be kept in the locked working position by means
of a device. Unlocking this device shall be the result of an intentional action.
and/or
⎯ a rigid imperforate guard, located near the working elements and in such a way that its lower edge
extends below the working elements path by a minimum of 3 mm (see Figure 2).
At the crop inlet area and the crop discharge area, the protection shall be achieved by a barrier located in
such a way that the minimum distances as defined in Figure 1 are respected with the mower in the
working position and the cutting height being adjusted at 50 mm or as near as possible to 50 mm. This
barrier can be removable or folded for transport or maintenance. The removal of the barrier shall only be
possible by use of a tool; foldable barriers shall be kept in the locked working position by means of a
device. Unlocking this device shall be the result of an intentional action.
