Overview
EN ISO 11591:2020/A1:2023 is Amendment 1 to ISO 11591:2020, adopted by CEN for small craft. It updates references (notably replacing ISO 8666:2016 with ISO 8666:2020), clarifies owner’s manual requirements, and adds a normative Annex A that defines procedures to determine the level reference line and to verify the vertical field of vision from the steering position. This amendment supports compliance with EU Directive 2013/53/EU visibility requirements and was approved by CEN in October 2022.
Key topics and requirements
- Field of vision from steering position: Specifies forward and astern visibility requirements in horizontal and vertical planes for recreational craft within the scope of the Directive.
- Normative updates:
- Replace references to ISO 8666:2016 with ISO 8666:2020 throughout the standard.
- Remove direct normative referencing of ISO 10240:2019 (owner’s manual) but require that an owner’s manual shall be provided and note that ISO 10240 contains owner’s manual requirements.
- Annex A (normative) - Procedure to determine level reference line and verify vertical field of vision:
- Two acceptable methods: practical (on-water testing) or CAD simulation.
- Practical method steps include testing in the performance test mass condition (per ISO 8666:2020), calm-water limits (wind < 18 km/h, wave height ≤ L/75 or 0.2 m), running tests in opposite directions, and recording speed, trim angle, and trim tab usage.
- The maximum running trim angle (excluding transient spikes during planing transitions) defines the level reference line for visibility checks.
- Vertical verification practical method uses a measured waterline-to-ground height and a 0.15 m target to confirm compliance with specified vertical vision distances.
- CAD method simulates the same level reference waterline and verifies vertical field compliance computationally.
- Owner’s manual: Must include instructions if trim tabs or power trim are required to meet visibility requirements.
Applications and users
This amendment is used by:
- Boat designers and naval architects to verify steering-position visibility early in design using CAD or planned sea trials.
- Manufacturers and compliance engineers to demonstrate conformity with visibility clauses of Directive 2013/53/EU.
- Test houses and certification bodies conducting on-water visibility testing and issuing conformity evidence.
- Technical writers preparing owner’s manuals to include mandatory visibility-related operating instructions (e.g., trim tab usage).
